03/10/1948 - Minutes FORTY FIFTH REGULAR MEETING March 10, 1948 Present: Chairman Cook, Board Members Selliken, Wilde, Barber, Anicker Attorney Wheelock, Supt. Blevins, Mrs. Hall. Meeting called to order by Chairman Cook. Minutes of regular meeting of February 11th approved as read. Motion made and carried to accept report of Cash and Disbursements and delinquent report for February, 1948. Motion made and carried that bills be paid as follows: Check No. Name Amount 501 A. Accident Commission 4.24 Total $709.32 Motion made and carried to extend the time of the balance due for Mrs. Dahlstrom to March 20th. Correspondence read and noted. Believe it is necessary to hold Budget meeting in June, 1948. General discussion on Gaarde Ave. and Chandler. Mr. Cook states Mr. Chandleris drilling his own well. Mr. J. H. Cole and Mr. Bob Cole were present from the Gaarde Ave. group. Mr. Bob Cole states that the petition could be dropped since Gaarde Ave. would not come into the District under circumstances outlined. Mr. J. H. Cole asked for further information, in connection with running a line to his property. Motion made, seconded and carried by the Board that the Board go on record as approving a by-law which shall state that to all applicants for new mains, whether within or without the District, the property owners to be served by those mains must lay the mains according to the specifications of the Board as to kind and size of pipe, depth of ditch and other related matters and that when the main shall have been laid according to these specifications and without cost to the District, the Board will take over the main and maintain and serve water th rough it to metered customers at the established water rates. Mr. Wheelock asked to prepare final draft of motion. Motion made, seconded and carried that a 6" main from McDonald Ave. to Gaarde Ave. be laid at the expense of the District on the condition that Mr. J. H. Cole lay a 4" main from the point of connection with the 6" main at the junction of 99-W and Gaarde Ave. for a distrance of approximately 1600 feet, along Gaarde Ave. to Fisher Road and that Mr. Cole will pay for a 4" meter to bb installed at the District boundary, which meter shall NI become the property of the District. It is understood that on deposit by Mr. Cole of the sum of money equal to $1.60 per foot from the point of connection with the 6" main to Fisher Road that the District will undertake the laying of the mains. Mr. J. H. Cole is to pay for the two meters which he has on loan at the present time, on the basis of cost plus 10%. He is to be billed accordingly. Mr. Cook stated that Mr. Blevins has asked to resign and therefore the matter of finding a successor had been taken into consideration. Motion made, seconded and carried that Mr. Blevins ' resignation be accepted with regret, as of March 15, 1948. Motion made by Mr. Selliken and seconded by Mr. Barber that Mr. Barber be appointed as Water Superintendent. Mr. Sel liken, Mr. Cook, Mr. Barber voted for and Mr. Wilde and Mr. Anicker voted against the motion. Mr. Anicker questioned the right of Mr. Barber to vote for himself as Super- intendent and asked that an opinion be given in writing by the attorney on this question.
