Chairman will administer the oath of office to Clarence Nicoli, Gene Chamberlin, and John Schwartz, for Positions 3, 4, and 5, respectively, as follows: "I, , being duly sworn on oath, depose and state: I will, as Commissioner of the Tigard Water District, perform my duties as such Commissioner in conformity with the laws of the United States and State of Oregon, and the ordinances and regu- lations of the Tigard Water District." *r 3. Election of Officers. A Chairman, Secretary, and Treasurer must be elected. 4. Visitors. Mr. Keith Phildius Mr. Keith Phildius and family recently purchased a home from Mr. Anderson, 16565 S. W. 113th Avenue. Unknown to Mr. Phildius, for several years Mr. Anderson has had an illegal water connection to the King City Mobile Villas on Pacific Highway which is served via a 6-inch master meter. Since the existing well is dry Mr. Phildius desires to legalize the hookup as a temporary connection. He will pay to install a meter, which monthly readings will be deducted from the 6-inch master meter. Further, he will sign a statement agreeing to pay his fair share of a water main extension when such main is extended along S. W. 113th. v"~ -1- ADMINISTRATOR'S REPORT (Continued) The Board has instructed me not to connect any additional homes on a temporary basis via the King City Mobile Villas. However, this appears to be a hardship case. Mr. Ron Sorenson has approved the connection to his system. In regards to the proposed main installation, plans have been drawn and I predict within 2 years the main will be completed from Durham Road which is the ultimate answer. Each new temporary connection along with the promise of participation in the main costs, enhances the probability that the main will be installed. 5. Resolution to pay vouchers. 6. Resolution to grant Cooper Mountain Water District a small portion of Tigard Water District's rights to pump water from their well to service 37 homes. There are only 37 homes connected to the system and no more are authorized by the Oregon State Board of Health. Their well is capable of producing 31 gallons per minute or 45 acre-feet per year. (An acre-foot = 325,900 gallons). However, they used only 2.9 million gallons or 9 acre-feet last year. During the past 5 years the Tigard Water District has pumped its 4 wells as follows: Year Acre-feet of water 1969 1,588 1970 1,616 1971 1,418 1972 1,501 Nome 1973 1,269 This includes well #4 which has been temporarily closed by our own desire. The State Engineer by his order of May 17, 1974 has restricted the Tigard Water District not to exceed 1,060 acre-feet per year during 1974, 1975, and 1976. This year is half over and the district has pumped 437 acre-feet. It appears that the 1,060 figure will not be approached this calendar year. It would appear that the district can safely donate 10 acre- feet per year or 17. of the total pumping capacity authorized. If the district should approach the 1,060 mark, additional surface water would have to be imported. An additional 3 million gallons of water purchased from Lake Oswego would cost $200 per million or a total of $600. It is recommended that a portion of Tigard Water District's pumping rights be authorized Cooper Mountain Water District as follows: Year Acre-feet of Water 1974 2 1975 10 1976 10 -3- ADMINISTRATOR'S REPORT (Continued) I have studied the feasibility of Tigard Water District also administering the Cooper Mountain Water District. Presently, the 5 commissioners perform all the work of the district including billing, reading meters, etc. It would be relatively simple for Tigard to perform such services on a "time and material" basis. We have the expertise and the equipment to do the job which would include reading meters, billing, collecting, engineering, and legal work (Ken Baines). Board meetings could be held an hour earlier, but on the same date as the Tigard Water District meetings. A visit to the area served by Cooper Mountain Water District reveals that the roads are dirt or gravel, brush overgrown on the sides, and generally in poor condition. It would be unwise to subject our vehicles and equipment to this type of punishment. The matter of administering their district can be considered when and if the roads are improved. 7. Resolution to approve lowest, acceptable bid for the purchase low of a 1974 Cushman vehicle. Specifications for a new Cushman vehicle to replace the old one have gone out to 3 independent firms. $2,400 was budgeted during this fiscal year for this item. Bids should be on hand by the date of the meeting. 8. Resolution to approve construction of a shop building addition and to authorize the Administrator (with guidance of Commissioner Nicoli) to act as general contractor and sub-let construction of same by competitive bid or "time and material" whichever is less. The Board should decide first whether a shop building addition should be constructed on Little Bull Mountain. Final plans have been prepared and copies sent to individual contractors for bids. Bids will be available by the date of the meeting at which time all bids can be totalized and a maximum figure established. $16,000 was budgeted for this addition and I doubt whether it is enough. W. 103rd Avenue Tigard, Oregon 97223 Dear Don: I want to apologize for not providing you with the background information on the proposed shop building addition at the last meeting. Further, because I am basically lazy, I sometimes take the most expedient route to get the district's work accomplished. Most of the ground work for obtaining adequate space was accomplished prior to your tenure as commissioner. During my entire tenure here, 42 years, I have recognized the vital need -la expand both the shop and administrative office if the district is to keep pace with growth and maintain any resemblance to order and efficiency. I am sure you agree with this assessment as well as all of the other commissioners. *me This expansion, by necessity, has always been secondary because first priority was rightfully devoted to obtaining adequate sources of water. In 1971 I attempted to earmark substantial funds in the proposed $980,000 bond issue