01/09/1983 - Minutes NPO # 3 SPECIAL MEETING
JANUARY 9, 1983
Location: 11800 S.W. Walnut
1. Call to order at 3:15 p.m.
2. Present were Mortensen, Fyre, Bledsoe, Ramsdell, and Moonier.
3 Minutes of December 14, 1982 and December 29, 1982 were approved as
typed. The typed announcement of this meeting, as well as the next
meeting on January 23, 1983, mistakenly stated the day of the week as
Wednesday, instead of Sunday.
4. NPO #3 approved several recommended changes to the findings, policies and
implementation strategies in the Urbanization and Housing elements. NPO
#3 also approved some recommended changes in the new Locational Criteria
element. All of these recommended changes will be typed by the secretary
for presentation to the Planning Commission and City Council.
5. NPO #3 reviewed the 3 pages of development standards for Established
Districts, which were presented by staff at a CCI meeting in December or
November. NPO #3 suggests the elimination of subsection (2) of II
Residential Parcel Size Consistency, and requests staff to give their
reasons for including this exception clause. At a minimum, the
determination should be made by the Planning Commission. Mailed
notification should be to owners of property within 300 feet, as we
believe is the present requirement. Subsection IV. (2) should only allow
development of the some type as any abutting development which fronts upon
the some street. With these changes, NPO #3 recommends that these 3 pages
be included in the Comprehensive Plan, or in the Community Development
Code.
6. Other Business:
A. NPO #3 recommended the adoption of Adriane Brockman's transportation
policy 8.1.3, with changes to part D, which changes will be included
by the secretary in NPO #3's recommended changes on transportation.
B. In the Transportation and Locational Criteria elements, NPO #3 apposes
a clause in the ordinance allowing the Planning Director to edit and
modify wording of all except findings, policies, and implementation
strategies.
C. Requests at least one copy of each element as passed by the Planning
Commission and at least one copy of each ordinance containing elements
of the Comprehensive Plan.
D. NPO #3 authorized the Chairperson and Secretary to prepare cover
letters for the recommended changes of the various elements.
E. The next meeting will be January 23, 1983, Sunday at 2:00 p.m. at Bob
Bledsoe's House, 11800 S.W. Walnut. Mailed notification have been
sent. Future regular meetings will be the First Monday of the Month,
starting February 7, 1983.
