• Welcome and introductions
• Event update from the January 7, 2021 riot— Chief Kathy McAlpine
Chief McAlpine reviewed the communications leading up to the January 7, 2021 riot and the
department's response. The attached PowerPoint presentation provided the basis for the
presentation.
The morning of January 7d, Tigard Police became aware of a potential purposeful protest in
response to the January 6d, officer involved shooting. The online narrative that was
developing indicated the shooting was in response to a mental health call.
The Police Department began monitoring social media channels and as more information
becomes available decided to send mutual aid advisements. Additionally, a CodeRed message
was prepared to share with the Tigard community. The message was to let residents know
the area the protest could affect and when PD expected protesters to be onsite.
Around 2:30 p.m., the Department started calling additional staff in to work, activated the
Incident Command System and notified partner agencies.
Mayor Snider released a social media statement explaining why the city had not provided
information about the shooting and explained that the Washington County Major Crimes
Team would be leading the investigation and that no Tigard Police Department personnel
would be part of the investigative team or have access to their information. (Slide 14)
At 5:07p.m. the Police Department issued a press release confirming the department's
response to a reported domestic disturbance call the day before, provided some limited
information about the department's response and confirmed the officer involved shooting of
Jacob McDuff. The news release shared statistics on domestic violence calls. Additionally, it
reiterated that the investigative process was being led by the Washington County Major
Crimes Team. (Slide 16)
At approximately 7:15 p.m., protesters began arriving in the downtown area. Within the next
45 minutes multiple vehicles and people were observed in the downtown. By 8:30 p.m. a
crowd of up to 100 people began moving along Main St.
• 8:35 pm —The group heads towards the City of Tigard campus.
• 8:40 pm—The group arrived at the campus
• 8:45 pm—The group proceeds directly to the central circle of the campus and begins:
• Actively spray-painting the building,
• Pounding on windows,
• Shooting lasers at cameras, and
• Shooting fireworks.
• 8:46 pm— Front doors to the Police Department are shattered and building is sprayed
with graffiti.
• A Declaration of Riot is advised by Public Address and Bull Horn
• 8:53 — Crowd departed at full run
• 9:04 on - Crowd randomly tagging businesses
• 9:10 pm—Multiple reports of"shots heard" around SW Commercial and SW Main
street
• 9:15 pm— Small clusters appear to all be moving in various directions, no cohesion to
group at this time. However, department received that group may be planning
another pass.
• 9:21 pm—Most of group cleared out. PD began assessing damage and collecting
evidence.
• 9:34 pm—Active graffiti reported at SW Hall and SW Bonita
• 9:34 pm— 10:40 pm Groups observed departing from various locations.
0 11:00 pm—Incident Command closes.
After the incident the Chief met with business owners. Some business owners wondered
why more people hadn't been arrested. They indicated they felt along while the incident was
in play.
The Chief shared that the officers were outnumber 2 or 3 to 1, so engaging with the crowd
would be very dangerous.
Shoni asked if Tigard PD could set up any kind of Lend/Lease program with Portland
Police. She also offered to be an extra set of eyes on messaging or a sounding board during
an event.
Washington County Major Crimes is in the process of interviewing people. They will also be
reviewing all evidence. The city is in "wait mode" while the investigation is conducted.
Bhushan asked if the city was providing updates. The Chief replied only some since things
haven't changed.
Basil commented how landscaping can help minimize damage. For example, the grass
landscaping vs rocks.
Shoni thanked the chief and noted it has been a particularly difficult year. She asked about
the well-being of the officers.
Committee members expressed support and appreciation for the Tigard Police Department
and Chief McAlpine.
Dolly noted she had attended the Mayor's Facebook talk. She indicated there was a lot of
negativity. It appeared people didn't understand the process and were being misled by social
media.
Ambre asked if, given the size of the agency, if there are training partnerships in place to
help officers and businesses keep themselves safe.
The Chief noted the agency is accredited and follows the national standards; including those
for use of force. COVID has slowed down the implementation of the 40-hour de-escalation
training that was funded by the passage of the levy. However, the department did bring in a
crisis negotiator to provide a 2-hour de-escalation training.
Councilor Newton provided an update on the Public Safety Advisory Board.
She noted the committee is just getting started but she has been very impressed with their
questions and their commitment to the process. She is confident their will be a good
outcome to their efforts. She reminded committee members the meetings are open virtually
to the public, through U-tube, and they are welcome to watch the discussions. Kent
provided information on how to provide comments in writing or during the comment
portion of the meeting.

Dacia moved to approve the minutes. Connie seconded the motion. No objections. The
minutes were approved.

Dacia commented that Margaret Doherty had told her nothing every happens in Tigard.
Wow. She noted she is proud to be Tigard's State Representative. She appreciates Chief
McAlpine and Mayor Snider's responses. She asked how we can be a mechanism of support
for the family. How do we put the best of Tigard forward and be inclusive?
The Chief responded that they aren't mutually exclusive. We can/should mourn the loss of
life. We can support all people impacted by the situation.
She encouraged people to ask questions, to challenge, and encouraged all of us be part of the
solution.
Bhushan asked how the committee can help in these situations. The Chief encouraged the
committee to listen to the chatter and to reach out to her if they hear or see things that are
disturbing.
