09/11/1973 - Minutes wry Tigard Water District 327th Regular Meeting September 11, 1973 PRESENT: Clarence F. Miceli, Chairman Don W. Thomas, Secretary John M. Wied, Treasurer R. Verne Wheelwright Harold A. Myers Robert R. Santee, Administrator John P. Miller, Foreman Kenneth W. Baines, Attorney The meeting was called to order at 7132 p.m. by Chairman Nicoli. Motion was made to approve the minutes of the last meeting, as written. Motion carried. Visitors: Mr. Joe Schafer, Tigard Times Mr. Al Donnelly, Tigard Times Motion was made to pay the vouchers. Motion carried. Verne Wheelwright moved and it was seconded to advise Tualatin Development Company that there would be no rebate for future connec- tions along S. W. Durham Road for main extensions (laterals) from the spine road in the Summerfield Development. Motion carried. John Wied abstained. The matter of rebate to Tualatin Development Company for over- sizing to a 12-inch main on Summerfield Drive and the completing of a circulation loop to Pacific Highway was tabled. Administrator was instructed to obtain exact construction costs for (1) both Phase I and II of Summerfield pipe line installation, and ((2 the costs of the extra mains and oversizing installed by Tualatin Development Co. -1- -2- Motion was made and seconded to agree to serve domestic and fire protection surplus water to area south of Beaverton-Tigard Freeway along S. W. 72nd Avenue located within the Metzger Water District as out-of-district customers and rates, commencing with a satisfactory agreement with Metzger and approval of the City of Lake Oswego to authorize Tigard to serve the area. Amendment was made to motion and seconded prescribing that Tigard Water District would maintain the existing distribution system in the area and shall have the right to make such inter-connections and capital improvements for the benefit of the Tigard Water District. Amendment carried. Motion carried. Verne Wheelwright moved and it was seconded that out-of-district rates for meters larger than 3/4-inch service be based on in district rates plus 25% of water consumed. Motion was ruled out of order because of required legal hearings that must be held for the public in order to raise rates. Administrator was instructed to study and recommend new additional rates for out-of-district customers for meters larger than 3/4-inch. It was suggested by John Wied that Tigard Water District go on record as favoring a consolidation or merger of Metzger and Tigard Water Districts. The Beard of Commissioners, substituted therefor, a desire to go on record as willing to discuss merger with any other organization. Verne Wheelwright moved and it was seconded that the Board accept the 1972-73 audit report as received and presented by Coopers and Lybrand, Certified Public Accountants. Motion carried. Motion was made to adjourn at 9:42 p.m. Motion carried.
