BOX 230000 TIGARD,OREGON 97223-99 1 7 PHONE(503)639-1554 April 10, 1990 PRESENT: Board of Commissioners: Denis Borman, Chairman Audrey Castile, Secretary Jon Kvistad, Treasurer (Arr. 7:40 p.m.) Walt Stronach Bob Bledsoe (Absent) Staff: John Miller, Administrator Randy Volk, Superintendent Yvonne Turner, Secretary Visitors: Clarence Nicoli, Tigard Resident Bob Wyffels, Tigard Resident The meeting was called to order by the Chairman , Denis Borman at 7:30 p.m. Motion was made and seconded to approve the minutes of the last meeting as written. Motion carried unanimously. Motion was made and seconded to approve the payment of vouchers for the month of March. Question was called for. Motion carried unanimously. The Chairman asked for the bids on the reservoir to be opened. There were only two. Walt Stronach opened the bid from Marion Construction Co. The bid amount was $634,600.00. Jon Kvistad opened the second bid, from Ward Henshaw Construction Co. The amount was $615,050.00 . Ward Henshaw Construction Co. is apparently the low bidder. TIGARD WATER DISTRICT Regular Meeting April 10, 1990 Jon Kvistad made the motion to accept the lowest bid as determined by the staff for the Hi-Tor reservoir. Walt Stronach seconded. Vote was taken and passed unanimously. (Resolution No. 9-90). Chairman Borman introduced and welcomed the visitors, Clarence Nicoll and Bob Wyffels. The chairman asked if they had any comments or questions. Mr. Nicoli stated that the last regular Board meeting was conducted in an orderly manor and a lot of business was conducted. The next item of business was the transfer of funds from Material & Services to Capital Outlay. The specific transfer of funds would be as follows: From: Personal Services: Acct # 50-5050 Leadman #1 (Field Labor) $20,000 Material & Services: Acct # 51-6000: Water Costs $ 40.000 S60.000 To: Capital Outlay: Acct # 52-7300 Meter Installation Costs $20,000 Acct # 52-7500: Pipeline Extensions $40.000 S60.000 Motion was made by Jon Kvistad and seconded by Walt Stronach. Question was called for. Motion carried unanimously. (Resolution No. 5-90). Motion was made by Audrey Castile to approve the Employee Handbook. Walt Stronach seconded. Chairman Borman asked that the Board accept the Handbook as written, but with the additional suggestions from those Board members that were discussed at the April 9, 1990 special meeting. In addition, Chairman Borman requested that in the interest of fairness to all Board members, that the Board agree to take those items which have been controversial and discuss them piece by piece in subsequent meetings so that each member is satisfied. Discussion followed. TIGARD WATER DISTRICT Regular Meeting April, 10, 1990 Vote was 3-1 with Castile, Stronach and Borman voting yes and Kvistad voting no. Motion carried. (Resolution 6-90). Jon Kvistad made a statement for the record. He disagrees with the pretesting program of alcohol and drugs, or any screening process that may be perceived by the individual or by the community as a violation of an individuals civil liberties. The Chairman asked for a motion to approve the Board of Commissioners Handbook. Walt Stronach made the motion and Audrey Castile seconded. No further discussion. Motion carried unanimously. Mr. Borman asked for Other Business. Mr. Miller announced that a joint meeting with the City of Tigard is scheduled for April 16, 1990, Monday at 7:30 p.m. Randy Volk, the Superintendent, presented to the Board a suggestion that Tigard Water District get some aerial photos of the water reservoirs. It was also suggested that for historical purposes, pictures of the Board members be displayed. Discussion ensued. Motion was made by Walt Stronach ,and seconded by Audrey Castile to go ahead and get the pictures taken. Motion carried unanimously. Mr. Volk had another comment to make. At the Special Meeting, April 9, 1990, Bob Bledsoe asked him to find out about Tigard Water Districts well duty procedures. The Superintendent called the Bureau of Labor and Industries, Mary Roberts Office, and explained the procedures that Tigard Water District follows. The Labor Bureau said that Tigard Water District goes way overboard for compensation to the employee on duty. Motion was made and seconded to adjourn at 7:58 p.m.
