Resolution to approve minutes of last meetinv. 2. Visitors. Bruce Clark, City of Tigard Administrator, has requested to appear before the Beard regarding a concurrent annexation proposal for both public bodies and other joint efforts within the community. (see attached letter). 3. Resolution to pay vouchers. 4. Resolution to approve dedication of street (S. W. Canterbury Lane) to the public. This is a housekeeping chore in which a small portion of the property recently purchased at 41 reservoir from the Presbyterian Church is also a part of S. W. Canterbury Lane. The land should be dedicated to the public and maps adjusted accordingly. (map and dedication document enclosed). 5. Resolution to approve contract with Coopers & Lybrand to perform annual audit for fiscal year 1973-74. Jim Savage of Coopers & Lybrand has indicated that their firm will reduce the annual audit fee to $3,000 if the water district will prepare specific data prior to the audit date. A copy of the audit contract is enclosed with an attached schedule of data to be prepared by district personnel. It is believed that we can provide the necessary information prior to the audit date. 6. Other business. -1- ADMINISTRATOR'S REPORT (Continued) vow 6. Other business. a. Mrs. Ogle who lives at the terminus of S. W. 108th Avenue, near the Tualatin River, is in desperate need of water. She is a widow with several children. The cost to extend a main to her house is estimated at $20,000. She has contacted the neighbors and four of them have agreed to contribute $7,000 toward the rain extension. Mrs. Ogle intends to utilize her life savings for the remaining $13,000. This is a horrible price to pay for water, although she may get much of it back at some future date. Perhaps the Board can relieve some of the hardship by waiving the 8$ engineering fee in her case. *r -lA - ADMINISTRATOR'S REPORT (Continued) 7. Use of 12" transmission main within Capitol Highway Water Now District. Capitol Highway Water District has requested the use of our 12" transmission main located within their water district which was installed and paid for in its entirety by Tigard Water District in 1968-69 at a total cost of about $88,000. I have responded to the request asking that Tigard Water District be reimbursed for use of the main, based upon a mutually agreeable price. (See letter enclosed). IT IS HEREBY AGREED that the Party of the First Part shall conduct an audit of the accounts and fiscal affairs of the Party of the Second Part for the fiscal year beginning July 1, 1973 , and ending June 30, 1974 , and for each fiscal year there- after, in accordance with the prescribed Minimum Standards of Audit Reports , Certificates and Procedures. It is agreed further that termination of this agreement shall be only by written notice by the Party of the Part wishing to terminate this agree- ment given to they Party of the other. Part not later than January 1 of the year in vh.ich this agreement in to be terminated. 2. Party of the First Part agrees that the services he has contracted to perform under this contract shall be rendered by him or under his personal super_vi_sion and that the trot } will be faithfully performed with care and diligence. 3. It is understood and agreed that, should unusual con- ditions arise or be encountered during the course of the audit whereby the services of the Party of the First Part are necessary beyond the extent of the work. contemplated, written notification of such unusual conditions shall be delivered to the Party of the Second Part who shall instruct in writing the Party of the First Part concerning such additional services. 4. The audit shall be started as soon after this contract is executed as is agreeable to the Parties hereto and shall he completed and a written report thereon rendered by the Board ' s September meeting, providing the schedules enumerated in Schedule A are furnished to the Party of. the First Part by the Party of the Second Part not later than July 20th each year. Commercial St. Tigard, Oregon 97223 Re: Supply main Dear Bob: Reference is made to the agreement dated October 1, 1968 by which Capitol Highway Water District agreed to furnish water to Tigard Water District, and to Tigard's letter of June 22, 1973 canceling the agreement as of October 1, 1973. Tigard installed and paid for the 12.-inch cast iron supply main from S. W. 66th Avenue and Baylor Street to the point of connection with Capitol Hig hway at S. W. 47th Avenue and Arnold Street, where the master meter was installed. Tigard subsequently moved the master meter to its reservoir site at S. W. 66th Avenue and Bilylor Street. If the 12"' main were to be reactivated and connections made to the Capitol Highway system at critical locations, improved water service and fire protection could be provided the community as well as maintaining an effective stand by and/or emergency connection to Tigard. Because of the mutual benefits, the Capitol Highway board would like to consider such an arran lenient, either on a short-term or long-term basis, and it would be much apprecuated if you would discuss this with the Tigard hoard`.
