12/09/1975 - Minutes Tigard Water District 354th Regular Meeting December 9, 1975 PRESENT: Don W. Thomas, Chairman Clarence F. Nicoli, Treasurer R. Verne Wheelwright Robert E. Santee, Administrator John P. Miller, Foreman Kenneth W. Baines, Attorney Visitors: Larry Blum, 9920 S. W. Century Oak Drive, Tigard, Oregon Bill Gavin, The Oregonian (8:00 p.m. ) The meeting was called to order at 7:30 p.m. by Chairman Thomas. Motion was made and seconded to approve the minutes of the last meeting, as written. Motion carried unanimously. Motion was made and seconded to pay the vouchers. Motion carried unanimously. Motion was made by Commissioner Wheelwright and seconded by Commissioner Nicoli to assume difference in cost between 8-inch and 12-inch pipe for Southwest Church of Christ and other single family home owners along S. W. 98th Avenue, between Summerfield Drive and Durham Road. Motion carried unanimously. Motion was made by Commissioner Wheelwright and seconded by Commissioner Nicoli to approve submission to the Boundary Review Com- mission for annexation of 324 acres of land located west of S. W. 122nd Avenue, south of Scholls Ferry Road. Request for annexation would be by one-half the land owners who have signed a petition for annexation. Motion carried unanimously. Motion was made by Commissioner Wheelwright and seconded by Commissioner Nicoli to approve the Administrator's recommendations on increased meter connection charges, effective January 1, 1976 in lieu of July 1, 1976. Motion carried unanimously. New charges will be as follows: -1- Minutes (Continued) slaw 1. Size of Meter charge schedule. 3/4" $ 500 1" 800 11" 2,000 2" 3,000 3" 6,000 4" 10,000 6" 18,000 8" 28,000 2. Per Unit charge schedule (Portland's system development charge). 5 or more units (1Iz" meter and above) $15 per unit + size of meter charge 3. Fire Sprinkler connection. (Cost + $1,000) + 25% The Willamette River at Wilsonville as a source of water was dis- cussed. Commissioner Wheelwright suggested that the district obtain 'fter information and data on how funds from the bond issue will be spent, a proposed time table, and a projection as to when water consumption will start to pay off. Chairman Thomas advised that at the next meeting the Board should be prepared to start making computations on available and estimated revenue to amortize the anticipated bonded indebtedness. The water rights at Scoggin Dam were discussed. It was suggested that the district's rights be sold. Possible buyers might be Wolf Creek Highway Water District or the King City and Summerfield Golf Clubs. However, the right of the district to regain the rights was paramount. Commissioner Wheelwright recommended that: (1) The district retain its present position. (2) Investigate any alternatives as to whom might use the water. (3) Retain right to reclaim the rights. The Administrator was advised to determine the annual cost of water supplied from Scoggin Dam if the district decided to use it. In view of the petition signed by 48 residents from the Rolling Hills Subdivision (Metzger Water District) requesting a return to Bull Run water, the Board agreed to: ,�„� (1) Express to Metzger Water District a willingness to accomodate the patrons if it is feasible. (2) Accept from Metzger Water District any costs incurred as a direct result of capital improvements made in the Rolling Hills area. Motion was made to adjourn at 9:15 P.M.
