The Special Meeting was called to order by the Chairman, Denis Borman at 7:35 p.m.

3-90 Special Meeting
March 6, 1990
Mr. Jesse 0. Lowman was introduced by John P. Miller, to the Tigard Water District
Board. Mr. Lowman gave his presentation on water resource management needs that are common
to Metzger and Tigard areas. He said the needs are compounded in Washiongton County by the
shortage of natural resources, the competing and conflicting objectives of state and local
governments, and the cities versus special districts.
He described this increasing demand upon the water resources and the need to coordinate
water quality and quanity planning for Washington County as the reason for the development of
which was initiated in 1986 by the members of Water Resources Management Committee
(Wamco).
He further stated that the need to reorganize or reassign responsibilities to plan and
implement the resource management and utility delivery systems for the future was also
recognized by Wolf Creek Highway Water District and Metzger Water District in December of
1988.
Mr. Lowman gave a summary of Citizen Attitudes about water issues that was conducted
by Western Attitudes of Lake oswego.
General discussion followed.
The Chairman, Mr. Borman asked the Metzger Water District Board to come back to
Tigard Water District with additional information and another Special Meeting will be held.
They agreed.