toward a new shop/office complex. However, both Hugh Brown and Roger Cowell, Commissioners, believed that this would be an inappropriate expenditure for a bond issue and could, in fact, cause the measure to be defeated at the polls. As an alternative in late 1971 I recommended and it was approved the establishment of the "Capital Projects Reserve" Account, funds of which would, hopefully, be devoted to a new shop/office complex. As you know, $18,000+ was in that account as of last month, but $18,000 had to be transferred to the General Fund to pay for increased water costs this past year. Now there remains about $1,000 in this account. In July 1972 Clarence Nicoli and I recommended the purchase of 6.6 acres on S. W. Burnham Avenue, behind the Post Office, such site to be utilized as a shop/office complex. Cost was $11,000/acre or $72,600. Adjacent acreage was selling at $30,000 per acre. The district's needs did not require the entire 6.6 acres so some of the land could have been sold off. The Board discussed the matter but took no action. Nogn' Niro, -2- Again, in 1972, I attempted to purchase acreage across the street from our administrative office. Price: $50,000. It appeared that it was not in the water district's best interest to be expending such a high amount for a vacant parcel of land. In addition, it was estimated that about $100,000 would be needed to construct a new shop/office complex. Verne Wheelwright suggested that the district rent space for a shop office complex. Investigation revealed that very few sites were adequate for our needs and those that were had high rental costs. The district pays no taxes so the present property that we own and utilize is free in every sense of the word. It was our opinion that a rental agreement would not serve the district's needs except on a temporary basis. You are the first and only commissioner to suggest that the shop/office complex be located at the shop site on Little Bull Mountain. This is a residential zone, ingress and egress would be poor, (dodging the reservoirs), and it is doubtful that the Tigard Planning Commission would approve such a non-conforming conditional use. (Wink Brooks, Planning Director, has indi- cated that he would recommend disapproval of such a use). If approved, we will need an "environmental impact" study which could delay the project for one year. This is a matter that the entire Board can discuss at the July 9th meeting. Without a bond issue and the remote possibility that sufficient funds could be mustered from the General Fund, it became obvious that we had to arrive at an alternate solution, that being to expand the existing facilities. Wink Brooks opposed my application to construct the proposed shop building addition, but on August 21, 1973 the Planning Commission overruled him and granted approval of the site plan subject to final approval of the landscape plan. The landscape plan has still not been approved. Clarence Nicoli, a member of the Planning Commission, was of considerable assistance in obtaining this approval of the commission. I took the easy way out in making a cost estimate for the proposed addition. The planned building was to be 48' x 40' or 1920 square feet t! $8 per square foot or $15,360. ($8 per square foot can be used for a bare warehouse structure). Accordingly, $16,000 was designated in the budget for such structure. Several additions and modifications have since been proposed; namely: office space on the 2nd deck, a hydraulic truck lift, electric crane, re-shingling the existing as well as the new structure, etc. Obviously, these i tared wi 1 I tumuli in altdi tIsanI ruoele, lull it was not i.y 1001'110n is nr upl ly \krr -3- install all of these items until possibly the next fiscal year. At least we could finish this year with a roof over our material and equipment. Clarence Nicoli has estimated the finished product at about $30,000. This is a long way from the estimated $150,000 for a shop/office complex down- town. Clarence Nicoli is in the construction business and knows the best and honest sub-contractors. We felt that if I acted as the General Con- tractor, and with his expertise, we could save 15% to 20$ in profit markup. It could be accomplished by individual bid or on a "time and material" basis. In the water construction business we have found it better by the latter method, particularly when dealing with reputable firms. No matter what is budgeted or authorized to be spent on this project we intend to save all of the dollars we can in construction. Some of the excavation work is identical to that which our backhoe operators do everyday and I intended to utilize them in that capacity. Technically, this could mean that the structure costs more money, but as far as bookkeeping, these field personnel wages are budgeted and expended from a different account and cannot be charged twice. "taw Both John Miller and I intended to do some of the work during off-duty hours at no cost to the district. (We will do anything to get this building constructed). In regards to the administrative office I intended to continue working in this cracker box for at least another year. We outgrew this facility at least 5 years ago. It is unfair to the employees, commissioners, and public to continue to operate from such an office. In addition to the administrative workload, including billing, collecting, filing, typing, bookkeeping, etc., all drafting and engineering work is accomplished in this office. It is almost impossible to do any serious thinking, consultation, or letter writing. The Board of Commissioners deserves a decent meeting room where the public can be adequately heard and represented. During the past 4 years I have attempted to expand the office laterally into the fire station and/or community hall. My efforts have resulted in negative responses from the fire chief. I have not pursued these efforts further because they would be only interim solutions. It was suggested that we construct a second deck above the office, but this has several disadvantages. Finally, it appeared that the best solution would be to expand the office toward Commercial Street.
