The 52nd regular meeting of the Board of Commissioners of the Tigard Water
District was called to order at 7:40 p.m. November 10, 1948, by the Chairman,
Harold L. Cook. Present: Commissioners Cook, Selliken, Osborne, and Barber.
The minutes of the 51st regular meeting of the Board held October 13,1948,
were read and approved by common consent.
The accountant collector's reports were submitted and studied. Motion made,
seconded, and carried that these reports be received and placed on file.

The commissioners expressed some concern as to the amount of time being charged
by Mrs. Hall for her services as clerk. Also, the amount of mileage charged by
Mr. Dickson in connection with his services as water superintendent.
A communication was received from Portland Gas & Coke Company regarding their
bill for repairs to a gas main on Greenburg Road. It was moved, seconded, and
carried that the matter of -;)ayment of this bill be laid on the table pending re-
ceipt of an opinion from Mr. Wheelock.
A communication was received from Mrs. Hall, clerk, recommending that money in
savings account be not used for payment of bond and interest. ,--44(ioeleek

stated that amount required to cover payment of bonds and interest is supplied
through tax levy so that no reason is apparent why the board should not use the
fund which ithas set aside for that purpose.
A communication was received from the State Board of Health re school for water
superintendents at Hillsboro on Friday, November 12. Motion was made, seconded,
and carried that Mr. Dickson. be authorized to attend.
A further communication was received from the State Board of health recommending
that the storage tank be drained, that it be swabbed down with a solution of
200 parts chlorine per million parts of water., ;nd that b_:fore it again be
placed in use that sample of water therefrom be submitted to an accredited
laboratory for test. Mr. Cook stated that he had discussed the contents of
the letter with Pr. Everts of the State Board of Health -nd had told Mr. Lverts
that the Foarc; e planning to make some provision for cleaning the tank.
i.r. Ie;,verts had stated that too much oil was being supplied to the pump and
that the pump was returning to the tank an emulsion of oil and water; that
this was not objectionable except when particles of the evulsion would be
found in water used for laundry purposes and the like. ,!r. everts had
recommended that the ;mens be flushed :ore often than usual in order to pre-
vent a ccumul-_tion, of the oil water emulsion fn the mains.

1Sr. Osborne had investigated the possibility of obtaining a second taeka
similar to the one new caned and in use by the district, end reported that
no more .,ar surplus tanks are available. he stated that the present tank is
a 42,Ce0 gallon tank and that a similar tank would have to come heti: Colorado.
The cost was ;2,100 for the tank plus cost of freight and installation. He
reported further that a P5,ULG gallon tank was available in Portland at a
cost of ,;2,50u. assembled. Further that the lational 'l'ank & ripe Company have
50,000 Fallon wooden tanks priced at :;1,900. to cost an estimated .e4,0U0.
erected and installed. At the reeuest of the chairman, the report was laid
on the table for further consideration at a later meeting.
i..r. dcheckla was present and stated that he owned a pipe line of either two
or two end one-quarter inch in diameter which had been laid abcut ten years
-previous on the road between the Air King :tanufacturing Company plant and the
Tigard Auto Court, which road has been dedicated to the public. He stated that
this pipe line was approximately 610 feet long and that the end of she pipe
line was approximately CO feet from the nearest water .main. He stated that the
pipe line had not been used for a period of () years. The water superintendent
was instructed to introduce water under pressure into the pipe line and test
it for leaks. The sropei•ty o wners along the road in question :.ere advised
that it would be up to them to purchase the line after which the 'water District
would take the pipe line over and maintain it . The superintendent is to report
at the next meeting of the Board as to the condition of the pipe.
Mr. :Wheelock instructed the Board as to its duties in connection with the
coming election. It was moved, seconded, and carried that iirs. walmon, tars.
ieyers and 1.1r-s. Frewing be elected judges and that '2drs. Leargaret Thompson be
elected alteLnate. It was moved, seconded, and .tarried that the date of the
election be december 6, ly48; that the time of the election be from 5:00 a.m.
tc b:CO p.m. on that date; that the place of the election be the Tigard Grade
School; that the secretary be instructed to post notices and prepare ballots
and sample ballots; and that the Board of Commissioners canvas the vote.

By motion duly made, seconded, and carried, the Board passed a resolution
submitting to the voters a matter of annexing lots 31 and 32, TIGARDVILT,r;
.SIGHTS, situate in the County of Washington, State of Oregon, according
to the duly recorded maps and plats thereof, and being in Section 11,
Township 2, South Range 1, Jest of the Willamette Meridian, as part of
the Tigard water District.
Mr. Y4heelock stated it was his opinion that an elector oe qualified to
vote at the Tigard vvater District election need not be a registered voter.
Specification was read calling for bids for the concrete slab at the
well site on which a future pump house may be erected. Bids were submitted
as follows : Mack and O'Mara, 342.50; home Building Service, 010.OU;
C. a.Janoe, y4OC.20. ;Moved, seconded and carried that the bid submitted
by Home Building Service of 4310.u0 be accepted and that Home Building
Service be awarded the contract.
