December 14, 1971

The meeting was called to order at 7:36 p.m. by Chairman Nicoli.
MINUTES: Motion was made to approve minutes of last meeting, November
9, 1971, as written. Motion carried.
VISITORS: Mr. George Marshall, Vice-President, Tualatin Development Co.
Mr. William McMonagle, Surveyor
Mr. Marshall presented a plot plan of an expansion development (King
City II) and desired information on the feasibility of the Tigard Water
District providing domestic and fire protection water service. 50
connections are planned in 1972 near 109th, north of Durham Road.
Each succeeding year 250 more units are planned until a total of 1300
units are constructed by 1977. It will be an adult community with a
density of 1.6 persons per connection. Adequate water source problems
were discussed. The Chairman stated that the district could probably
serve the initial 50 units, but could not commit the district beyond
that until an alternate source of water is obtained. Another Bull Run
connection via Metzger was discussed. Mr. McMonagle stated his opinion
on the undesirability of installing a 12" main along Durham Road prior

to road improvements. (Apparently, the road will be widened to a 90-foot
right-of-way). He suggested installing a 12" main along Naeve Street
from Pacific Highway to the proposed development. Possibly a 12" main
should be installed north, but parallel with Durham Road, through the
center of the proposed development. Further discussions were suggested
between the Administrator and Mr. McMonagle.
After a heated, lengthy discussion no action was taken on the matter of
annexations.
Motion was made to pay vouchers. Motion carried.
Motion was made to approve increase in cost of installation of meters,
effective January 1, 1972, as listed below, if in conformance with rules
and regulations of the U.S. Wage and Price Board:

Motion carried. (Subsequent information from the Internal Revenue Service
indicated that such an increase was not in violation of the Wage and Price
Board guidelines and that Paragraph 300.014, Title 6, Code of Federal
+ w Regulations, was applicable, under Service organizations).

Motion was made to approve an option to purchase a parcel of land,
105' x 150' at 135th and Fern Street at a total cost of $5,500, including
a controversial 2-foot strip on the north side; $100 down payment;
and option to be effective for 6-months or until Washington County
Commissioners rule whether "conditional use" is approved. Motion carried.
The district agreed to landscape the site comparable to the proposed
plans at Hi Tor, or in accordance with the guidance of the Planning
Director, Washington County.
Motion was made to approve a public hearing on March 14, 1972 regarding
water rate changes to become effective April 20, 1972. Motion carried.
Administrator was directed to study all available information on water
rates and present proposals at the next meeting. Administrator will
distribute copies of the Supreme Court decisions on water charges to
multiple dwellings.
Verne Wheelwright was certified as the elected commissioner for Position
No. 1.
Motion was made that the meeting be adjourned. Motion carried. Meeting
adjourned at 9:27 p.m.
