08/12/1938 - Special Meeting Minutes FIRST SPECIAL ri,ETIRTG Special Meeting, August 12, 1938: The Board of Commissioners of Tigard Water Distriot, Washington County, Oregon, held a special meeting at the residence of Seoretary, G. M. Leslie, at 7:30 PM, August 12, 1938. Present and consenting: G. M. Leslie, Arthur H. Vinonet, E. J. Johnston, and P. E. Lewis. 4? Chairman Pro Tem: Whereas, it A. Johnson, Chairman, is now in Sweden, and for that reason not able to perform the duties of Chairman, it is hereby ORDERED, that, until the return of the Chairman, Commissioner P. E. Lewis act as Chairman Pro Tem of this Board. Carried by unanimous vote. Canvas of Vote of Special Election of August 4, 1938: WHEREAS, at a special election duly and regularly called and held for said purpose, after due notice given, on the 4th day of August, 1938, in and by TIGARD WATER DISTRICT, Washington County, Oregon, there was submitted to the legal voters thereof the following question: "SHALL THE BOARD OF COMMISSIONERS OF TIGARD WATER DISTRICT, Washington County, Oregon, be authorized to issue bonds of said Tigard Water District in the sum of forty thousand dollars to procure the necessary funds to enable said Tigard Water District to construct a water distributing system and obtain a water supply, and to do all other acts A and things which may be requisite,neoessary or convenient in carrying out the objects of the District, or exercising the powers conferred upon it by law, for the purpose of supplying its inhabitants with water for domestic purposes". pursuant to resolution of this Board, entered July 21, 1938. And, WHEREAS, the returns of said election have been duly made this Board, and this Board has canvassed same, now, therefore, Nimr This, the Board of Commissioners of said Tigard Water District, Washington County, Oregon, DOES HEREBY FIND AND DECLARE that the total number of votes cast on such question at said election was 219 votes; that 141 of said votes cast were for the affirmative of said question, and 78 votes cast were for the negative of said question; that a majority of all votes cast at said election upon said question were cast in the affirmative thereof; that this Board was thereby duly xs authorized to issue said bonds. Treasurer's Bond: Ordered, that the bond of Arthur H. Vincent, as is hereby fixed at one thousand dollars ($1000) and that Mr. Vincent furnish such bond in approved form, with qualified surety. Bond Bids: Pursuant to advertisement in the Daily Journal of Camunerce, on August 6 and 8, 1938, bids for the purchase of forty thousand bonds of the District as described in said advertisement, hereby made a part hereof, were received as 1110 follows: ATKINSON, JONES & CO., and BAKER, FORDYCE, TUCKER CO: For the first maturing $20,000, at 3-3/4% interest, $100.07; For the last maturing $20,000, at 3-1/2% interest, 100.074 DEAN WITTER & CO., $40,000, at 4 % interest, 101.00; E. M. ADAMS & CO., FERRIS & HARDGROVE, HEMPHILL, FENTON & CAMPBELL: For $40,000, at 4 % interest, 98.81; For $40,000, at 4-1/4% interest, 100.28. Taken under advisement. Materials Bids: Engineer, C. E. Carter, reported receipt of nine sealed bids of the furnishing of materials from the following firms: Standard Supply Company; Oregon Culvert and Pipe Company; Consolidated Supply Company; Rensselaer Valve Company; Gates Pipe & Investment Company; Crane Company; Pacific States Cast Iron Pipe Company; Woodbury & Company; Peerless Pacific Company. These bids were opened by the Secretary and read, and referred to Engineer, C. E. Carter for tabulation and report to this Board. Installation Charles: Ordered, that, during construction of the main project, service installations be made at a prioe of twenty dollars ($20.00), payable five dollars ($5.00) at time of application, and two dollars per month until paid. And, that, after the main project hat been completed, service installations be made at a price of thirty dollars ($30.00) p4yable $5.00 with application and three dollars per month until paid. Old System Purchase: Ordered, that counsel prepare a letter to the Tigard Water Company advising them that our Engineer had reported that the mains of the Company could be duplicated with new pipe at a cost of three thousand dollars. That this Board of Commissioners hereby offers the Tigard ;Water Company a compromise figure of thirty-five hundred dollars, for all their pipes, specials, laterals, equipment and rights, contracts and easements, and would, in addition thereto, transfer all may present users of said system to the new lines without cost to such users. WPA: C. E. Carter, Engineer, reported that a WPA mapping man was now at work at Hillsboro gathering data for his map of the Distriot; and, that a force of about sixty men would be on the job on August 22, 1938.
