07/21/1938 - Minutes THIRD REGULAR T FETING -w..- Regular Meeting, July 21, 1938: The regular monthly meeting of the Board of Commissioners of Tigard Water District, Washington County, Oregon, was held at the residence of Secretary Leslie, at 8 PM, July 21, 1938. Present: Leslie, Vincent, Johnston, Lewis. Commissioner Lewis Acted as chairman, pro tem. Minutes of meeting of March 17, 1938, approved. Loan of $100: Ordered, that the Treasurer Arthur H. Vincent is hereby authorized to arrange a loan to the District of $100, with interest at not to exoeed six per oent, payable on or before May 1, 1939, and to execute in the name of the District the necessary note therefor. Passed. Depository: Ordered, that the First Bank of Tigard, Oregon, is hereby designated as depository for District funds; that all funds deposited therein shall be deposited in the name of the District; that any orders against said funds or any part thereof shall be signed by two officers of this Board. Passed. Seal, Supplies: Ordered, that the Secretary is hereby authorized to purchase necessary supplies for the District, and to provide a corporate seal. Passed. Information for the Citizens: Ordered, that pamphlets be provided by the Secretary describing the proposed water supply system, the reasons therefor, the probable water and tax rates, and other data, and that a copy be delivered to eaoh citizen. Passed. Water Rates: Counsel reported that, in accordance with the order of this Board, he had asked the Metzger Water District for a reduction in water rates from their present rate of 35 cents per 100 cubic feet, and that they had assured him, without formal action, that they would when a full fledged District was in operation grant a rate approximating 27 cents per 100 cubic feet. Report ordered entered. NPA Allocation: Engineer, C. E. Carter, reported that the Works Progress Administration hade made the District a labor grant allocation of Seventy-One Thousand Dollars, and that they were now ready to proceed with the work. Filed. Materials: Ordered, that Engineer Carter proceed with all possible expedition to get out complete material lists and take sealed bids for furnishing same, to be opened by this Board, upon call by him. Passed. Bonds: Ordered, that the Secretary advertise for bids for the pur- chase of the bonds, $40,000, under usual form of advertisement, the �... interest rate to be named by the bidder, with $1000 good faith deposit, and the right reserved to this Board to reject any or all bids. Passed. mY In the Matter of a Special Election upon the question of the authorization of the issue of $40,000.00 bonds of the District, for the building of a Water System and the purposes of the District: RESOLVED, that a Special Election is hereby 'a-Now called, to be held at Tigard Public Grade Schoolhouse, District No. 23, within the District, from eight o'clock A. M. to eight o'clock P. M., Thursday, August 4, 1938, for the purpose of authorizing the Board of Commissioners 'be the District to issue bonds of said Tigard Water District in the sum of forty thousand dollars, to procure the necessary funds to enable said Tigard Water District to construct a water distributing system and obtain a water supply, and to do all other acts and things whichmay be requisite, necessary or convenient in carrying out the objects of the District, or exercising the powers conferred Sow upon it by law, for the purpose of supplying its inhabitants with water for domestic purposes. AND, that Clerks and Judges for said election are hereby appointed, as follows: Jeannette Mason, Chairman; C. Christensen, Judge; and T. W. Smith, Judge; and the polling place thereof shall be Tigard Public Grade School- Sow house, District No. 23, within the Tigard Water District. AND, the notice of said election shall be substantially as follows : SPECIAL ELECTION NOTICE NOTICE IS HEREBY GIVEN that TIGARD -WATER DISTRICT Washington County, Oregon, will hold a special election at TIGARD PUBLIC GRADE SCHOOLHOUSE, DISTRICT NO. 23, within said District, from eight o'clock in the morning to eight o'clock in the evening, THURSDAY, AUGUST 4, 1938, at which election there will be submitted to the legal voters of TIGARD WATER DISTRICT the following question: "SHALL THE BOARD OF COMMISSIONERS of TIGARD WATER DISTRICT, Washington County, Oregon, be authorized to issue bonds of said Tigard Water District in the sum of forty thousand dollars, to procure the necessary funds to enable said Tigard Water District to construct a water distributing system and obtain a water supply, and to do all other acts and things which may be requisite, necessary or convenient in carrying out the objects of the District, or exercising the powers conferred upon it by law, for the purpose of supplying its inhabitants with water for domestic purposes". The officers of said election shall be: Jeannette Mason, Chairman, C. Christensen, Judge, and T. W. Smith, Judge. BE IT FURTHER RESOLVED, that the Secretary of this Board is hereby directed to forthwith have printed the necessary notices for posting, and to himself personally post three cB said notices in public and conspicuous places within the District at least ten days before said election, and to prepare and furnish the necessary sample and official ballots for said election, and to do all things necessary to the proper and legal conduct of said election. To be torn off by Judge OFFICIAL BALLOT For Special Election, August 4, 1938 TIGARD WATER DISTRICT County of Washington, State of Oregon Mark (X) between Number and Answer voted for low "SHALL THE BOARD OF COMMISSIONERS of TIGARD WATER DISTRICT Washington County, Oregon, be authorized to issue bonds of said Tigard Water District in the sum of forty thousand dollars, to procure the necessary funds to enable said Tigard Water District to construct a water distributing system and obtain a water supply, and to do all other acts and things which may be requisite, necessary or convenient in carrying out the objects of the District, or exercising the powers conferred upon it by law, for the purpose of supplying itw inhabitants with water for domestic purposes". VOTE YES or NO 300 BONDS, YES 301 BONDS, NO ADOPTION of above resolution was moved by Commissioner Johnston, seconded by Commissioner Leslie , and vote taken, resulting as follows: Voting "Aye": Vincent, Leslie, Johnston, Lewis. Voting "Nay": None. Commissioners absent: Emil A. Johnson. Thereupon, the Chairman declared the resolution adopted, at this, a regular meeting, held July 21, 1938.
