Chairman Uoblery welcomed Scott Russell, landowner in the Scholls Ferry
and Murray area as a guest to our meeting.
POLICE CHIEF RON GOODPRSTURE RHD MR PRUL HUNT
Our HPO conuened with NPO #3 to hear presentations from Police 'Chief
Ron Goodpasture and Mr Paul Hunt.
Police Chief Goodpasture discussed police policies and practices in
Tigard. He recited the fact that the Oregon State Speed Control Board,
in Salem, controls and sets all speed limits in Oregon, and Tigard must :
therefore petition the Board for changes in speed limits.

Members considered applicants' request for approval of conditional use
and development plans for religious assembly in a single family dwell-
ing in the vicinity of Scholis Ferry and Springwood Drive.
Members discussed in detail:
Lighting around this single family dwelling; and
Landscaping and screening around it.
Motion: Larry McGlinchy; to reconnend approval of applicants' request
with the condition that applicants must screen headlight glare in the
parking area with hedges 3-4 feet in height planted around the parking
area.
Second: Katy Dorsett; In Favor: 7;- Against: 0; Abstain: 0.
UPDATE ON REQUEST FOR A 4-UAY STOP STUDY AT 135TH AND MORNING HILL
City Engineer Randy Uooley submitted a progress report. in a memo to
our NPO, on the warrant study for a 4-way stop at 135th and Morning
Hill. City Engineer Uooley intends to issue a final report in Sep-
tember.
REUIEU OF NOTICES OF DECISION
Chairman Uoolery read notices of decision received:
SUB 92-OOOB/PDR 92-0002/UAR 92-0014: SCHULZ/HEIMEYER
The Planning Commission approved the request for approval_of the Anton
Park No., 2 subdivision in the vicinity of North Dakota and 121st at its
public hearing on August 17, 1992, without any re-alignment or cul-de-
sac of Anton Driwe.
OTHER BUSINESS
UPDATE ON CPR 91-OOOS/ZOA 91-0006: NEW COMMUNITY COMMERCIAL DISTRICT
Planners' Bewersdorff and Offer propose another scale critereon for this
new, district. This new critereon requires that the zoning districts
within one-half mile of this district must average no less than eight
dwelling units per acre.
Planners also propose that the locational critereon clearly state that
the City may limit the size of this district to less than eight acres
to ensure consistency with other Plan policies and locational criteria.

Planners also propose to include community recreation as a pe
use in .this district.
The City Council will continue its public hearing on this district at
its meeting on September 8. 1992.
Motion: Cal Uoolery; to submit a request to the City Council. at its
public hearing on September B. 1992, to continue the Council's hearing
on this new district to October 20. 1992 to allow NPO's -to consider
planners' new scale and locational critereon for this new district.
