Tigard Water District 341st Regular Meeting November 12, 1974 PRESENT: R. Verne Wheelwright, Chairman Clarence F. Nicoli, Treasurer John G. Schwartz, Secretary Robert E. Santee, Administrator John P. Miller, Foreman Kenneth W. Baines, Attorney VISITORS: Mr. Joe G. Chamberlain, 12350 S. W. 124th Avenue, Tigard Mr. Joe Greulich, Tualatin Rural Fire Protection District Mr. D. R. Nichols, Case Power & Equipment Company Miss Cheryl Beshears, Tigard Times Miss Pat Tierney, Oregon Journal Now The meeting was called to order at 7:35 p.m. by Chairman Wheel- wright. Motion was made and seconded to approve the minutes of the last meeting, as written. Motion carried. Mr. Joe Chamberlain appeared before the Board to request financial relief in the cost of a 6" main extension and two fire hydrants installed for the Lake Terrace sub-division located on S. W. 122nd and Walnut. Mr. Chamberlain stated that the fire hydrant installed on S. W. 124th Avenue benefitted the Brookway sub-division as much as his development and, therefore, he should not be charged the full amount. Motion was made and seconded that the water district and Mr. Chamberlain share equally in the remaining amount due of $509.45 or $254.73 each. Motion carried. Motion was made and seconded that, in the future, all developers be required to place on deposit 110% of the estimated cost prior to starting construction and that all quotations or estimates be in writing. Motion carried. vrr err✓ goo -2- Motion was made and seconded to purchase a Case 580B backhoe in lieu of a pump station at Hi Tor during this fiscal year and to accept the apparent low bid from A. C. Haag & Company of $13,653. Case Power & Equipment Company's bid was $13,776. Motion carried. Motion was made and seconded to approve annexation of the following described properties: a. 100 acres adjacent to the new Englewood (Commonwealth) development on Scholls Ferry Road. b. 48 acres between the two sets of railroad tracks from Bonita Road to Upper Boones Ferry Road. c. 8 acres near 125th Avenue, north of Bull Mountain Road, where TWD serves one house. d. 14 acres on S. W. Bull Mountain Road, at about 134th Avenue, where TWD serves one house. e. 20 acres near Bull Mountain Road where TWD serves one house. (Leah Zednick) Awe Total acres: 190. Motion carried. It was agreed to postpone any action on transferring the district's right to 2,500 acre-feet of water annually from Scoggin Dam to Wolf Creek Highway Water District. It was suggested that Mr. Gil Meigs, ST&R, be requested to make a presentation to interested representatives of water purveyors in the east service area regarding new water sources to serve eastern Washington County. Motion was made and seconded to pay the vouchers. Motion carried. After a review of the lease agreement for the present administrative office building and the obtaining of necessary background material it was agreed to write a letter to the Tualatin Rural Fire Protection District requesting that representatives of the water district appear before the Board of Commissioners, TRFPD, to obtain approval of a building addition to be constructed in front of the existing office. w err' "10, Now -3- Motion was made and seconded to grant the King City Condominiums a reduction in their water bill in the amount of $100 due to a leak in their service line. Motion carried, The basic policy on adjustments of water bills for undetected water leaks in service lines was changed. As a general rule, in the future, no adjustments will be made, The Chairman suggested that all customers be advised by letter that due to the corrosive effect on galvanized pipe in this area, individual service lines may last only a few years and could result in undetected leaks causing high water bills. Further, the water district would not assume responsibility for leaks in service lines nor make adjustments on high water bills due to such leaks. The rebate agreement on S. W. 108th Avenue, south of Durham Road, was discussed. In addition to the previously approved method of charging for new connections by acreage in lieu of property front footage, it was agreed to charge a minimum of $500 per connection.
