1. Resolution to approve minutes of last meeting.
2. Visitors.
a. It is very likely that several residents from the Rolling Hills
Subdivision of Metzger Water District located south of the Beaverton-
Tigard Freeway will appear before the Board. Metzger has received many
complaints from the residents regarding the quality of the water now being
received. (A letter from Metzger to TWD is enclosed). Further, I have
prepared a "rough" letter to those residents which I hope will alleviate
the problem. Ken Baines is reviewing and correcting the letter and the
finished copy should be ready for the chairman's signature by the date of
the meeting. Subsequently, Mr. Gerber sent me a copy of a letter that was
send to the Rolling Hills residents (copy enclosed) from Metzger Water
District. It is no wonder that those residents are upset.
b. George Marshall, Tualatin Development Company, will appear before
the Board again to discuss the matter of overhead charges on the water
`ow main installations in Summerfield. Construction figures are still being
prepared and should be available by the date of the meeting.
3. Resolution to waive out-of-district user fees for owners of residential
homes who are paving advalorem taxes to other water districts.
The County Assessor has advised that Metzger Water District tax rate
will increase from 14c to 18c per $1,000 valuation, during the next fiscal
year.. In addition, those Metzger customers being served by Tigard in the
Rolling Hills area are scheduled to pay an additional $1.50 per month per
meter as out-of-district customers. These residents are in an entirely
different category than those out-of-district customers being served by
Tigard who are located in no water district and pay no water taxes.
Further, Ken Baines has stated that we cannot make any capital improvements
in any out-of-district area. Therefore, it is recommended that those out-of-
district fees (for the residential homes only) be waived. It amounts to
about $90 per month and may reduce some of the antagonism regarding the
switch to Tigard Water. The amount is a pittance compared to the revenue
that will be realized from the area on water sales.

4. Resolution to pay vouchers.
5. Resolution to increase monthly salaries of female office personnel,
effective July 1. 1973.
A raise in pay is requested for the bookkeeper and clerk-typist.
Reasons are listed as follows:
a. Highly satisfactory audit report.
b. Increased workload of 30 customers per month, including 64 more
meters on 72nd Avenue. This means additional billing, posting, complaints,
etc.
c. Increased workload due to large number of persons moving to new
homes.
d. The clerk-typist receives the equivalent of $2.88 per hour which
qualifies as sex-discrimination in salary.
e. Four years ago Ruby Walker, the bookkeeper, made $725 per month.
Present salary of our bookkeeper is $625 per month.
%NW f. Both girls must rely upon food stamps to make ends meet.
g. An indication of office help from comparable water districts is

h. My workload has increased and I cannot keep up the pace without
additional help or these girls working longer hours. Annie Oakley arrives
at 7:40 each morning and occasionally works Saturdays. Nor do I have the
time or energy to "break-in" new office help.
i. These girls deserve a raise and the district can afford it.
It is recommended that the bookkeeper's salary be increased from $625
to $700 and the clerk-typist's salary from $500 to $600.

7. Direct connection to Bull Run system at Bradley Corner.
Portland has installed the 10" Rockwell meter in the concrete vault.
Our personnel have finished installing the 12" Cla-valve at Tiedeman and
Greenburg Road. Essentially, all that has to be done is connecting the
telemetering to our system.

3 fire hydrants along 139th Avenue, south of Bull Mountain Road, for Mr.
Ron Douglas. (Developer's).

10. Work to be accomplished during next few months.
Octobers
a. TWD install 2-6" Cla•valves on Bull Mountain Road and Roshak
Road, near West Colony Park, to reduce pressures from 160 psi to 110 psi.
(General Fund).
b. TWD install 350 feet of 6" C.I. on private easement between
103rd and Hoodview Drive to complete circulation loop on pressurized
system. (General Fund).
c. TWD install 3360 feet of 12" C.I. + 5 fire hydrants along Walnut
Avenue, between 121st and 132nd Avenues. (Bond Construction #IA).
November:
a. TWD install 4600 feet of 12" D.I. pipe + 4 fire hydrants along
Bull Mountain Road, between reservoir #2 and 132nd Avenue. (Bond Con-
struction #1A).
b. Private contractor commence construction on shop addition on
Little Bull Mountain. (General Fund).
December:
a. TWD install 400 feet of 6" C.I. pipe + 1 fire hydrant along 100th
Avenue, north of MacDonald Avenue to replace 2" O.D. (General Fund).
b. TWD install 700 feet of 8" C.I. + 1 fire hydrant along Sattler
Road, between 98th and 100th Avenues to parallel pressurised system with
gravity system and place 22 homes on gravity flow. (General Fund).
c. Private contractor install 100 hp pump station at #2 reservoir
d. TWD maintain equipment, construct barricades, locate and exercise
gate valves, etc.

Gentlemen:
Our Board met October 1, 1973, to consider, among other
matters , the implications of complaints we have received from
residents in the S. W. 72nd Avenue service area that was recently
turned over to you for service.
We were frankly unprepared for the massive protest that
appeared at the meeting . We were presented with a petition sign-
ed by all but one of the residents of the area in question, and
tha attitude of the residents is not one of patience and under-
standing .
The root of the problem is the difference between the qual-
ity of the Bull Run water they have been receiving from us and
the water they are now receiving from you. The residents were
emphatic in their demand for a return to the Bull Run water ,
and we don' t believe that rate differences , service quality
and similiar considerations will change this attitude.
We are advising you of the situation in the hope that you
can consider alternatives to meet the needs of this large seg-
ment of users . We have discussed the problem with our manager,
and it appears that there is a possibility of our providing do-
mestic service to the homes , while you continue to provide in-
dustrial and fire protection service.
We would appreciate your consideration of the problem and
an early response so that we can appropriately act on changes
in the area desired by you, and also so we may reply to the
residents .
We suggested that the residents not attend your upcoming
meeting ' en mass' , promising that we would try to work things
out directly with you on a district-to-district basis . It is
very possible, however , that some residents will attend your
meeting and wish to be heard.

