Update on photo red light program and communication efforts Presenter: Kent Wyatt, Communications Manager CCE members received an updated on the timeline for implementation of the photo red light program. Implementation was being delayed because of additional studies needed for permitting. City staff was working with the Oregon Department of Transportation to clarify a few issues including setbacks. As for communication efforts, there will be an educational campaign targeted at all parts of the community including Tigard High School students. Billboards, ads, in-person outreach, and social media are being used to raise awareness. CCE members asked: • Where can the community learn more about the details? • Who reviews the citations? • Does the light flash when an infraction happens? • What signage will be installed? Follow-up on July's discussion of the Police levy communication plan Presenter: Kent Wyatt, Communications Manager City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503-718-2481 1 www.tigard-or.gov I Page 1 of 3 Wyatt followed up on a previous CCE discussion on the Police levy communication plan. An internal city team is redesigning outreach materials based on feedback from the CCE and input received at the Street Fair and Latino Festival. The revised materials will use broad, easy to understand language. A CCE member encouraged less words, more images, and less paper handouts. CCE members expressed concern on whether Safe Routes to School projects would be relevant to the Tigard community at-large. They suggested looking for grants and other funding for Safe Routes. Wyatt reinforced the importance of tabling and conducting outreach to inform and educate people about the levy. He mentioned that materials will available in English and Spanish. City staff is working on a levy calculator where community members can learn how much the levy will cost them. A homeowner will just need to enter their address to find out the cost. CCE members had the following questions: • How does this affect renters? • How does this affect the elderly, people on fixed incomes? • How are police calls prioritized? • What does polling have to reflect before we move forward? Communicating with a diverse community Presenters: Kent Wyatt, Communications Manager& Eduardo Ramos, Digital Communications Coordinator Wyatt provided an overall of actions being taken to cultivate an inclusive community. The city has hired more bilingual employees, blind recruitment is being used, more information is being translated into Spanish, and employees are receiving the necessary training. Digital Communications Coordinator Eduardo Ramos highlighted the city's approach to posting messages in English and Spanish, development of the Language Access Plan, and how the city is connecting with more of the community. He mentioned certain key documents are being translated like material about photo traffic enforcement. CCE members had the following questions and comments: • Look into having translation services on the go. Could people carry around a tablet that could facilitate communication? • Celebrate heritage months. Recognize and collaborate on community events. • How will we reach other communities beyond Spanish-speaking? • Can we learn from the Tigard-Tualatin School District?
