March 14, 1972

The meeting was called to order at 7:30 p.m. by Chairman Wied.
The motion was made to approve the minutes of the last meeting, as
written. Motion carried.
VISITORS: None.
The motion was made to pay the vouchers. Motion carried.
It was moved to adopt new water rates as proposed at public hearing,
effective April 20, 1972, with the provision that further investigation
he conducted to resolve the problem of making a more equitable distri-
bution of the water costs between private citizens and apartment owners;
and amend, if possible, that portion pertaining to charges by meter size.
Motion carried.
It was moved to accept low bid of $8,755.86 (Haag & Co. , Salem, Oregon)
to purchase new Case backhoe as replacement for 1963 backhoe. Motion
carried.
It was moved to establish Bond Construction #l, adopt FY1971-72 budget,
and make appropriations for same. (See attached resolution). Motion
carried.
The Administrator was instructed to obtain bids for the installation of
the 12" main from the new Hi. Tor reservoir to Bull Mountain Road.
Approval was granted to expend an additional $434 for a 30 hp pump in
lieu of a 15 hp pump for the unit to be installed at 72nd and Hunziker.
It was suggested that the Administrator explore the possibility of utiliz-
ing a pressure switch instead of a Cla-valve and thereby save a consider-
able sum of money.
The Administrator was advised to take all necessary action to expedite
the installation of the 24" main from the Portland city limits.
Kenneth Baines was quoted as follows: "Franklin Service Corporation,
which is an Oregon Corporation and a wholly owned subsidiary of Benjamin
Franklin, and Tualatin Development Company have entered into a joint ven-
ture agreement in which a large parcel of land that either is or will be,
partially is or partially will be, within the Tigard Water District for
the development of apartment houses, etc. It is a very large complex.
Chairman Wied is associated with this project as an employee of Benjamin
Franklin. We represent Benjamin Franklin and we also represent Franklin
Service Corporation. There will be large demands for water as some of

you know (I am sure you all know about this) and I am sure you will
have many, many requests and probably deviations from policies and
all of the things we have encountered in the last few years. Both
Chairman Wied and I, and particularly the Board of Commissioners,
could be subject to criticism if you did not know about this.
Actually, Ed Wheelock, my partner, is representing and is doing 997.
of the work for Franklin Service Corporation, and really has nothing
to do with the Tigard Water District. I want this in the minutes.
I want everybody to know where we stand in this so that we will avoid
the Board of Commissioners, Administrator, Chairman Wied, or me any
embarrassment in any way."
Chairman Wied and Ken Baines indicated that they would abstain from
any decisions related to this new housing development.
Motion made to adjourn at 9:32 p.m. Motion carried.
* Mr. Hugh A. Brown was sworn as commissioner by Ken Baines to complete the
war term of Roger W. Cowell, Position #2, expiring January 1, 1973.
