BOX 23th)G TIGARD.OREGON 97223-9917 PHONE(503)639-1554 June 12, 1990 PRESENT: Board of Commissioners: Denis Borman, Chairman Audrey Castile, Secretary Jon Kvistad, Treasurer Walter Stronach Robert Bledsoe Staff: John P. Miller, Administrator Randy Volk, Superintendent Yvonne Turner, Secretary Visitors: Clarence Nicoli, Tigard Resident Randy Goff, Economics and Engineering Services, Inc. The meeting was called to order by the Chairman Denis Borman at 7:30 p.m. Motion was made and seconded to approve the minutes of the last meeting. Motion carried unanimously. Motion was made to approve payment of vouchers. Bob Bledsoe asked about the payment to Don Thomas Petroleum. Mr. Miller explained it was for the Operations fuel usage. Mr. Bledsoe also asked about Pac-West Distributers. John Miller said it was for a lawn mower. Jon Kvistad asked about the payment to Fleur-De-Lis Enterprises. John Miller said it was for window washing. Mr. Kvistad questioned the refund to OTKM. Mr. Miller explained that this is for the estimate given to the developer prior to starting the job, and the estimate turned out to be high, therefore, a refund is necessary. Tigard Water District 6-90 Regular Meeting June 12, 1990 Vote to approve payment of vouchers was unanimous. The Chairman welcomed the visitors, Randy Goff of EES and Mr. Clarence Nicoli. Mr. Borman next asked for the presentation by Mr. Goff of his study of the Systems Development Charges. Mr. Goff gave an outline and summary of the report, and recommended that the Board review the study annually. Discussion followed. Mr. Miller stated that he would have a resolution ready for the next regular meeting, July 10,1990. The next item on the agenda," Recommended Course of Action for Tigard Water District's Long Term Water Supply," was tabled for later consideration in executive session. The Chairman asked for Other Business. Mr. Miller had some items he wanted to introduce. First, was a letter from Bureau of Water Works, City of Portland. He explained the rate schedule included in the letter. Discussion followed. Second, Mr. Miller said that Metzger Water District had called and would like to have a meeting with Tigard Water District and the City Council, on July 16, 1990, 6:30 p.m. at the Tigard Civic Center to discuss a Water Authority. John Miller and Jon Kvistad volunteered to attend. Mr. Stronach stated that if they later found they weren't able to go , he would go. Third, Mr. Miller notified the Board that there is to be a public hearing for special use approval for the 1.0 reservoir at Hi-Tor on June 14, 1990, 10:30 a.m. at Washington County. There seems to be no problem. He said he was confident that there would be no difficulty in gaining approval. Fourth, John Miller said he would like to turn on the wells on July 2, 1990. The Board gave its approval. Fifth, the Oregon State Highway Department would like to construct a bicycle path by the railroad tracks past the Operations Center. Mr. Miller and the Highway Department will continue to talk over the arrangements. The Chairman called for Executive Session at 8:27 p.m. to discuss the Evaluation of the Administrator and the Water Authority. The visitor, Clarence Nicoli and the Superintendent, Randy Volk departed at this time. Regular meeting reconvened at 9:18 p.m. Motion was made and seconded giving John Miller Board authorization to talk to the City of Lake Oswego. Motion was made and seconded to adjourn at 9:20 p. m. Motion carried unanimously.
