1. Purpose of task force-Mayor Dirksen outlined his idea in forming this task force-to receive community
input on what needs to be funded and where should the resources come from.
2. Introductions—The committee introduced themselves and indicated how long they have lived in
Tigard and their professional occupations.
3. Members were asked for their assessment of the city's current and future financial situation-
below is the listing of member comments:
• What did the city have or not have when downturn occurred?
• Problem-process of how property taxes are collected (3% ceiling)
• Businesses along Highway 99-not the vision for Tigard (hookah bars and tattoo shops)
• Downtown-what are we attracting?Is Tigard losing our identity?Downtown is not
attractive.
• Concerned with Tigard-school district,businesses need to attract families
• Post office is needed for Tigard that is not connected to Portland.
• Take advantage of what other thriving cities are doing.
• Is Tigard pro-business?
• City personnel is key and positive interactions.
• Expand city limits in order to expand tax base (as part of discussion)
• Would like to see more family friendly activities
• People don't think about the city until there is a problem.
• Don't feel like the Burnham St has brought the positive impact they thought it would yet.

• No core or identity.
• Need good quality businesses here.
• City's website is a good tool-communication needs to continue with citizens
Requests from the task force for additional resources:
✓ Laws of funding and how we fund services-what is funded by which fund-mail
funding information one week before 9/6 meeting-detail and overview
✓ Move funding discussion to next meeting (9/6)
✓ Per statute-what does city HAVE to provide
✓ Access to budget
✓ Bring money issues and how citizens have responded (election history and other
increases)
✓ Comps of other cities would be helpful
✓ Available land (Taylor Report)-Metzger,Bull Mountain, etc.?
✓ Financial forecasting
✓ What can't we touch?
✓ State revenue restrictions
✓ Compression explanation
✓ Mail Taylor Report to task force
✓ 2012 Budget transmittal to task force
The next Blue Ribbon Task Force meeting will be held on Thursday, September 06, 2012 at the
Public Works Auditorium, 7-OOpm
