4. Resolution to donate a 3/4-inch meter for the improvement of the
traffic island located at the south entrance to the City of Tigard,
Mary Woodward and Mrs. Bishop, wife of the mayor, have taken on a
project to beautify the island located at the south end of the entrance
to the City of Tigard. This is State-owned property, but they have been
negligent in maintaining the area. Lawn and shrubs are to be planted in
the island along with a water sprinkling system.
The State Highway Department has agreed to pay the monthly water
bill.
5. Resolution to increase meter installation charges by 107. of the
system development charge imposed by the City of Portland. effective
October 1, 1975. and to approve an addendum to this effect to be attached
to the district's existing contract with the City of Portland.
The Portland Bureau of Water Works has proposed an addendum to our
existing contract to include the system development charge. Ken Baines
and I have reviewed the document and have suggested some additions and
modifications. The addendum has been returned to the City of Portland
for resubmission to you at the meeting.
The addendum provides for imposition of a percentage of the system
development charge for new connections to our system. The exact percentage
will not be known until one year hence. Therefore, an arbitrary figure
(which is considered a maximum) of 10% of the system development charge has
been collected for each meter installed since October 1, 1975.

To avoid future charges or rebates to developers, which cannot be
determined at this time and should be minimal, at the end of the year
it is recommended that the TWD officially approve these increases in
meter charges.
At the last meeting you requested information on meter installation
charges of adjacent and surrounding water districts and cities. Following
is that information, including the system development charge, if applicable:

Obviously, there seems to be no rhyme or reason in establishing
charges for meter installations.

6. Resolution to authorize ST&R engineers to conduct a water sampling,
and testing program of the Willamette River at Wilsonville.
SUR has recommended that a water sampling and testing program be
conducted of the Willamette River during the next 8 months. (See
enclosed letter). The initial estimated cost for this service was
$5,000. However, it was suggested that TWD personnel take the weekly
water samples and deliver same to ST&R. This procedure reduced the
estimated cost to $3,000 to $3,500. Funds for this project can be
budgeted during the next fiscal year.
7. Other business.
8. 10 MG Reservoir
Mr. M. J. Dykmans, President, BBR Prestressed Tanks, Inc., El Cajon,
California, has been requested to appear before the Board to discuss the
proposed 10 MG reservoir approved for construction at the last meeting.
After a short presentation he will be available to answer your questions.
9. Meeting for development of the Willamette River at Wilsonville.
A meeting has been arranged to be held at the new PGE building in
the auditorium located at S. W. Scholia Ferry Road and Murray Boulevard
at 7:00 p.m. to 10:00 p.m. , Tuesday, October 28, 1975.
The following named city councils/Board of Commissioners will be
invited to attend:

A 16-mm color film "The New Willamette" (26 minutes) will be shown

S. W. Greenway Avenue and Fairview Lane, near 115th and Gaarde, for
development called "Terrace Trails" for 46 single family homes, for

b. TWD installed 550 feet of 12" D.I. + 1 fire hydrant along
S. W. North Dakota Street, Tiedeman to Fanno Creek, for Milwaukie-

c. TWD installed 800 feet of 12" D.I. + 1 fire hydrant along

Dear Bob:
Confirming our discussion on September 12 , we are writing
to further explain the raw water sampling and testing pro-
gram that we recommend with respect to the use of the
Willamette River as a source of potable water. We recommend
lip this program on the basis that the data to be developed will
be useful basic information in connection with the design of
a water treatment plant to serve the Tigard Water District.
The program will extend from 6-8 months and the estimate of
cost is based on an 8-month duration.
The tests to be made on a weekly basis would be for pH,
temperature, alkalinity, turbidity, and carbon dioxide .
The test to be made once a month would be for ammonia
nitrogen, nitrate, iron, manganese, magnesium, sulfate,
chlorine or chloride, and a bacteria plate count for the
most probable number.
As we discussed after a <sampling point has been selected,
we would train one of your staff to take the samples and
he would deliver them to us for analysis . The person who
gathers the samples will be trained to perform field
titration for carbon dioxide sampling and also be furnished
with a thermometer to read the river water temperature .
On the basis of the foregoing we estimate that the cost to
the district would be approximately $3, 000-$3,500. We would
bill the district on the basis of our payroll costs times a
factor of 2 . 7 to cover direct and indirect costs , overhead
and profit and additionally, our transportation would be
� calculated at 18 cents per mile . There will be no additional
cost for the use of our field and laboratory equipment or
for chemicals .

THE NEW WILLAMETTE •
"The New Willamette," the Corps of Engineers' film on the environmental enhance-
ment of the Willamette River, has been selected as one of the outstanding non-
theatrical films of the year in the United States.
CINE, the Council on International Nontheatrical Events, named the film a winner
of its Golden Eagle award. As a Golden Eagle winner, the film will become a
candidate to represent the United States at international film festivals.
"The New Willamette" was produced by Portland filmmaker Homer Groening for the
Portland District of the Corps of Engineers. _ The film features former Governor
Tom McCall .
CINE--a voluntary organization of film and television producers, distributors,
manufacturers, users and associations--pre-selects films to be shown at over 100
foreign film festivals.
The United States Information Agency has already entered "The New Willamette"
in film festivals in Rome and Czechoslovakia, and has indicated interest in
showing the film at some of its facilities world-wide.
The film shows how the once-polluted Willamette River is now used and enjoyed
by people, thanks to the cooperative cleanup efforts of citizens, industry and
government. It suggests that people in other areas follow the Willamette's
example and undertake the cleanup of their rivers.
The 26-minute, 16 mm color film is available for showings to school classes
and civic groups through the Corps' North Pacific Division office in Portland.
