OTHER BUSINESS ADJOURNMENT ADMINISTRATORS REPORT 1. Resolution to appoint Mr. Harold A. Myers as Commissioner to complete the unexpired term of Mr. Lester Rawls until the next regular election on December 3, 1973. (Position #5). Ken Baines will be absent for the meeting; therefore, the Chairman should administer the oath of office to Mr. Myers, as follows: "I, Harold A. Myers, being first duly sworn on oath, depose and state: I will as Commissioner of the Tigard Water District perform my duties as Commissioner in conformity with the laws of the United States, the State of Oregon and ordinances and regulations of the Tigard Water District". 2. Resolution to approve minutes of last meeting. low 3. Visitors. Mr. George Marshall intends to appear before the board to request that Tualatin Development Company be charged a reduced amount from the normal 18% for overhead and engineering for the Summerfield development. Tualatin Development Company has expended several thousand dollars by installing 5 extra lateral mains (4 - 8", 1 - 6") to Durham Road from the development. Also, the 12" main installed through the development was oversized, and the circulation loop completed to Pacific Highway in accordance with the master plan. Tualatin Development Company has cooperated fully with the water district by installing, as requested, extra fire hydrants, gate valves, etc. Normally the district receives 10% of the total construction costs for overhead, administration, inspections, water loss, etc. , and 8% for engineering. The 8% for engineering should remain as the regulations prescribe because this would be the normal fee no matter who performed the engineering. The 10% is negotiable. It is believed that the "extras" would total about 5% of construction costs. Therefore, it is recommended that 5% be used in lieu of the normal 10% for administration and overhead. Thus, a total of 137. would be received for the Summerfield development. '4w. -1- Aar__ ADMINISTRATOR'S REPORT (Continued) 4. Resolution to pay vouchers. 5. Resolution to approve lowest, acceptable bid for pump station at #2 reservoir to transmit water to Bull Mountain. The last project from the bond fund promised the voters in August 1971 was the installation of a pump station to transmit water to Bull Mountain. Specifications have been prepared and forwarded to 3 pump manufacturers for bid proposals. A subsurface "can" will be installed, similar to the Bonita Road pump station, at #2 reservoir with provisions for 2 - 100 hp pumps, one of which will be installed now. Each pump will be capable of pumping 1 mgd which is in accordance with the master plan of ST&R. Telemetry will be an integral part of the pump station to include recorders for flow rate, pressures, and reservoir levels of #2 and Hi Tor. An uneducated guess on cost is between $20,000 and $30,000. `err 6. Other business. 7. Direct connection to Bull Run system at Bradley Corner. This connection should be operational within 2 - 3 weeks. A satis- factory pressure test and potable sample must be received. Portland Bureau of Water Works has completed the dual master meter vault at Bradley Corner. However, the 10" Rockwell meter has not been received. It will be 'Hropped in" upon arrival. It will take a few weeks to install the telemetry for the system. The flow rate from the electric meter will be recorded at the shop. Also, the cla-valve (on/off; pressures), located in a vault at Tiedeman and Greenburg Road, will be remotely controlled at the shop. This connection will be used as a "standby" at $5 per month. A particularly nice feature about this connection is that one does not have to ask permission each time to turn the valve. -2- - ADMINISTRATOR'S REPORT (Continued) 8. Shop building addition. Drawings of the proposed addition to the shop on Little Bull Mountain were presented to the Tigard Planning Commission for approval on August 7th. They desire more elaborate landscape plans. The case will be presented again at the August 21st hearing. Upon approval, it is requested that the Chairman of the Board be authorized to approve and hire sub-contractors for the construction. Personally, I believe the Chairman should be reimbursed for this service as he is doing a general contractors duties. 9. Unmetered water. As a result of the special meeting held on August 9, 1973 two letters were prepared and sent to Metzger Water District and Mr. Gerber. TWD installed 12" cla-valve and concrete vault at intersection of Tiedeman and Greenburg Road for Bull Run Water from Bradley Corner. (Bond Construction #1). b. TWD installed 2200 feet of 8" C.I. + 2 fire hydrants along 92nd Avenue to Cook Park for City of Tigard. (Developer's). c. TWD installed 1270 feet of 6" C.I. + 4 fire hydrants at new Junior High School on Tiedeman and Walnut Streets for School District #23J. (Developer's). d. TWD installed 1600 feet of 6" C.I. + 2 fire hydrants along Errol Street, between Fonner and 112th Avenue; and 500 feet of 8" C.I. + 2 fire hydrants along 112th Avenue, between Walnut and Errol Streets. (Pipe replacement; General Fund). ed e. Private contractor install/1150 feet of 8" C.I. + 3 fire hydrants for multiple units on Murdock, west of 104th Avenue, for Cooper Develop- ment Company. (Developer's). +Nr f. City of Portland installed concrete vault with piping accessories for dual master meter vault at Bradley Corner. Meter will be set in place upon arrival within 2 weeks. (Bond Construction #1). g. TWD installed 32 meters. (3968 - 3937). 