05/17/2004 - Budget Minutes TIGARD WATER DISTRICT BUDGET MEETING Monday, May 17, 2004 Members Present: Beverly Froude, Janet Zeider, Marc Delphine Members Absent: George Rhine, Norm Penner Budget Committee Members: Bruce Stobbe, Mary Stobbe, Mel Jonely and Charlie Stalzer Staff Present: Tom Imdieke and Twila Willson Visitors Present: Mrs. Stalzer 1. Call to Order Commissioner Beverly Froude, acting as Budget Officer, called the meeting to order at 6:35 p.m. 2. Roll Call and Introductions Commissioner Froude asked Budget Committee Members and staff to introduce themselves. Janet Zeider affirmed the appointed budget committee members and Marc Delphine seconded the motion. The vote was unanimous. 3. Budget Message and Proposed Budget Tom Imdieke presented the proposed budget, reviewed the revenues, and explained that the same philosophy and approach was used as last year when developing the budget for FY 2004-2005. He explained that flexibility was built into the budget in order to abide by Oregon Budget Law and to also allow easy accessibility during the fiscal year to appropriate funds if the board desired to do so. Mr. lmdieke reviewed each of the expenditure categories and clarified any questions from board members. 4. 2004/2005 Fiscal Year Budget Discussion The meeting was opened up for discussion by the Budget Committee Members. A question was raised about the utility billing process and why it was handled by an agency in Vancouver, Washington and not the City of Tigard. Mr. lmdieke explained: Tigard Water District Budget Committee Meeting Minutes - 1 - May 17,2004 ■ Tigard downloads the meter reading information into the software, prints the billings, reviews for accuracy then sends to mailing house ■ Out-sourced utility billing mailing house folds, stuffs and mails the bill ■ More cost effective for Tigard ■ Clark County PUD along with the City of Vancouver, invested $250,000 in receipting equipment and software ■ Tigard contracts with them to pick up payments at 7:00 a.m., receipt and deposit in bank by 3:00 pm the same day ■ Cost effective move for Tigard as our equipment needed to be replaced ■ Other methods of payment are available to the public, such as drop boxes throughout the area, on-line credit card payments, automatic withdrawal from checking accounts, office payments ■ Information about the various process changes was included in utility billing stuffers and also on the back of the utility bill The committee discussed the various drop box locations within the area and asked that Tom lmdieke check into why McCann's is no longer a drop box location. There were also questions about the ASR projects and the fluoride issue. Commissioner Beverly Froude explained that ASR wells allow Tigard to store water for use in the future and reduces the need to depend on the City of Portland for water that much less. She went on to explain that there was a flyer distributed with utility bills explaining about the fluoride issue from water coming through the Joint Water Commission via Beaverton. There have been very few people respond to the fluoride issue. There will be monitoring at various locations throughout the water service area to determine what the fluoride level is with the mixture of water received from various sources. She went on to explain that Tigard does not have many water supply options and shutting water off from the JWC is not an option. She further stated that Richard Sattler was a good contact for more information about fluoride. A question arose as to how annexation to King City verses Tigard would affect the budget and Mr. lmdieke explained that the projected amount received from the 1% revenue would change. Tigard Water District would receive revenue of 1% only on the remaining unincorporated area. Commissioner Froude explained that the cities of King City, Durham, Tigard and the TWD (unincorporated area of Washington County) make up the Tigard Water Service Area. Commissioner Delphine asked if money that was not spent could be used to reduce water rates and Mr. lmdieke said that the revenue could be returned to the overall revenue stream and it would benefit the entire service area, not just a select area. 5. Public Hearing and Discussion The Budget Committee discussion was closed and a public hearing was opened. There was no public discussion and the public hearing was closed. 6. Budget Recommendation and Approval Mel Jonely motioned to approve the budget for FY 2004-05 as proposed and Charlie Stalzer seconded the motion. The vote to accept the proposed budget was unanimous. Tigard Water District Budget Committee Meeting Minutes -2- May 17,2004 On June 28, 2004, the Tigard Water District is scheduled to consider the adoption of the budget. Mr. lmdieke stated he would advertise the meeting in the Tigard Times with the approved budget. There was a brief discussion about the Aquifer Storage and Recovery process and the various locations and proposed locations. Commissioner Froude encouraged interested citizens to attend the neighborhood meeting that Brian Rager had scheduled on May 25, which would explain the ASR process further. 7. Adjournment Commissioner Marc Delphine motioned to adjourn the Tigard Budget Committee Meeting and Mel Jonely seconded the motion.
