`mr. The meeting was called to order at 7:35 p.m. by Chairman Wheelwright.
Ken Baines administered the oath of office to the newly elected
Commissioner, John G. Schwartz.
Motion was made and seconded to approve the minutes of the last
meeting, as written. Motion carried unanimously.
Visitors:
Mr. and Mrs. Phildius appeared before the Board again to request
approval of an existing illegal temporary connection via the King City
Royal Mobile Villas in lieu of extending a main along S. W. 113th Avenue.
A lengthy discussion ensued about extending a main and a fair distribution
of costs. Mr. Steel advised that he was happy and satisfied with his
present plastic line via the Mobile Villas. (His temporary connection is
legal). The Chairman advised Mr. and Mrs. Phildius to consult with adjacent
property owners; namely: the Steel's, Moffatt's, and Benz' to arrive at
an equitable, agreeable apportionment of costs for a main extension. The
Administrator was instructed to assist in any way possible toward a satis-
factory solution. Mr. Phildius was also advised that the approval of a
temporary connection was the least desirable course of action for the
Board.

Mr. Spezza did not appear before the Board. However, the Board
ruled that the district will serve a new home on the Spezza tract, but
that Mr. Spezza would have to install another meter on Sunrise Lane.
Motion was made and seconded to pay the vouchers. Motion carried
unanimously.
Action on approval of an agreement with Cooper Mountain Water
District was postponed until information was received from the Oregon
State Engineer on additional provisions required in the contract.
Motion was made and seconded to approve an indenture in which
Southern Pacific Railroad grants to Tigard Water District an easement
to install a 12-inch water main under the railroad tracks on S. W.
North Dakota Street, near Tiedeman Avenue. Motion carried unanimously.
Motion was made and seconded to revoke all permits to have more
than one house on a single meter and to require one meter for each
house in accordance with the rules and regulations of the district.
On a one-time basis, the connection fee of $200 was waived in each
Is, case. Motion carried unanimously. Administrator was instructed to
proceed with caution on this project to ensure that no injustices
occurred.
Chairman Wheelwright made assignments to the other commissioners
in areas where they were to become more familiar and knowledgeable, as
follows:
Clarence Nicola: Intergovernmental relations, including
new sources of water
Don Thomas: Budgeting and Finance
Gene Chamberlin: Capital improvements, including storage,
distribution, pumps, etc.
John Schwartz: Personnel and Customer relations
Motion was made to adjourn at 9:24 p.m. Motion carried unanimously.

INTERGOVERNMENTAL RELATIONS, INCLUDING NEW SOURCES OF WATER
1. Coordinate with the city, county, and other governing bodies
on matters pertaining to present and future water problems.
2. Be knowledgeable on current developments with other water
purveyors which could affect the district's water supply, storage,
and distribution.
3. Continue to research and be aware of alternate sources of
ligor
water, including Scoggin Dam.
4. Promote personal relations with adjacent water districts and
other water purveyors to ensure maximum cooperation.
5. Explore other areas which could be served by Tigard Water
District; for example: the City of Durham.
6. Coordinate with the City of Portland and City of Lake Oswego
on matters relating to water supply.

BUDGETING AND FINANCE
1. Observe the budgeted figures versus the actual income and
expenditures on a monthly basis.
2. Ensure that the expenditures are in conformance with the
projects as outlined in the annual budget.
3. Explore both long range and short range methods to finance
'' capital improvements.
4. Make suggestions, as appropriate, on improving the financial
status of the district.
5. Ensure that the customer is getting the maximum service for
his dollar.

GENE CHAMBERLIN
CAPITAL IMPROVEMENTS, INCLUDING STORAGE, DISTRIBUTION, PUMPS, ETC.
1. Observe total water consumption with a view toward the need
for future reservoirs and when new tanks should be constructed.
2. Identify areas with low pressure and make recommendations
to rectify.
3. Make a detailed study of fire hydrant locations and recommend
areas where new fire hydrants should be located.
4. Review fire flow problem areas in the district.
5. From a fire protection standpoint, ensure that , in your
opinion, mains are adequately sized.
6. Utilizing the ST&R study, review the proposed schedule of
capital improvements.
7. Study possible solutions to either expanding the existing
administrative office or relocating at a new site.

PERSONNEL AND CUSTOMERS
1. Review the employment practices of the district.
2. Be knowledgeable on all benefits accorded each employee,
including retirement program, medical, etc.
3. Compare salaries and benefits with similar workers to ensure
the district is keeping pace with other industries.
4. Become familiar with the various insurance policies of the
district, including liability, personal injury, etc.
5. Observe the employee—customer relationship and recommend
procedures for improvement, if deemed necessary.
6. Review delinquent accounts for possible solutions other than
termination of water service.
