Verne Wheelwright, Commissioner Hugh A. Brown, Commissioner Robert E. Santee, Administrator Kenneth W. Baines, Attorney The meeting was called to order at 7:44 p.m. by Chairman Wied. 410' A motion was made to approve the minutes of the last meeting, as written. Motion carried. Visitors: Mr. James Harris (Harris & McMonagle, representing Tualatin Development Company) Mrs. Kathy O'Neil (Oregonian) Mr. Don Wright (Stevens, Thompson, & Runyan) Mr. James Harris requested that the real property located on S.W. 109th, north of Durham Road, where the Board of Commissioners previously agreed to serve 50 dwellings, be annexed to the water district. A motion was made to approve the annexation as described. Motion carried. A motion was made to pay the vouchers. Motion carried. Action on approval of revised rules, rates, and regulations was deferred until the next meeting. A motion was made to participate with Progress and Metzger Water Districts and Winmar, Inc., in the cost to install a 24-inch main to Bradley Corner, not to exceed 257. of the total cost or $43,000,whichever is less, with the following conditions: -1- milimmismommormm r '4irr (1) That Progress, Metzger, and Tigard Water Districts retain ownership of the line; (2) That new connections would have to be unanimously approved by all three water districts and each district would share on a pro-rata basis in any rebates based upon the initial participation in the cost of the main; (3) That Tigard Water District would be guaranteed at least 33 1/3 7. of all water in the line. Motion carried. A motion was made to install a 16-inch main from Bradley Corner to the intersection of Tigard and Tiedeman Streets. Motion carried. A motion was made to authorize the Administrator to negotiate with the City Manager of Lake Oswego, Mr. Deane Seeger, and to present to the Board a proposed contract for Tigard Water District to purchase water from the City of Lake Oswego at the connection mentioned in the SUR Study (Waluga Reservoir) and to instruct the Administrator to negotiate the lowest, minimum monthly purchase that is practical, coupled with the "o►' highest, maximum peak use availability from the City of Lake Oswego and that the City of Lake Oswego, in the contract, be required to guarantee the Tigard Water District purchasing of a total number of gallons at 14c/100 cubic feet sufficient to amortise Tigard Water District's invest- ment to connect to the City of Lake Oswego's system and incorporate into such contract all of the changes as recommended by Ken Baines in the existing contract between the Cities of Lake Oswego and Tualatin. Motion carried. A motion was made to purchase 3.2 acres of land for a terminal reservoir site at 125th and Gaarde. Motion carried. A motion was made to obtain engineering services and receive bids for the raising of reservoir #3 by 12 feet. Motion carried. It was agreed to consider a resolution at the next meeting to sell the remaining bonds authorized by the voters last year. A motion was made to adjourn at 9:38 p.m. Motion carried. pi'4 J7 / -2-
