SPECIAL MEETING
April 27, 1949
Present: Messrs. Cook, Lenz, Selliken, Beals, Boennighausen,
Attorney Wheelock, Supt. Dickson, Mrs. Hall, and special
guests, Maclntyre & Rosebraugh and Mr. R. J. Strasser
At a special meeting called by Chairman Cook at his home, the meeting
was opened with a discussion of the present well, the working of the
pump, etc. Mr. Strasser of R. J. Strasser Drilling Company expressed
the opinion that if we were pumping almost to capacity at our present
well that our pump may be air locking as he has seen pumps do. It was
also his opinion that we wouldn't get much more water by lowering the
bowls of the present pump, but that it should put the bowls in water.
The matter of making this change in the pump was tabled until later in
the evening.
It was found on investigation that the Metzger ~dater District had come
in on the Red Rock Dairy Road with mains so that it would not be practical
to establish a new well on our lots in that territory.
\Mr. Wheelock advised that we have no right to lay a main outside of the
District and make a charge to persons outside of the District to connect
to it. Our charter covers only property within the immediate boundaries
of the District. If we want to serve areas outside of the District
we can furnish them water if they will provide the main and turn it over
to us and pay a reasonable rate for water or if they come and get the
water at the boundary of the District and pay whatever charge you want
to make for it there.
Mr. Cook stated that if we should drill a well at the junction of Gaarde
Avenue and Christensen Road, we couldn't bring the water in without laying
a main. Mr. Wheelock advised that in that case where we were bringing
water into the District with a main, that we could make a charge to hook
into that main to users along the way but that our primary purpose is to
serve users in the District and not outside of the District. We would
have to have a franchise from the County Court to lay the main from the
well to the boundaries of the District.
There was considerable discussion concerning placing of a well at the
junction of Gaarde Avenue and Christenson Road with a 400 foot elevation,
the same as our present well. Tanks for both wells should be equalized
and placed at the same level. Mr. Strasser advised he would be willing
t6 drill the well on the same basis as before; guaranteeing water at the
rate of 200 gallons per minute, for $5,000.001 with payments the interest
the same as aur present arrangement with him on the present well. He did
not recommend drilling another well on our present location.
Mr. Selliken found two different storage tanks, each 9'6" in diameter
and 38'0" long and holding 20,000 gallons. One of the tanks had a 5/16"
wall and the other 3/16". Both had been used for oil storage and could be
cleaned for $75.00 to $100.00, fit for municipal water purposes. The price
of the 5/16" tank delivered#s $1250.00, and the 3/16" $1,000.00. Mr. Cook
had checked with Beal Tank & Pipe Company and they advised the 5/16" thick
tank was a good buy and would recommend it.
The following were the final motions carried as the result of the general
discussion as to well site, tank and mains:
Motion carried that we investigate the possibility of purchasing a site
adjacent to Gaarde Avenue and Christensen Road. Mr. Cook instructed Mr. Beals
to make the investigation.
Motion carried that we purchase the tank from the Sunset Equipht Company
that is 5/16" thick, at a price of $1250.00 delivered to site at Tigard.
Motion carried that Superintendent be instructed to make a survey along
Gaarde Avenuq Christenson Road and Walnut Avenue and Fonner Road to ascertain
the number of possible users of water along the main right of way, informing
prospective users that the cost would be $160.00 to connect into the main,
with an additional $40.00 for meter installation, the price to include
fire hydrants along the road.
Motion made that we accept the bid R. M. Vdade and Company for lowering
the pump bowls in the well 30 feet be accepted. Motion seconded and carried.
Motion was also made that bill of Jack Simpson for graveling driveway be paid.
Motion seconded and carried.
Motion carried to adjourn meeting at 10:30 p.m.
