A RESOLUTION REPEALING RESOLUTION 20-50, EXPANDING ELIGIBILITY FOR TIGARD'S
PROGRAM TO PROVIDE A MONTHLY UTILITY PAYMENT FOR UTILITY BILLING CUSTOMERS
FINANCIALLY AFFECTED BY THE COVID-19 PANDEMIC, EXTENDING THE DURATION OF
THE PROGRAM UNTIL FUNDS ARE EXPENDED, AND COMBINING THE RESIDENTIAL AND
BUSINESS PROGRAM FUNDS
WHEREAS, on March 17, 2020, Tigard City Council passed Resolution No. 20-14, declaring an emergency
related to COVID-19 and temporarily waiving late fees and shutoff actions on utility accounts until the end
of the emergency; and
WHEREAS, the City's emergency declaration has been extended multiple times and is currently set to expire
June 30, 2021; and
WHEREAS, on October 20, 2020, Tigard City Council passed Resolution No. 20-50, approving a monthly
utility credit of up to the full amount per month for residential utility customers, up to $500 per month for
business customers, and up to $100 for residents of multifamily units in the Tigard Water Service Area who
negatively affected by the COVID-19 pandemic;and
WHEREAS, the Tigard Aid program currently limits eligibility to customers who have become unemployed or
underemployed due to COVID-19. Some have reported other negative financial impacts that have limited their
ability to pay their City of Tigard utility bill. Expanding eligibility will allow these customers to access Tigard Aid
funds; and
WHEREAS, the financial effects of the COVID-19 pandemic are still being felt by many City of Tigard utility
customers and will continue to be felt into the future for an unspecified amount of time.Extending the program
until funds are expended will allow for more households and businesses negatively affected by the pandemic to
have a chance to access these funds if they have not already;and
WHEREAS the demand for residential assistance has greatly outpaced commercial assistance, so the
recommendation is to no longer allocate funds separately and instead focus on the greater need.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: Resolution No.20-50 is repealed and replaced with this resolution.
SECTION 2: Upon verification of unemployment, underemployment, or other negative financial impacts
associated with the COVID-19 pandemic, as determined by the City of Tigard, the City may
credit up to the full amount per month towards a residential customer's Tigard utility account
bill,up to$500 per month for a commercial customer's account,or up to$100 for residents of
multifamily units in the Tigard Water Service Area who do not directly pay their utility bill.The
credit is available to all residential and commercial customers served by a Tigard utility,
including customers outside the city limits for whom Tigard provides water service.A customer
must reapply for the credit each month in order to continue receiving it.
SECTION 3: This utility bill payment program will remain in effect until funds are expended.

SECTION 4: The City will combine the residential program allocation with the business program allocation
into one $404,000 allocation, of remaining funds, from which both residential and business
program funds will be drawn.
