06/25/2001 - Minutes TIGARD WATER DISTRICT BOARD OF COMMISSIONER'S MEETING Monday, June 25, 2001 Members Present: David Strauss, Beverly Froude, George Rhine and Norm Penner Staff Present: Ed Wegner and Twila Willson Visitors Present: Mary Stobbe and Bruce Stobbe 1. Call to Order The regular meeting of the Tigard Water District Board of Commissioners was called to order by Commissioner David Strauss at 7:00 p.m. 2. Roll Call and Introductions Staff called the roll. Bruce Stobbe and Mary Stobbe were introduced to the Board. They were elected to fill the vacated seats on the Tigard Water District Board of Commissioners and would be sworn in later in the meeting. 3. Approval of Minutes— May 22, 2001 Commissioner George Rhine motioned to accept the minutes for the May 22, 2001, meeting. Commissioner Beverly Froude seconded the motion. The vote was unanimous to accept the minutes as submitted. 4. Visitor's Comments - None 5. Approval of FY 2001-2002 Budget - George Rhine Commissioner Rhine opened the floor for discussion, questions about the budget, or a motion to approve. Commissioner Rhine motioned to accept the budget at presented. Commissioner Beverly Froude seconded the motion. The budget was unanimously approved as proposed. The Resolution was distributed for signing by the Board members. Tigard Water District Minutes - 1 - June 25,2001 6. Intergovernmental Water Board Update- Norm Penner Commissioner Penner proceeded to give an update of the June 13, 2001, IWB meeting. Aquifer Storage and Recovery (ASR) Project- The consultants gave their report of the results of the Phase I Feasibility Study at that meeting. He has the complete copy of the report for anyone wanting to read the entire report. Commissioner Penner distributed copies of the Executive Summary of the report. Some of the important points of the ASR report findings were highlighted: • There were no fatal flaws discovered • Aquifer size is unknown , but it is thought to be very large (approx. 4 billion gallons) • Capable of producing 6 mgd for up to eight months • 25% leakage is anticipated through discharge into old springs or urban area wells • Monitoring system will monitor springs and wells and look for overflows • Potential flooding will be avoided by monitoring the injection well The aquifer has been de-watered over the past years. More water has been removed from it than has been put back by natural percolation. Adding water to the aquifer would not create an unnatural phenomenon, but would re-establish the water quantity closer to what it was before the process of drawing water out began. Ed Wegner stated that the aquifer would not be entirely filled for about 50 years or more because what is being taken out would be close to what is put into it. Commissioner Penner added that less that 30% would be recharged over the next 5-10 years. The purpose of Phase 2 is to monitor the consequences in the pilot study. Mr. Wegner said a new production well would be drilled for Phase 2 and the current existing production well would be used for the injection and monitoring well. Commissioner Penner stated that the overall opinion of the Intergovernmental Water Board was to proceed with Phase 2, but they did not want to make a.decision about proceeding until a consensus was received from the respective Boards and Councils of the involved entities. A discussion ensued, which brought up the following points of interest and concern: • Pollution potentials?—Treated winter water would be purchased for storage, testing is done when water is removed, and chlorine added to all drinking water. • Water does not go through a filtering system. • Name of aquifer should not be identified with Bull Mountain as it is not on the mountain. • Reservoir sites will be at high elevations. • Two suggested reservoir sites are near the new school on Bull Mountain Rd. and the Sunrise Lane area, but the sites are still undetermined. • Aquifers are determined by geological studies to determine size, depth and geographic location. • This aquifer is not connected with the Beaverton aquifer. Tigard Water District Minutes -2- June 25,2001 Commissioner Penner requested how the Board wanted him to represent the Tigard Water District with the Intergovernmental Water Board. Mr. Wegner said that it would cost money to proceed with Phase 2, but the system would bridge the gap. Other water supply sources, i.e., Joint Water Commission or Portland, are 10-12 years off and still "iffy". Brief Proposed Timetable Approval hoped for by July 2001 July—contract awarded Sept./Oct. — Drill new well and improvements to existing well Nov./Dec. — Begin injecting water August—Test water July—Sept. 2002—enough stored water to get through summer peaks More topics of concern and interest: • Present budget covers the first steps of this project • May ask for revenue bonds to do further expansion of the project • Public understanding of the ASR process has been sought through publicity in newspapers • Citizens for Safe Water are in favor of the project • Chlorine problems in water have occurred when Portland adds too much chlorine causing complaints about the odor and color, not the taste • Fluoride is not added to the water; hasn't passed legislature • Phase 2 will not succeed if the taste and quality of the water is different The Board members decided that the ASR project was a good interim step to guarantee water and directed Commissioner to represent the TWD as being interested in proceeding with Phase 2 of the Pilot Plan. Commissioner Penner continued with the IWB meeting update. Joint Water Commission —Memorandum of Understanding has been signed between the City of Tigard and JWC. Plans continue to develop water from that source, namely the Scoggins Reservoir. New reservoir to be built on Cooper Mountain. If Tigard was unable to become a member of the JWD, there is a buy out clause included. Portland Contract—Tigard, Gresham, Clackamas River Water, Tualatin said they were interested in pursuing the regional plan. The progress is slow. An interim contract is wanted no matter what develops. Unified Sewerage Agency's new name is Clean Water Services. Conservation efforts are asking for participation in voluntary even/odd watering days based on street numbers. With cooler weather, it's hard to convince citizens of the importance of conserving water. Staff has been making rounds to civic clubs, homeowners associations, banks, etc., to promote this effort. "Let's Conserve" magnets were distributed to the Board members. Tigard Water District Minutes -3 - June 25,2001 Mr. Wegner informed the TWD that the complete ASR— Phase I Report by Montgomery Watson, containing lots of geotechnical terminology, is located in the Tigard Library and Public Works offices. 7. Swearing in Ceremony Bruce Stobbe and Mary Stobbe each individually read the Oath of Commission of the Tigard Water District Board. They were welcomed as members of the Board. 8. Non-Agenda Items Commissioner Froude recommended selecting new officers. The Board began the process of selecting new officers when Ed Wegner stated that legally the selection should not take place until after July 1st when Bruce and Mary Stobbe could also participate. It was proposed that Commissioner George Rhine should serve as the interim chairperson until selection of all new officers could be performed. 9. Set next meeting date The Board decided that there would be no need to meet during the summer months. The regular monthly meeting date would still be scheduled, but not necessarily held unless there was a real need to do so. The next meeting was scheduled for August 27th and would be held in the Tigard Water District Auditorium. 10. Adjournment Commissioner David Strauss commented that when he took office five or six years ago, there was the big problem of a water source existing and unfortunately that same problem still exists. Perhaps there is no answer to the problem. He stated that the poor wording of the Intergovernmental Agreement has been part of the problem and instead of uniting the four groups tends to separate them. The four diverse entities that comprise the IWB, however, still attempt to work together to solve the water problem. He stated it had been a pleasure serving with the other TWD Board Members.
