Others Present: TCAC Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Ruggiero called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The May 12, 2021 TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS—N/A 4. PUBLIC COMMENT—N/A 5. FOLLOW UP FROM PREVIOUS MEETING —N/A 6. MAIN STREET GREEN STREET PH. 2 UPDATE Andy gave a brief update using the Concept Plan included with the Agenda. He noted that the mid- block crossing between Commercial and Scoffins will have a Rectangular Rapid Flashing Beacon (RRFB). The bus stops will be reduced to two and there will be shelters. There will be a construction moratorium between November 25, 2021 and January 1, 2022. A variety of methods are under consideration to make the public aware businesses are open during construction. The project is anticipated to start in the fall this year and be complete by fall 2022. The light poles from Phase 1 are no longer supported by PGE,but the Phase 2 light poles will look similar. The estimated cost is $4.2 million. Commissioners asked about also having an RRFB at Commercial and the possibility of having the buses pull out of traffic to prevent traffic jams when they stop. Creating a bus pull out would result in the loss of parking spaces,but Andy will check on those and an additional RRFB. Currently there is a net loss of three parking spaces in the plan. He will also look at the stormwater drainage at a business near a planned stormwater treatment swale. Page 1 of 2 TOWN CENTER ADVISORY COMMISSION June 9, 2021 7. TCDA BUDGET UPDATE Sean briefly reviewed the final budget included with the Agenda. He noted that budget amendments are possible in the future if needs change. An advisor is assisting in the acquisition of park land in the Triangle. 8. SUBSTANTIAL AMENDMENT UPDATE Sean noted the Amendment passed with 65 percent of the vote in favor,which will allow additional projects,including completion of the Universal Plaza and contributions toward a parking structure at the combined city offices building (if approved by voters.) 9. CITY CENTER 5-YEAR WORKPLAN OVERVIEW Sean briefly reviewed the workplan included with the Agenda. lighting for the Fanno Creek Trail will be added.The downtown transit center can be redeveloped if TriMet relocates it,but this would likely only occur if the SW Corridor project is built. 10. DOWNTOWN PARKING Sean briefly discussed some of the options available to create more turnover with the existing parking spots and will e-mail Commissioners research supporting parking management options. He noted there are 48 private parking lots with over 1,000 spaces in downtown. There are some businesses that share parking through mutual agreement, and it might be possible to incentivize more coordination which could free up spots currently occupied by employees. A new parking management study will be completed in the fall. 11. SUBCOMMITTEE UPDATES Elise noted the new light on 72nd is still not active.Justin noted that CPAH is interested in the condo land trust and in working with Proud Ground and they answered an RFP from Washington County on affordable housing. 12. NON-AGENDA ITEMS A. The August TCAC meeting is cancelled as Sean will be unavailable. 13. ADJOURN MEETING The meeting adjourned at 8:30 pm. Key Project Objectives include: Land use • Developing recommendations to streamline the design review process and development standards in downtown. • Facilitate new development, especially mixed-use and affordable housing. • Determine the right use mix, densities, and spatial layout. • Increase the maximum allowable density in the plan district. • Update zoning district code, including design standards and zone boundaries. • Identify strategies for housing, economic development, equitable development, anti- displacement and sustainability/green development. • Analyze potential for and benefits of Multimodal Mixed-Use Area designation. • Protect and provide access to the Fanno Creek Regional Trail, Fanno Creek Park, and the Tigard Street Heritage Trail. • Planning guided by an equitable and accessible planning process which empowers community members to define priorities for the project area and inform recommendations. Transportation • Refine the multimodal corridor plan for Hall Boulevard centered around design, safety and access with coordinated land uses along the corridor. • Identify multimodal connectivity and circulation improvements throughout downtown that support desired development and enhance connectivity within downtown and connections to adjacent areas and beyond. • Identify parking & curbside management strategies that can be better integrated with current and future development to reduce reliance on single-occupancy vehicles. • Add to the new TSP and update the Downtown Connectivity Plan project lists. • Planning guided by an equitable and accessible planning process which empowers community members to define priorities for the project area and inform recommendations. These objectives may evolve as findings from concurrent planning projects help feed into the project scope.
