In accordance with the instructions from the last meeting, Mr. Harold A. Myers, 16065 S. W. Queen Victoria Place, King City, was contacted as a first choice replacement for Lester Rawls who resigned in April. Mr. Myers accepted the invitation. A resolution should be passed to appoint Mr. Myers as commissioner until the next regular election in December. He should be sworn in by Ken Baines; however, Mr. Myers indicated that he may be on vacation for the July meeting. 6. Cancellation of agreement with Capitol Highway Water District. A negative response was received from Capitol Highway Water District to modify the existing water purchase agreement to include a minimum standby provision. Accordingly, a certified letter, approved by Ken Baines, was forwarded to Capitol Highway cancelling the agree- ment, effective October 1, 1973. (see attached letter). For the next 3 months the district is obligated to a minimum charge of $200 per month. You can be assured that we will purchase at least that much water each month to account for the minimum. (53,000 cubic feet or 400,000 gallons). -1- ADMINISTRATOR'S REPORT (Continued) 7. Temporary loan of $30,000 from Bond Construction Fund. After the smoke had cleared on June 30th it was revealed that the district was "in the black" for the fiscal year and that a loan would not be necessary. We enter the new fiscal year in a sound financial position. As the bond construction funds are depleted it will be much easier to administer the district. Further, the problems of alternate sources of water and additional storage will be solved. The remaining funds are earmarked to upgrade the distribution system (major trans- mission mains) and a pump station to transmit water to the Bull Mountain system. Auxiliary power at pump stations. Ken Baines prepared a "say nothing" letter which was forwarded to Mr. Leo Farr of the Oregon State Board of Health. (see attached letter). 9. Unmetered water. The 5650 lineal feet of 16-inch main from Bradley Corner to the intersection of Tiedeman and Greenburg Road has been installed by Ardnt-Colt Construction Company. A pressure test and a satisfactory sample must be obtained. Portland Bureau of Water Works has almost completed the common master meter vault (for both Metzger and Tigard) located at Bradley Corner. We will get billed separately for this installation. District personnel will install the 12-inch cla-valve and vault at Tiedeman and Greenburg Road where the 16-inch main will connect to the existing 10-inch main. The cla-valve will control and regulate the pressure which will be about 214 psi on the intake side. As with the Lake Oswego connection, a pressure increase from the existing line pressure of 100 psi cannot exceed 15 psi. The operation of the cla-valve will be controlled electronically by telemetery at the shop. Thus, both the Lake Oswego and Bull Run sources of water can be controlled and monitored from one location. A target date of July 20th has been established for completion of this project. -3- ADMINISTRATOR'S REPORT (Continued) 11. Work accomplished during June 1973. a. TWD installed 1520 feet of 8" C.I. and 1060 feet of 6" C.I. + 3 fire hydrants along 144th Avenue, south of Bull Mountain Road, for Mr. Sam Gotter and Mr. Larry Jackson, Vantage Crest Homes. (Developer's). b. TWD installed 65 copper services for Summerfield project. (General Fund). c. TWD installed copper services from reservoir #1 to 98th and Sattler Road to complete the transmission main installation on Little Bull Mountain. (Bond Construction #IA). d. TWD installed 1150 feet of 6" C.I. + 1 fire hydrant along 93rd Avenue and View Terrace for Mr. George Penrose. (Developer's). e. TWD cleaned area behind reservoir #1 in preparation for expanding the outside storage space and addition to shop building. i.. f. Arndt-Colt Construction Company installed 5650 feet of 16" D.I. pipe from Bradley Corner to Tiedeman and Greenburg Road for alternate source of water from Bull Run. (Bond Construction #1). g. TWD installed 49 meters. (3936 - 3888). 12. Work to be accomplished during next few months. July: a. TWD install 3360 feet of 12" C.I. + 5 fire hydrants along Walnut Avenue, between 121st and 132nd Streets. (Bond Construction #lA). b. TWD install 12" cla-valve and concrete vault at intersection of Tiedeman and Greenburg Road for Bull Run water. (Bond Construction #1). c. Private contractor install 1150 feet of 8" C.I. + 3 fire hydrants for multiple units on Murdock, west of 104th Avenue, for Cooper Develop- ment Company. (Developer's). d. TWD install 1600 feet of 6" C.I. + 2 fire hydrants along Errol Street, between Fonner and 113th Avenue; and 500 feet of 8" C.I. + 2 fire hydrants along 113th Avenue, between Walnut and Errol Streets. The Tigard Water District hereby cancels the captioned Agreement as of October 1, 1973. Tigard Water District will retain ownership of the 12- inch cast-iron main, installed and paid for by Tigard Water District, from the Southwest 66th Avenue and Bay- lor Street reservoir site to the terminus in the vicinity of Southwest 47th and Arnold Street. Fifth Avenue Portland, Oregon 97201 Dear Mr. Farr: Your letter addressed to Mr. Robert E. Santee dated April 24, 1973, was discussed at our recent monthly meeting. Your request for plans describing the pipelines to serve specific buildings has been forwarded to the engineer for Cooper Develop- ment Company, because the District does not perform engineering fir0 services beyond the meter installation. Mr. Santee advised us that two sets of water-systems maps , which are current through May 31, 1973 , have been delivered to you. We will certainly comply with your request to acquire standby emer- gency electrical equipment; however, it may be some time before we are able to do so. We have received some bids for this equipment, and the price is astonishingly high. We have asked our engineer to analyze our needs and determine if less expensive equipment will be acceptable to the District and also meet State requirements. In view of the fact that existing funds have been committed for specific projects , it will be necessary to budget for this item. We will keep you advised of our progress.
