Matt,
Thank you for revising the Mechanical Permit Application. I will route this permit to our Planning Department for
review. However, the Electrical and Plumbing Permit Application corrections have not been made as outlined in my
February 4 email. We need to know the type of service for the electrical scope of work, which determines if plan review
is required. Please complete the electrical fee schedule as previously requested. Also, I could not find electrical license
information from Luna Design, so we will need electrical license information as well as a Supervising Electrician's
signature prior to the issuance of the Electrical permit—if plan review is required. Regarding the Plumbing Permit
Applications, the site utilities scope of work has not been separated from the interior plumbing scope of work. Please
separate this scope of work as previously requested.
The (2) sets of plumbing plans we received will be used for the interior plumbing plan review due to the grease trap
installation. (2) sets of civil plans are required for the site utilities plan review. Please mail or deliver(2) sets of civil
plans per the Site Utilities Permit Application requirements. Additionally,we will need you to make the following
corrections to the Building Fixtures Plumbing Permit Application:
• There are (3) sinks listed in the fee schedule on the front of the application, but (4) sinks are listed in the
Commercial Fixture Work section on the second page. Please make the necessary adjustments on the
application.
• (1) water closet is listed in the fee schedule on the front of the application, but it is not entered in the
Commercial Fixture Work section on the second page. Please enter the Water closet on the second page.
The civil sets of plans may be mailed or delivered to our drop box in the lobby of the Permit Center, between the hours
of 8:00 a.m. and 5:00 p.m., Monday through Thursday. We are closed on Fridays. An appointment is not necessary to
deliver your submittal. Please let us know if you have additional questions.
Thank you,

Hi Branden,
2
Attached are the plans and applications that were originally submitted. Can you clarify what you are asking for in the
description box? A plumbing, mechanical, etc. permit for a new building is pretty self-explanatory. Can you also let me
know if you still have the plans that were submitted or if we need to provide new sets?
Thanks!

Josh,
We should have the Site Work and Building permit ready to issue next week for you. Once they are ready to issue, we
will send you invoices for payment. Please note that we never received a response back from Matt Johnson regarding
the Mechanical, Electrical, and Plumbing permit submittals. Therefore, plan review has not commenced for these
permits. I have included my email below to Matt from February 4.

Subject: Dutch Bros. Coffee Permit Applications- 13769 SW Pacific Hwy
Hi Matt,
After review of the Dutch Brothers permit applications, we will need you to revise the applications for the following
reasons:
• Mechanical Permit: Please revise the application to include the mechanical scope of work in the "Description of
Work" section.
3
• Electrical Permit: Plan review is only required if one of the plan review criteria is met from the Plan Review
section on the application. Please review the Plan Review section and revise the application to include the
applicable items in the fee schedule. If plan review is not required, the permit can be created online by the
electrical contractor through our website: https:/Jaca.accela.com/TIGARD/Welcome.aspx. If the contractor has
not worked in Tigard previously, we will need to add their licenses to our database before a permit can be
created online.
• Plumbing Permit(s): Site Utilities and Building Fixtures Plumbing Permit Applications combined the same scope
of work on both applications. We will need you to revise the applications and separate the scope of work for
each Plumbing Permit Application. Also, please enter the correct scope of work in the "Description of Work"
section.
Please let me know if you have questions.
Thank you,
Branden Taggart

Subject: FW: Site Permit
Hi Jeremy and Brady,
We are back to being confused regarding the permit delivery schedule and outstanding
items. During our pre-construction meeting nearly two weeks ago, we discussed both on
and off site improvements. We were told we would have the approved PFI plans by the
end of the day.
The contractor has his crew scheduled to begin on 5/3, which was determined after
sharing our preliminary schedule during the pre-construction meeting. Rescheduling has
significant time and cost implications. Receiving news that the BUP and SIT permits
haven't been reviewed is concerning and contradicts what we have been told.
5
Can we please get an update regarding any outstanding items for each of the associated
permits? We have not received comments regarding the BUP or SIT permits, and are in
the dark regarding the progress of their review.
We also need approval or direction on the ROW lighting. Here is the latest comment we
received:
"The second solution, GCL1-80G 2R is closest to meeting City standards for lighting
along the frontage of the proposed development for Dutch Brothers on HWY99."
Are there standards that we need to update to comply with?Or can we proceed with
the design submitted?
If an itemized list via email isn't an option, please let us know when we can set up a
conference call to discuss what is needed to obtain permits and break ground.
Thanks!

Hi Josh-
Good news! Planning has signed off on both. It looks like the BUP and SIT are still in
engineering review. The SIT still needs building department approval as well.
Brady-
Can you review? Can they be approved by Engineering? If so, please route red folder to
me so that I can continue processing. Permit numbers at SIT2021-00007 and BUP2021-
00041.
Tom-
It looks like you approved the BUP permit for the Dutch Bros, but not the site permit.
Can you give me an update on SIT2021-00007?
Thanks!