12. Work to be accomplished during next few months. Augusts a. TWD install 700 feet of 8" C.I. + 1 fire hydrant along Bull Mountain Road, east of 161st Avenue, for Mr. McCartney. (Developer's). TWD will install 150 feet of this main to complete a circulation loop. Also, a 6" cla-valve will be installed to reduce pressures from 160 psi to 110 psi. (Pipe extensions; General Fund). b. TWD install 1030 feet of 8" C.I. and 560 feet of 4" C.I. + 3 fire hydrants along 139th Avenue, south of Bull Mountain Road, for Mr. Ron Douglas. At a special meeting last night the Board of Commissioners adopted a course of action which we believe will permanently resolve the water service problem in the industrial area. The proposal is outlined in a letter to the Metzger Water District, a copy of which is enclosed. We sincerely believe that the Tigard Water District can best serve all the customers, both domestic and fire protection water, in the industrial area. Further, with another connection to the 16" main at 72nd and Bonita Rood, fire flows will be better than ever. Also, specific problem areas can be isolated without loss of water to other users by serving from two different directions. It is hoped that an equitable solution can be achieved at an early date. As for Tigard Water District, we can implement the proposal within days if Metzger Water District agrees. Taylors Ferry Road Portland, Oregon 97223 Gentlemen: At a special meeting of the Board of Commissioners on August 9, 1973, recent correspondence regarding fire protection to the industrial area along S. W. 72nd Avenue was reviewed. Evidently, the Metzger Water District installation of an additional 12-inch cast iron main along 72nd Avenue, north of Hunziker Street, did not solve the fire flow problem as proposed. It appears that unless a reservoir is constructed Metzger will be unable to adequately serve its customers in this area. Further, be- cause of the geographic location and configuration of the area Metzger cannot make a circulation loop to provide alternate routes for water %iv transmission. Our attorney has advised us that the Tigard Water District has no legal liability nor responsibility in this area and the district denies the various claims mentioned. However, as a public-serving body we are anxious and willing to assist in any way to arrive at an equitable solution to all parties. Our letter to you dated January 13, 1972 indicated that the instal- lation of a 10" FM meter at the intersection of S. W. 72nd Avenue and Hunziker Street would resolve the matter. However, since that time a significant change has occurred in our water system which would make that course of action unacceptable. It would not take advantage of the increased water availability and improved fire protection to the indus- trial area. Also, fire flows at all times could not be reasonably guaranteed by serving a dead-end line. The district has recently completed a connection to the City of Lake Oswego for Clackamas River water at a capital cost of about k million dollars. Clackamas River is fast becoming our primary source of water with Bull Run as an alternate. Both sources are considered "soft" water. A 16" ductile iron main was installed along S. W. Bonita Road and crosses 72nd Avenue. A high capacity circulation loop could easily be made via a tie-in at this location and with the 12" cast iron main located on 72nd and Hunziker. Fire flows would be better than ever, \r would ensure the maximum possibility of uninterruptible water service, and provide the customers with a better fire insurance rating. viii ,,iuu iii a ,i, 1 -2- It is believed that the best possible long range solution to the problem would be for Metzger to discontinue all water service, domestic and fire protection, to that area south of the Beaverton - Tigard Express- way along S. W. 72nd Avenue. As an immediate solution Tigard Water Dis- trict would be willing to assume all responsibility for water service and world serve the customers on an "out-of-district" basis. A condition of this proposal would he that the property owners in this area request the Boundary Review Commission to withdraw from the Metzger Water District and annex to the Tigard Water District. Tigard Water District would assume control of all mains and meters in the area. A connection to the 16" main would be made immediately and the 12" gate valve located at 72nd and Hunziker would be turned on. This action would restore the fire flows and enhance the reliability of the system with an alternate source of water. Other capital improvements would include completion of circulation loops from General Chain Bar Co. on Bonita Road to 74th and Bonita and installation of 400 feet of 6" cast iron easterly along S. W. Cherry Street to 72nd Avenue in the Rolling Hills Sub-division. Three or four additional fire hydrants would be installed to insure adequate fire protection in the Rolling Hilts area. These addi- tional costs would be borne by the Tigard Water District. Out-of-district rates for this district are an additional $1.50 per r✓ month per meter. However, this increased amount would be offset to the customer by reduced user charges from 44c to 40c per 100 cubic feet. Fire sprinkler rates are $5 per month (+$1.50 for out-of-district). We would require that the parties involved in the November 14, 1966 agreement waive the provisions of: (1) First paragraph of paragraph 4, page 3, in its entirety. Tigard Water District would authorize and control all future connections; however, those provisions in succeeding paragraphs pertaining to the rebate to the corporations would remain in effect until December 31, 1976. (2) Paragraph 5, page 4, in which Metzger agreed not to assess any charge for fire protection standby service. It is believed that the course of action as outlined above would best serve the customers, Metzger Water District, and Tigard Water District. Please advise.
