1. Resolution to approve minutes of last meeting.
2. Visitors.
Mr. Lloyd Schulze intends to appear before the Board to
question the necessity of installing an additional meter where
two houses are served from the same meter. He can see no advan-
tage to either the water district or himself in installing another
meter. I have presented the obvious reasons for having a meter
for each individual house, but I have not convinced him.
At the regular meeting on August Pith, the Board passed a
resolution to require a meter at each house and revoke all past
permits, legal or illegal. Enclosed is a copy of the letter that
was sent to owners requiring an additional meter.
I investigated each of the 37 reported cases where two or
"` three houses were on the same water meter. I could justify only
14 cases where it was obvious that another meter should be in-
stalled. The criteria used was:
"Could the houses be sold individually, are now or
could be on separate tax lots, thereby creating
future problems on serving and billing?"
The 14 property owners so notified are listed below:

5. Scoggin Dam water.
Enclosed is a letter from Ken Baines regarding the purchase
of water from Scoggin Dam. It would appear from his report that
if the district decides to assign its rights to the 2,500 acre-
feet of water to others, it should be on a permanent and not
temporary basis. Once the water is received, either by the district
or by others, the obligation immediately, without revocation, commences
to pay for the minimum amount of water agreed upon.

6. Eastern Washington County Water Purveyors Council.
The City Manager of Beaverton has called for a meeting on
December 19th to discuss water supply for eastern Washington
County. His letter is enclosed.
7. Rating for TWD bonds.
Ken Baines has researched and reported by letter (copy enclosed)
the possibility of having future bond issues rated by Moody"s Investors
Service Inc., thereby gaining the advantage of reduced interest rates.
I am still researching the matter further.

1.1. Work accomplished during November 1974.
a. TWD abandoned 4" galvanized pipe on Hunziker Road, between
Hall and Irvington-Moore Company, installed about 250 feet of 6"
C.I., and connected existing services to 12" C.I. main located on
south side of Hunziker Road. (Pipe replacement).
b. TWD installed 850 feet of 8" C.I. plus 1 fire hydrant
along S. W. 133rd Avenue, south of Bull Mountain Road, to replace
4" O.D. pipe. (Pipe replacement).
c. Private contractor finished construction of Phase I,
Englewood, which is located at S. W. 121st and Scholls Ferry Road.
Installation consisted of 3000 feet of 12" D.I., 150 feet of 8"
C.I., 3180 feet of 6" C.I., 620 feet of 4" C.I., and 12 fire
hydrants. 88 single family dwellings will be constructed during
Phase I. (Developer's).
d. TWD installed 14 meters. (4301 -4288). District also
woo
serves 120 meters in Metzger Water District. Total: 4421.
12. Work to be accomplished during remainder of fiscal year 1974-75.
December 1974:
a. TWD install 860 feet of 8" C.I. + 1 fire hydrant along
113th Avenue, south of. Durham Road, for Mr. Phildius, et al.
(Developer's).
b. TWd install 50 feet of 12" D.I. and 100 feet of 6" C.I.
along Hall Blvd near Scoffins to complete circulation loop and
replace 6" O.D. steel pipe. (Pipe replacement).
c. TWD install 1100 feet of 12" D.I. and 400 feet of 6" C.I.
+ 2 fire hydrants along Fern Street, west of 135th Avenue, to replace
4" O. D. steel pipe and parallel 6" C.I. pressurized system. (Pipe
replacement).

April 1975:
a. TWD install 1450 feet of 8" C.I. + 5 fire hydrants along
Commercial Street, between Hall and Main, to replace 6" O.D. steel
pipe. (Pipe replacement)
b. (Tentative). TWD install 850 feet of 12" D.I. + 1 fire
hydrant along 98th Avenue, from Summerfield Drive to Durham Road,
for Tigard Church of God. (Developer's)
May and June 1975:
a. TWD install, along with Cornell Manufacturing Company, a
pump station, with 3-25hp pumps at new Hi Tor reservoir site to
provide adequate pressure in area. (General Fuirl)
b. TWD install 400 feet of 6" C.I. and plastic main in 36" steel
casing under two sets of railroad tracks on Bonita Road, between 74th
and General Chain Bar Company. (Pipe extension).

