1. Recap of previous meeting—Barry Albertson and Bob Smith did not receive the information that was
emailed. Barry Albertson's email needs to be verified.

2. Roundtable Questions—The committee members raised a variety of questions.
a. What does the City of Tigard really want? Comments below:
i. There was reference to the 2011 Survey stating more policing and maintenance of
infrastructure.
ii. The survey was more of a satisfaction survey rather than a visionary survey.
iii. Maybe a more specific survey should be sent out such as "If you had X amount of
dollars to spend,how will you spend it?"
b. What services/amenities do you want available in the City of Tigard?
c. What services will you be willing to approve or willing to pay with an increase in taxes?
i. The city needs to be more visionary. An example of the Parks Bond levy was given.
d. Communication was mentioned. If people know what and how their money is spent, they will
pass a bond. Example: Library
e. Does Tigard have an identity?
i. Are people driven by the services?Yes.
ii. People need an identity or connection to support something.
iii. Tigard has the marketing tools but needs more private investment rather than public.
1. How do we get private partnerships for Tigard?
iv. Beautification is a priority.
v. Community development and economic development are important.
1. There needs to be a reason for people to move here.
2. The city needs to do better at celebrating what we do well.

3. Should look at the demographics when offering services. Ex.-more older couples
without children are buying singlejamiyhomes.
f. There was discussion about creating a recreation center.
i. Suggestions that were discussed:
1. Is there a way to make the schools a recreation center?
2. Why can't Tigard partner with Tualatin for a recreation center?
Requests from the task force for additional resources:
✓ The available lands report
✓ Annexation Policy
✓ Grants
o A list of past grants that the city has applied for.
o A list of grants that the city applied for but was not awarded.
o A list of recent grants.
✓ The recruitment packet for the CD Director and Assistant Director positions.
✓ A report of what would make a developer come to Tigard.
The next Blue Ribbon Task Force meeting will be held on Thursday, September 27, 2012 at the
Public Works Auditorium, 7-OOpm
