1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:36 p.m.
2. Approval of Minutes — February 12, 2014
Commissioner Newham moved to approve the February 12, 2014, minutes.
Commissioner Henschel seconded the motion. The motion passed by a unanimous vote
of the commissioners present, with Commissioners Henschel,Jehnke and Newham
voting yes.
3. Public Comments
There were no comments from the public.
4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of February was approximately 4 million
gallons per day (mgd). This usage is normal for this time of year.
• Average water use for the month of March was approximately 4 million gallons
per day (mgd). This usage is normal for this time of year.
• Since January 2014, 82 million gallons (mg) were injected into aquifer storage and
recovery (ASR) well no. 2.
• Approximately 90 million gallons (mg)—or a 40-day supply—is stored in ASR
wells.
• Portland Water Bureau reported high turbidity due to recent rainstorms in
March.
Commissioner Henschel asked staff if any damage was reported to any of the storage tanks
after the recent earthquake.
Mr. Goodrich replied since it was a minor earthquake, no damage was detected.
5. Update on the Lake Oswego Tigard Water Partnership
Mr. Koellermeier spoke to the board and presented a slideshow on the progress of Lake
Oswego Tigard Water Partnership projects. A printout of the slideshow is available in the
I" record. Some of the highlights include:
• The partnership is currently waiting for a ruling from the Oregon Court of
Appeals regarding the appeal filed by WaterWatch.
• Construction contracts for Waluga Reservoir and Bonita Pump Station projects
will be awarded next week.
• The Trolley Bridge in Gladstone collapsed during construction and was removed
by Union Pacific Railroad.
Mr. Koellermeier offered to take the board members on a tour of partnership projects.
Several board members expressed interest in taking the tour.
6. Update on the Draft King City Agreement for Water Service
Mr. Koellermeier said the King City City Council had tabled its discussion of the
agreement because the King City city manager was ill. Mr. Kollermeier expects to have
something to report at the next I" meeting.
7. Briefing on a Proposed Fee to Restore Water Service on Weekends and Holidays
Mr. Goodrich noted there was a memo on this topic in the IWB packet. He spoke to the
board on a proposed fee to restore water service outside regular business hours. Water
customers typically have their service turned off for two reasons:
a. Their account is delinquent.
b. They request their water be turned off because they will be out of town for an
extended amount of time, like "snow birds."
Mr. Goodrich said there were three options with regard to restoring water service outside
regular business hours:
a. Tigard would not restore service outside regular business hours.
b. Tigard would restore service outside regular business hours at no charge to the
customer.
c. Tigard would restore service outside regular business hours and would charge the
customer a fee to recoup staff costs.
In response to a question from Commissioner Henschel, Mr. Goodrich said Tigard staff
restores service about 3 to 5 times per month outside normal business hours.
The consensus of the board was that Tigard staff should continue to restore service
outside regular business hours.
The board discussed whether the customer requesting the restoration should bear the
cost (option c), or whether this was a cost of doing business and should be factored into
all customers' rates (option b). Ultimately, the board supported option b and
recommended customers requesting after-hours restoration of their water service are not
charged an additional fee. However, the board indicated a willingness to re-visit the fee
again, particularly if the incidence of requests for after-hours service restoration
increases.

11. Adjournment
At 6:15 p.m. Commissioner Newham moved to adjourn the meeting. Commissioner
Jenke seconded the motion. The meeting adjourned by a unanimous vote of the
commissioners present with Commissioners Henschel,Jehnke and Newham voting yes.
