Dear Jerry:
Enclosed is a complete package of materials for Site Design Review for the proposed
Synektron building in the Forum Business Center - Tigard.
As we discussed in the pre-application conference held on February 11, 1993, this is a
35,000-sq.-ft. building to be used for the development of prototype computer motors.
The "IP" (Industrial Park) zone provides for the "manufacturing of finished products" as an
allowed use, by Section 18.68.030 A(3)a. The dimensional standards of the IP zone are met
by the site design as follows:

The site contains a number of valuable trees, as noted on the accompanying plans.
Considerable effort has been taken to adjust the building and vehicular areas to retain and
protect as many trees as possible. The wetland area on the site periphery is also noted, as
delineated by RZA-Agra. No work is proposed in the wetland area, including the setback,
or the area below the 100-year floodplain elevation.

During the pre-application conference,the location of the storm water quality was discussed.
Our initial design, which impacted the 100-year floodplain, has been revised to place all of
the storm water quality facility outside of the floodplain area.
Construction on this project will commence as soon as possible, subject to issuance of
permits and weather conditions. Earthwork will be completed and/or stabilized prior to the
fall 1993 rainy season.

Scott Russell, landowner in the Scholls Ferry and Murray area; and
John Hong and Dan Hitt, homeowners in the Cotswold Subdivision.
UPDATE ON CPA 92-0007: GARROE STREET EXTENSION
Our NPO convened with NPO #3 to hear a presentation from Randy Uaoley,
City Engineer, on the Gaarde Street extension. Mr Uooley discussed the
final three options, including the NPO #7 Option, for the alignment,
design and designation for the extension. The City Council will consi-
der the extension at its public hearing on February 9, 1993.
ALBERTSON GROCERY STORE PROPOSAL
Don Buncombe, on behalf of Albertson, presented a preliminary concep-
tual site plan for a possible Albertson grocery store in the vicinity
of Scholls Ferry and Murray. He invited members and guests to comment
on the plan. Comments on auto and pedestrian access and screening were
given.

Members considered applicant's request for approval of a subdivision in
the vicinity of (New) Scholls Ferry and Ualnut next to Cotswold Subdi-
vision.
Members considered testimony from:
Tony Bonforte, applicant; s
Dave Bentz, of OTAK, on behalf of applicant; and
Dan Hitt, homeowner in Cotswold Subdivision.
Members discussed in detail=
Uetlands within this subdivision;
Street connections between it and Costwold Subdivision;
Tree removal within it; and
The City tree removal ordinance.
Motion: Larry McGlinchy; to recommend approval of applicant's request
with the condition that the site development preserve as many trees as
is practical.
Second= Jim Blanchard; In favor= 6; Against- 0; Abstain= 0.
OTHER BUSINESS
UPDATE ON REQUEST FOR RN OPINION FROM THE CITY ATTORNEY
Members read the City Attorney's letter of opinion on whether it is
possible to make a land use decision with a referendum or initiative
petition to the voters. In general, it is possible to make legislative
city-wide land use decisions, such as Comprehensive Plan and ordinance
text amendments and city-wide Plan Map amendments, with a referendum or
initiative petition to the voters.
UPOATE ON COMMUNITY PARTICIPATION- CITY COUNCIL PROPOSRL
Members will discuss the City Council proposal to disband the existing
HPO's at our meeting on March 3, 1993.