It appears that both our Districts were remiss in not con-
sulting with the nearly ninety homeowners in the area, and in
in a, suming that their desires were parallel to those of the
industrial users .
Please let us hear from you regarding the possibility of
either your serving Bull Run water exclusively to the residents
or the possibility of amending the existing contract to allow
us to serve them while you handle the industrial users .

This problem came •about, from theAissatisfaction of the
businesses along S.- W. 72nd 'Avenue :, They felt the fire (lows
to he inadequate to,suit' their needs and took their case to
the Fire Department, insurance Rating Bureau and the Boundary
Commission .
Metzger has been trying for the past several months to
resolve this favorable to our District. The District had
offered to install the necessary facilities to purchase water
from Tigard but were refused.
The present contract between the Districts is one that
leaves Metzger the opportunity tb resume service to this area
at some time in the, future.
We hope this causes you no inconvenience ,and thank you

Ladies and Gentlemen:
The Board of Commissioners, Metzger Water District, has advised us
that you are very dissatisfied with the water service change from Metzger
to Tigard Water District due, primarily, to Bull Run not being the primary
source of water.
First, on behalf of the Board of Commissioners, Tigard Water District,
we want to express our sincere regret that you were not personally included
nor consulted about the water problems along 72nd Avenue. However, informa-
tion was published in the local newspaper, but that is not intended to be
an excuse for not keeping you advised.
Without recapitulating the entire water problems along 72nd Avenue
and with all due respect for the Metzger Water District they obtained
professional engineering advice and made recent capital improvements to
upgrade and resolve the water system to an acceptable level, particularly
fire flows to the industrial area. Unfortunately, the advice was erroneous
and fire flows did not improve.
As a result, after much consultation, Metzger requested Tigard by an
agreement signed on September 21, 1973 that Tigard serve the area both
domestic and fire protection service. The agreement can be cancelled by
Metzger with 90 days notice. The fact of the matter is that Metzger's
reservoirs are too far distant,and secondly, the pipe sizes to your area
are too small to adequately serve the area. On the other hand, Tigard has
two 1-million gallon steel reservoirs just a few blocks from you on Baylor
and 1-5, with a 12-inch main connection on Hunziker and 72nd Avenue, and
a planned connection to a 16-inch main on Bonita and 72nd Avenue. Your area
will gain these advantages:

a. Better fire rating and protection.
b. Three independent sources of water.
c. Circulation loops to ensure minimum interruptions when breaks
or accidents occur.
d. Cheaper rates.
e. Comparable water quality.
Your primary concern is the quality of the water. When the connection
is made at 72nd and Bonita Road, hopefully within a month, your homes will
be served directly with filtered Clackamas River water via the City of Lake
Oswego. A water quality table is enclosed.
A chemical engineer's analysis of the water sources is quoted as follows:
"The water qualities of the various sources compare
favorably. The Portland and Lake Oswego waters have
less alkalinity, hardness, turbidity, and solids than
waters from the Tigard Water District wells. Of these
parameters, hardness is the most significant. Hardness
is an indicator of a water's ability to lather or foam
when used with soap. Hard water will not lather and leaves
residues. The water supplies from Portland and Lake Oswego
are considered "soft", while that from the 4 Tigard Water
District wells is "moderately hard".
A significant factor in the difference in water quality between
Portland and Lake Oswego is the fact that Lake Oswego filters the water
through a treatment plant located in West Linn while Portland does nothing
to its water but saturates it with chlorine to kill the germs. This lack
of Portland's ability to treat its water was proved when they could not
correct the cloudy condition that existed about 1f years ago.
Since you will continue to pay advalorem taxes to Metzger Water District
at the new rate of 1801,000, th, Board of Commissioners, Tigard Water
District, has resolved to waive the out-of-district charges to residential
homes in your area. A comparison of monthly water rates is as follows:

In conclusion, it appears that you will be obtaining comparable
water quality, if not better, at a cheaper rate, and with increased fire
protection.
The Board desires to make it clear that the Tigard Water District
does not intend to serve your area permanently, and hopefully, Metzger
can resolve their problems at an early date to ensure the best possible
service to the area.
We ask for your indulgence and patience until the Lake Oswego
connection can be made at 72nd and Bonita Road at which time you can
make a comparison of quality between Bull Run and Clackamas River water.
Tigard Water District has discontinued all water service from #4
well located on Beef Bend Road. Farther, it appears that #3 well pumping
will be curtailed by the Oregon State Engineer in November. Additional,
.it is programmed that #1 and #2 wells will be phased out within 2 or 3
years, according to the State Engineer.
Finally, this entire discussion may prove unnecessary as the Boundary
Review Commission is actively researching the possibility of merging the
lorry two water districts.
Both Boards appreciate your concern, I am sure, and we will do our
utmost to cooperate and resolve this matter to everyone's satisfaction.