Dear Mr. Rider:
Over the years the Board of Commissioners, Tigard Water District,
has authorized, on a temporary basis, the connection of two or more
houses to one water meter. A recent survey of the water district reveals
there are 37 such eases, some of which were connected without permission.
The meter for your present residence also serves an adjacent house.
By resolution on August. 13, 1971E the Board has decided to revoke all
such permits and require a separate service connection for each house in
accordance with Section 4, Rules and Regulations of the Tigard Water
District.
It is not the intenetion of the Board of Commissioners to place a
hardship on anyone. Consequently, the Board has agreed to waive some of
the requirements, on a one-time basis, as follows:
a. Each standard 3/4" meter installation will cost
$150 in lieu of the normal $350.
b. A time limit of 4 months or until March 11, 1975
will be granted for installation of the additional
meter.
Application for the new service connection should be made at this
office. Allow 10 days to 2 weeks for actual installation of the meter.

Re: Contract between United States of America and Tigard
Water District (Tualatin Federal Reclamation Project)
Dear Bob:
Enclosed is a copy of the letter I received from Mr. Norman H.
Moon, Acting Regional Director of the United States Department
of the Interior, Bureau of Reclamation, regarding the assignment
by the District of its rights and obligations under the captioned
%we agreement. Also enclosed are copies of all the documents enumer-
ated in Mr. Moon's letter.
You will note that the Department of Interior authorized the
assignment by the City of Beaverton of its rights and obligations
under its agreement, subject to the conditions enumerated in the
letter addressed to Mr. Laurence R. Sprecher dated May 15, 1973.
The City of Beaverton, however, remained responsible for payment
of all charges becoming due under the contract.
The commissioners should be advised that in the event the Tigard
Water District assigns its rights under this contract and the
assignee immediately diverts water from the project, the obliga-
tions under paragraph 9 (b) shall immediately commence and con-
tinue for the next 50 years, even though the rights and obliga-
tions under the contract were reassigned to the District at some
later date and diversion of water thereafter is terminated.

I:very organization has to have a title so ours is called out above but it will
be hereafter known as the "Committee" . The purpose of the Committee is to
provide a mechanism by which those of us in eastern Washington County
who engage in the production, transportation and/or sale of water may have
a way of coordinating our interests in such diverse things as (1) dealing with
the City of Portland on Bull Run water; (2) seeking an alternate source from
places like the Willamette River; (3) considering relationships with western
Washington County in general, and the City of Hillsboro in particular, and
(4) any other matters where cooperation might be better than individual action
in the water field.
To that end, I would like to meet with you here in the Council Chambers at
City Flail, Beaverton, on Thursday, December 19, 1974, at 7:30 p. m. Vvho
you choose to have represent you at that meeting is entirely up to you. it is
my intention to have a representative both from my staff and from the City
ouncil there. However, each of you is a better judge of who should represent
you than l ever could be.
We will also invite representatives of Washington County, the City of Hillsboro
and the Portland Water Bureau to the meeting. It would be my hope by that time
that Portland would be far enough along in their program that they could give us
a little more definitive word concerning the future costs of system development
in Portland.

Re: Moody's Investors Service, Inc.
Dear Bob:
The commissioners of the Tigard Water District plan to request
from the voters next summer authority to issue general obliga-
tion bonds in the sum of $1 million, with the proceeds to be
used to construct capital improvements within the District. It
is presently anticipated that this bond issue will be offered
e for sale in the fall of 1975.
I have been advised by Mr. Robert H. Atkinson, Jr. , of Atkinson
and Company (who, with the United States National Bank of Oregon,
purchased the District's last bond issue) , that it would be ad-
vantageous for the District to have this contemplated bond issue
rated by Moody's Investors Service, Inc. Such a rating might
encourage additional bids but, more importantly, many institu-
tions will only purchase bonds on resale that are rated by Moody's;
therefore, the potential resale market for rated bonds is much
greater. Bob Atkinson advised me that districts with rated bonds
generally pay less interest than those with unrated bonds.
I would suggest that you confer with other knowledgeable people
about this matter.
Enclosed is a three-page statement of Moody's policy of charging
fees for municipal-bond ratings, together with a 14-page explana-
tion of the services rendered by Moody' s.
If the District is interested in pursuing this matter, I am ad-
vised that your correspondence and request for necessary forms
should be addressed to Frieda Ackerman. You should also inquire
as to the length of time it will take for the District to have
