NPO #3 NINUTES
December 2, 1992
1. Meeting called to order 7:45 p.m.
2. Present: Bishop, Froude, Garner, Hansen, Helm, Mortensen, Porter
3. Minutes from November 4, 1992 were approved as written.
4. Old Business - A report from Chief Ron Goodpaster regarding the traffic count on
Gaarde St. was noted as received and reviewed by all members.
5_ Review of notices received - NPO 3's request for an appeal of the planned exit fruzn
Hot n' Now to be built at the comer of Highway 99W and Park St. has been
accepted, and the appeal fee waived. A hearing before the Planning Commission is
tentatively set for January 4, 1993.
6. Other Business - Note was made that Ilio T1gard Triangle development plan has been
passed. The new Community Commercial zone request has been sent to the City
Council.
7. NPO #3 adjourned and joined NPO #7 for an issue of mutual interest.
Joint Meeting with NPO #7
1. Randy Wooley, City Engineer, presented information regarding the two active
proposals for the extension of Gaarde St_ to Walnut in the vicinity of S.W. 132 Ave.
The two versions are referred to as "The Report", from the City of Tigard and the
"NPO" version created by NPO #3.
2. Overhead slides were shown and discussed detailing the two plans, with advantages
and disadvantages of each. Much discussion among members of both NPO's and
interested neighbors ensued. Four choices were offered to vote on and the breakdown
is as follows:

3. Beverly Froude reminded everyone that all the NPO's can do is advise, Interested
neighbers must attend hearings of the Planning Commission and the City Council.
4. Merman Porter noted thdt be understands that if a citizen wishes to testify they must
be in person at the Planning Commission. If they do not testify at the Planning
Commission they cannot testify before the City Council.
5. Meeting adjourned at 9:15 p.m.
