02/12/1974 - Minutes Tigard Water District 332nd Regular Meeting February 12, 1974 PRESENT: Clarence F. Nicoli, Chairman Don W. Thomas, Secretary John M. Wied, Treasurer (7:55 p.m.) on. R. Verne Wheelwright Robert E. Santee, Administrator John P. Miller, Foreman Kenneth W. Baines, Attorney (7:40 p.m.) Annie L. Jasperson, Secretary VISITORS: Russell Thomas, Leadman for water district Joe Schafer, Tigard Times (7:45 p.m. ) The meeting was called to order at 7:35 p.m. by Chairman Nicoli. Motion was made to approve the minutes of the last meeting, as written, Motion carried unanimously. Motion was made to pay the vouchers. Motion carried unanimously. Motion was made to appoint Robert E. Santee as Budget Officer for FY 1974-75. Motion carried unanimously. It was decided to delay the appointment of a Budget Committee until the next meeting. Motion was made to hold election on May 7, 1974 to elect three commissioners ,.•• and to publish the notice of the election in the Tigard Times. Motion carried unanimously. (See attached pages for complete resolution and notices for filing.) Motion was made to table any action with the U.S. Department of Interior on the second phase of the Tualatin Project. Motion carried unanimously. Motion was made to table the proposed increase in meter installation fees and the deletion of the existing extra meter charge on Bull Mountain until more data was collected on the original date and purpose of such charge. Motion carried unanimously. Motion was made to accept Cornell Manufacturing Company's bid for the purchase of 3 pumps with accessories for the pump station with auxiliary power for pressurized system at High Tor Reservoir. Motion carried unanimously. Discussion was held on Portland Bureau of Water Works' increased water rates and new "system development charge." It was agreed that no action should be taken until the questionnaire is received from the City of Portland. Discussion was held on the TRFPD's new fire protection rating from a class 6 to class 4. The administrator was instructed to research the matter and determine measures the water district could take to reduce the rating from class 4 to class 3.
