POLICE CHIEF RON GOODPRSTURE AND CPR 92-0007: GARRDE ST EXTENSION
Our NPO convened with NPO #3 to bear a presentation •from Police Chief
Ron Goodpasture and consider a request for approval of the final align-
,Ment and design standards for the Murray Rd (Gaarde St) extension.
Police Chief Ron Goodpasture discussed traffic control policies and
practices in Tigard.
Our NPO will convene with NPO #3 for a special meeting on November 18,
1992 -to consider the request for approval of -the final alignment and
design standards for the Murray Rd <Gaarde St) extension.

Members considered applicants request for approval of conditional use
for residential care facilities in a single-family dwelling in the vi-
cinity of 121st and Ualnut St.
Motion: Jim Blanchard; to recommend approval of applicant's request
without conditions.

OTHER BUSINESS
UPDATE ON REQUEST FOR A 4-UAY STOP STUDY AT 135TH AND MORNING HILL
City Engineer Randy .Uooley submitted the final report, in a memo to our
NPO, on the warrant study for a 4-way stop at 135th and Morning Hill.
The warrant study failed to demonstrate a need for a 4-way stop at this
intersection. Chairman Uoolery will discuss the study with Mr Uooley
and update us at our next meeting on December 2, 1992.
UPDATE ON CPA 91-OOOSlZOA 91-0006: NEU COMMUNITY COMMERCIAL DISTRICT
The Planning Commission recommended approval of this new district with
the recent Plan and ordinance text revisions, except the recent minimum
residential density criterion, at the Commission's public hearing on
November 2, 1992. The City Council will continue its public hearing on
the district on November 24, 1992.
STREET-GRADE CHANGE ON 121ST AT SCROLLS FERRY
"embers discussed the new street-grade change on 1215t at Scholls Ferry
resulting from the Scholls Hwy reconstruction project. Members find
that the grade change is too abrupt and steep for a safe approach to
the intersection from 121st. Chairman Uoolery will discuss this grade
change with City Engineer Randy Uooley and update us at our next meet-
ing on December 2, 1992.
PROPOSAL TO OOUN-ZONE EXISTING SINGLE FAMILY SUBDIUISIONS
Members discussed a proposal to down-zone existing single-family sub-
divisions in multi-family zones in order to preserve the character and
compatibility of their existing single-family homes and uses.

Members discussed the merits of down-zoning several single-family sub-
divisions in our NPO to single-family R-7. In general, R-7 zoning
would=
1 ) Limit uses to single-family and other compatible uses and therefore
prevent apartment. boarding, rooming or halfway house conversions
and uses, or lodge or fraternity house conversions and uses;
2) 'Require a minimum lot size of 5.000 sq ft and •therefore discourage
duplex conversions;
3) Limit building height to 3S ft and therefore limit the scale of
any additions to that of existing single-family homes; and
4) Require a residential density transition buffer of 100 ft and there-
fore limit •the densities of any new apartment-complexes adjacent -to
subdivisions.
Chairman Uoolery and Bill Gross net with Planners Dick Bewersdorff,
Jerry Offer and Duane Roberts on October 6 to discuss down-zoning sev-
eral subdivisions in our NPO to single-family R-7. Mssrs Bewersdorff
and Offer raised several planning issues about the proposal at that
meeting but deferred any comment on it. Planner Offer intended to re-
search several down-zoning planning issues before our meeting in Nov-
ember.
Mssrs Bewersdorff and Offer now propose that planners 1 ) re-inventory
•the vacant buildable residential land in Tigard's urban .planning area
and 2) request city-wide approval to down-zone all existing single-fam-
ily subdivisions in multi-family zones to preserve the character and
compatibility of their existing single-family homes and uses.
Chairman Uoolery will update us on this proposal at our next meeting on
December 2, 1992.
REUIEU OF THE PROPOSED TREE REMOURL ORDINANCE AMENDMENTS
Members will consider the merits of the proposed tree removal ordinance
amendments at our next meeting on December 2, 1992.
The Planning Commission will hold a public hearing on these proposed
amendments at its meeting on December 7, 1992.
