NPO minutes for NPO #3 held on August 5, 1992

Minutes from July 1, 1992 meeting approved.
Mr. Rick Givens and Mr. Roger Anderson were present to present the
minor land partition- on property on Bull Mountain Road, and to
request a zone change from CP to R25 and to rezone one parcel to
R2 from R4.5. There are currently 4 parcels of land involved with
different tax lot numbers. This request would rezone 4 parcels
and request a minor partition for a new tax lot of 25,675 sq. ft.
where there is an existing home now on this parcel. There was much
discussion about the current zoning, CP and R4.5 within the City of
Tigard zoning. This land is contiguous to the Wellington Heights
apartments on Beef Bend Road and Hwy. 99. The land to the east is
currently zoned CP.With the proposed 1.17 removed from the request and
the minor partition of 2 6 s . ft removed the total acreage P 5. ?5 requested
in this zone change is 5.99 acres to be zoned R25 with a deed restriction
on development of no higher density than 18 units per acre# which
would be a total of 107 units maximum. Herman Porter stated he was
not in favor of raising residential density. Some of the immediate
neighbors had a meeting with the developer and owner in J une, and
they were more in favor of the multi-family rather than the CP now
on part of the land. After extended discussion a motion with -
conditions was passed in favor of this request. (Attached sheet of
paper has all of the details. )
NPO #3 and NPO #7 had a joint meeting with an agenda item called
SW 121-125th connection study. This is a proposed extension of
SW 121st across SW Scholls Ferry Road in to Beaverton School District
property connecting SW 125th. After listening to the presentation
NPO #3 voted against extending this roadway through. Attached letter
states the motion.
Burke/Monarch Construction - request for minor land partition at
10475 SW Park St. Martha Bishop visited the neighbors in this area.
There were two questions, where would the road easement be and is
sewer available? Martha stated the neighbors were not opposed to
this request. NPO #3 voted in favor of this request.
REQUEST FOR NEXT MEETING - We would request the police chief to come
and discuss with NPO about speed designations in the City, the new
Operation Slowdown program, and the new Community Policing, and any
other information he would like to share maybe Neighbor Watch also.
Martha Bishop is interested in persuing a Tree Policy and will bring
information at the next meeting to get this started. Meeting adjourned.
