06/08/1976 - Minutes Tigard Water District 6-76 Regular Meeting June 8, 1976 PRESENT: Don W. Thomas, Chairman Clarence F. Nicoli, Treasurer R. Verne Wheelwright Hugh A Brown Robert E. Santee, Administrator John P. Miller, Foreman Kenneth W. Baines, Attorney VISITORS: Mr. and Mrs. Charles A. Rogers, owners of Lot 5, Blue Ridge Subdivision, near S. W. 125th and Bull Mountain Road. (arrived 7:45 p.m.) PUBLIC HEARING ON BUDGET FY 1976-77 The public hearing was open to the public at 7:30 p.m. There were no visitors to discuss the budget. The public hearing was closed at 7:37 p.m. REGULAR MEETING The meeting was called to order by Chairman Thomas at 7:38 p.m. Motion was made and seconded to approve the minutes of the last meeting, as written. Motion carried unanimously. Mr. and Mrs. Rogers appeared before the Board to request a water connection from S. W. 125th Avenue where a main exists versus extending a main in a cul de sac on S. W. 126th Avenue. It was noted that five other existing homes in the Blue Ridge Subdivision were connected to the main on 125th Avenue. Verne Wheelwright ad- vised the Board that he had an interest in one of the unimproved parcels of land (Tax Lot 607)(Lot 7) in the Blue Ridge Subdivision, and he desired to make full disclosure of that fact. Motion was *4`" made by Hugh Brown and seconded by Clarence Nicoli to authorize both Tax Lots 605 (Lot 5)(Rogers) and 607 (Lot 7)(Wheelwright) to connect to the existing main on S. W. 125th Avenue, contingent upon there being sn utility easement between lots so that Lot 7 can also connect to 125th Avenue. (Utility easement does exist on south side of Lot 4)(See attached map). Motion carried unanimously, except Verne Wheelwright abstained from voting. -1- Tigard Water District Minutes (Continued) Motion was made and seconded to pay the vouchers. Motion carried unanimously. Motion was made by Verne Wheelwright and seconded by Hugh Brown to adopt the Fiscal Year 1976-77 budget for all funds, levying taxes, and appropriating expenditures as approved by the budget committee. (Complete resolution attached hereto). Motion carried unanimously. Motion was made by Verne Wheelwright and seconded by Clarence Nicoli to accept the apparent low bidder for the purchase of a 1976 Case 580C backhoe. Bids, including the trade-in of a 1972 backhoe, were as follows: Case Power and Equipment $ 8,772 (low bidder) A. C. Hagg 9,100 Motion carried unanimously. Prior to making a decision on drilling a new well at Baylor �,,0 reservoir site, the Board requested that additional information be obtained about other wells in that area and, specifically, to obtain professional advice from Mr. R. C. Newcomb, Consulting Geologist, whether a well should be drilled at this location. It was suggested by Hugh Brown that bids from well drillers in- clude two proposals; one bid for a test hole and later to enlarge it for suitable pumping capacity, and a second bid to drill a full size hole to start with. It was also mentioned that well drillers could bid on a test hole which would be abandoned and a new hole drilled in close proximity versus enlarging the test hole. The Board discussed the long-range water source plans as proposed by the Administrator. The Chairman stated that the plan appeared to be a good one and that the Administrator should con- tinue researching the matter in his spare time. The results of the election on May 25, 1976 to authorize the district to issue $1.9 million in General Obligation bonds were as shown on the attached abstract of votes, dated June 4, 1976, pre- pared by Roger Thomssen, Washington County Clerk. In compliance with ORS 259.200(1) the following results were declared from the abstract: Yes: 3,765, No: 2,342. Measure passed.
