09/10/1947 - Minutes • THIRTY-NINTH REGULAR MEETING Tigard Water District Board 40 Wednesday -- Sept. 10, 1947 -- 7:30 p.m. Present: Chairman Cook, Board Members Selliken, Bieber & Wilde, Attorney Wheelock, Superident Blevins, Mrs. Hall. Absent: Board Member Anicker Meeting called to order by Challran Cook. Minutes of regular meeting of August 13thread, also minutes of special meeting of August 25th, 1947. Motion carried that minutes be approved as read with one addition noted. Collection report and delinquent account record accepted as read. The Board determined that extenuating circumstances in the case of Mrs. M. C. Neiberger warranted rebate of the August bill. Motion made and carried that charge inside of District be at the rate of $2.00 per 600 cu. ft.; to those outside the district $2.40 per 600 cu. ft., with the rate on overages for all users tobe 25¢ per 100 cu. ft., effective September 1st, 1947. The Superintendent was instructed on past due meter installations for Bergren and Coppers, that these customers be requested to pay $15.00 before October 1st and the balance at the rate of $ 5.00 a month. If not paid, the Board will have the meters removed. Letter read from Mr. Borland. Clerk instructed to write him to attend the next Board meeting to discuss the matter. Letter read from Mr. Bredemeier. Motion carried that he be given standby connection with physical break between city and well water, whereby he may receive 100 cu. ft. a year for the sum of $5.00 annually, payable in advance. Water used over the amount of 100 cu. ft. will be billed at the minimum monthly charge. Mr. Osborne visited the Board meeting and stated he had examined the set-up at the well and felt the Board had made a good beginning but with winter coming on wanted to know what provisions were made for protection �.. of the pump and apparatus. Mr. Cook advised him that bids were being received for an unclimbabske fence and for housing the pump. Bid from Western Fence & Wire Company read. Mr. Cook will secure other bids. Wade Co. 3,044.86 Total 0,403.12 Amor THIRTY-NINTH REGULAR MEETING Page 2. Mr. Oscar Wilde was nominated to the office of Secretary-Treasurer and elected by all members present. Mr. Cook moved that the Chairman, Secretary-Treasurer and Mr. Selliken be authorized to sign or countersign checks. Motion carried. Motion made that Mrs. Hall,as Assistant to the Secretary-Treasurer, be charged with the work of doing the monthly billing and that the Superintendent read the meters and turn the meter books over to her for billing. Motion carried. Mrs. Hall stated that little work would be done on old accounting records this month but that current work would be kept up to date until she had the opportunity to look over the books and talk with another water district accountant, etc., to determine nature of new bookkeeping system. `- Motion made that Mr. Blevins be paid $200.00 a month for his services, Mr. Blevins to be on call 24 hours a day for emergencies and to take care of all needs of the district, the rate of pay to become effective September 1, 1947. Motion passed with Mr. Barber voting "no" and asking that his vote be recorded in the minutes. Motion made and carried that Mr. Selliken be named Vice-Chairman of the Board.
