Call to Order: Chair Bass called the meeting to order at 6:31 pm Roll Call—Joe Approval of June 4 and August 6, 2014 Meeting Summary—the meeting summary for both dates were approved. Visitor Comment—None 2. Comments on August TriMet Presentation/Venue It was the consensus of the Committee that the presentation was very informative and that the more public venue was more inviting to the public. It was decided to hold the next meeting at a different location if possible. 3. Update on the Capital Improvement Plan Carissa noted that the Capital Improvement Project (CIP) process has been refined to make it more efficient. The needs assessments will be developed from the City of Tigard's Master Plans, Area Plans and the Strategic Plan. The transportation strategies team will prioritize projects and forward the list to the City Manager who then reviews it and submits it to City Council. The list is then sent out for a two-week comment period. Comments are solicited from TTAC, CCAC and PRAB as well as the public. Preparation for Sept 16 joint meeting with Council Discussion took place regarding the format of the upcoming annual report to the City-Council. Judith stated the format is open and does not need to be the same as previous years. Councilor Woodard suggested talking about the TTAC top three transportation projects or about how the CIP process can be improved. He noted it is an informal process and helpful if each member present shared a brief introduction and their reasons for being part of TTAC. In preparation each member shared their reasons. Steven compiled and reviewed the list and will share it with Council. 5. TTAC Recruiting coming up Mike encouraged TTAC members to invite friends and family to apply for the openings. Applications will be sent early October to those with expiring terms (Steven Bass, Erik Halstead, Mark Carleton) and they will be due October 20, 2014. 6. Other Updates Judith gave an update on the Southwest Corridor Steering Committee. One of the main issues for the Tigard portion was branching which would alternate part of a route between Tualatin and Tigard,allowing service to both areas without impacting transit time. She will ask someone from the Steering Committee to attend the November TTAC meeting. Mike stated traffic patterns around Wal-Mart are being monitored. The 72nd Avenue project is ongoing and will include a two-week road closure from Beveland to Dartmouth. Work is continuing on the Walnut Street project including the signal at 135`"Avenue. The Gaarde/McDonald and 99W intersection is still planned for next year. He also stated Tour de Parks takes place on Saturday, September 13`''with a bike skills rodeo at 11 a.m.,ride at 1 p.m. Elaine noted the TDA has inviting all Committees to join them for the Oregon Main Street annual conference held in McMinnville in October. 7. ABOUT THE VISION: • Goal is to create a unique, vibrant identity for the city—not a vision that could describe any city anywhere. • Walkable doesn't mean anti-car or anti-public transportation, it is about leveraging the existing trail system and green spaces. • Interconnected has many meanings: Connecting people to the city, people to people,work/shop/ play,technology, physical connections, social connections,transportation, etc. • The statement does not imply the city does or does not have a role in providing services to connect people and/or make people "healthy"—it is about building and providing the space for connections and healthy lifestyles to happen as people wish. • The vision should drive future decisions about where the city places priorities and investments— needs to be a deliberate set of steps to make it happen. '' • 100 percent of our residents have access to a densely 'F , networked trail system designed for universal access and the mobility-impaired. _ • Fully accessible connections are made via pathways and/or sidewalk connections. • Improve Tigard's walkability score—currently 51 ` http://www.walkscore.com/OR/Tigard. Q2 The trail system is used for all kinds of trips. • The system is safe.All parts are comfortable for everyone to use—i.e., no segments are avoided because of real or perceived safety issues. • The walking/transit connection is creatively engaged. Creative transit solutions, like local van shuttle service, are available to bridge gaps where trips (or portions of trips)would be otherwise infeasible for walking. • This deals with trips within the city as well as trips leading into/out of the city. • The transit waiting experience is improved. • Transit stops protected from weather and are aesthetically pleasing. • Sidewalks are a part of the plan, especially in relation to connections to transit stops. and key entry points of the pathway network. �3 The city's development patterns, over time, are influenced by the densely networked trail system. • Pathway system and businesses begin to complement each other. City of Tigard Strategic Plan DISCUSSION DRAFT I November 5,2013 Page 6 Purpose and Process PURPOSE: • The goal of the City of Tigard Strategic Plan is to provide guidance and direction for the city's priorities over the long term (next 20-30 years). Proactively planning for the city's growth provides an opportunity to grow the city in a way that is thoughtful and unique.This plan does this by leveraging and building on Tigard's existing strengths and aiming to continue to grow Tigard as a thriving, desirable place to live,work and play. • This Strategic Plan will also inform the allocation of limited city resources to both long and short term goals.
