5. Water service south of Tualatin River.
I guess it was inevitable that those residents and businesses
located south of the Tualatin River (Hwy 99W) would eventually
request water service from Tigard Water District.
Mr. Lyle Stokes has inquired about water service to Roamer's
Rest. He would prefer to install just a service line across the
river. Under any circumstances, you should not approve this type
of an arrangement.
At some point in time, and it may be sooner than we realize,
you will have to decide whether Tigard Water District should serve
south of the Tualatin River. It would be a major step as there is
no other domestic water service except for the City of Sherwood,
located 4 miles to the south. Indications are that the City of
Tualatin may serve near Hwy 99W, but that is probably 20
years away.

Copies of the new Administrative Rules published in March 1976
are enclosed.

Many of the requirements placed upon water purveyors are
administrative in nature and demand more record-keeping and better
reporting. Our efforts the past few years have been devoted to
the physical aspects of a water system; namely: obtaining reliable
sources of water, adequate storage capacity, and an excellent dis-
tribution system, including fire flows, etc. More time must now be
devoted to the administrative details. Civil penalties for non-
compliance can be $500 per day.
The hiring of a draftsman on April 1, 1976 will materially
assist the district in updating the master map, preparing "as-
built" drawings and intersection maps. There is at least 3 years
of work to be done in these areas.
Essentially, all remaining pipe line replacements and extensions
plans have been prepared and are ready for construction within the
next 2 or 3 years. Plans for new construction projects for developers
and any modifications to the 10 MG reservoir plans will be prepared
N'"` by the Administrator.
Please notice the standards for construction as prescribed on
Pages 11 through 22. Directives include rigid standards for deep
wells, surface water sources, treatment requirements, reservoirs,
pumps, pipelines, cross-connection control, etc.
Pages 22 through 31 describe the procedure for submission of
plans and specifications, sanitary surveys, operation and maintenance,
special training for personnel, maintenance of accurate records, water
quality sampling, etc.
I do not believe any water purveyors in the State of Oregon are
complying with every requirement as established by the Oregon State
Health Division. All are subject to fines for non-compliance. We
must attempt to do a better job in the future.

a Fanno Creek crossing, for an eventual circulation loop.
c. TWD install 400 feet of 12" D.I , along Pacific
Highway and 250 feet along S. W. Hall Blvd. to complete
circulation loop.
d. TWD install 850 feet of 8" D.I . pipe + 2 fire
hydrants, in addition to a pressure-reducing valve in
concrete vault, to replace 4" O.D. pipe and relieve high
pressure along S . W. 133rd Avenue, south of Bull Mountain
Road.
September 1976 :
a. Private contractor drill new well #5.
b. Private contractor install submersible deep well
pump at #1 reservoir.
c. Private contractor start construction of 10 MG
reservoir.
d. TWD install anti-surge and pressure-reducing
valve with manifold in concrete vault at 132nd Street
pump station.
e. TWD install 1100 feet of 12" D. I . and 400 feet
of 6" D.I . + 2 fire hydrants along S. W. Fern Street,
west of 135th Avenue, to replace 4" O.D. pipe and parallel
for pressure system.
f. TWD install new 3 HP pump for Fern Street sta-
