Attachments Resolution of Thanks for Youth Councilor Calderon CITY OF TIGARD,OREGON TIGARD CITY COUNCIL RESOLUTION NO.21- A RESOLUTION THANKING EMILIO CALDERON FOR HIS SERVICE AS TIGARD'S YOUTH CITY COUNCILOR WHEREAS,Emilio Calderon's term of service will end on June 30, 2021,contributing a full year of outstanding service to the City of Tigard,Oregon as our Youth City Councilor; and WHEREAS,Councilor Calderon has earned the admiration of his fellow Council members and city staff for his good humor,dedication, enthusiasm and professionalism in carrying out his responsibilities as Tigard's Youth City Councilor since July 1,2020; and WHEREAS, Councilor Calderon wrote an inspiring essay and interviewed well for the Youth City Councilor position, displaying an ability to grasp big issues and connect them to the important role youth have in an inclusive community, thereby demonstrating his advocacy for youth in the city; and WHEREAS, Councilor Calderon proved himself to be an able youth ambassador during a period of great change. He advanced current City Council goals, contributed to the creation of new two-year Council goals,participated in the selection of a new City Manager and a new Municipal Court Judge, contributed to the creation of the Public Safety Advisory Board,reviewed the city's annual budget as a Budget Committee member, served as the City Council liaison to the Youth Advisory Council and shined as an enthusiastic advocate for community outreach and mentorship under extremely challenging conditions required by Covid-19; and WHEREAS,Councilor Calderon's exemplary service to Tigard's youth was recently recognized by the Tigard Chamber of Commerce by naming him 2021's Tigard Youth Volunteer of the year. This award honors a youth volunteer who makes a difference in the community and Emilio's generous contribution of dedication, energy and community spirit was especially noteworthy; and WHEREAS, Councilor Calderon's consistent participation in weekly Council meetings impressed his fellow City Councilors and city staff for his preparedness on a variety of subjects,dependable advocacy for the youth viewpoint,his willingness to challenge himself and expand his knowledge and skills with valuable questions. Staff presenters and City Council members enjoyed Councilor Calderon's humor and perspective during a Washington Square Regional Center briefing in January.Data showed support for car dealerships around the regional site and Councilor Calderon waited until the presenter finished and called for questions to pose this query, "Why would people want car dealerships?"which gave the presenter an opportunity to share the employment and tax revenue benefits these businesses bring to a community; and WHEREAS,Councilor Calderon maintained a high standard for communication and participation on issues like climate, financial relief for businesses and community members during a pandemic, volunteering,homelessness and racial equity and engagement; and WHEREAS,Councilor Calderon contributed his talents and perspective to the city in a time of unprecedented challenge and set about forming mutually respectful and enjoyable relationships with residents,city staff and elected officials; and RESOLUTION NO.21- Page 1 WHEREAS, Councilor Calderon has admirably represented the City of Tigard in the past year and set a high standard for future Youth City Councilors. STAFF RECOMMENDATION /ACTION REQUEST Staff Recommends the City Council's approval of the Appointment Advisory Committee's choices for Tigard Library Board Member and Alternate. KEY FACTS AND INFORMATION SUMMARY With terms ending for three Tigard Public Library Board Members and one Alternate on June 30,2021,we began our search for new members by advertising these openings in the Library lobby, on social media, and on the City's website. This year,we worked with Nicole Hendrix and Eduardo Ramos on an updated application and interview process with a goal of greater equity and diversity in board applicants.We received nine applications for our four open positions. Interviews of all nine applicants were conducted by the Mayor's Appointment Advisory Committee of Council President Lueb and Director of Library Services Halsted Bernard on Wednesday,June 2, 2021. Council President Lueb and Director Bernard were impressed with the four appointees' commitment to the Library's vision of being a community hub for knowledge and enrichment where everyone is welcome. Each appointee brought specific examples of how they would advise the library team in improving access to resources for all community members. Returning Board Member Mary Bogert and new appointee Candice Coleman were selected for the four-year terms as a Member effective July 1, 2021 through June 30, 2025. Elena Knepprath was selected for the three-year term as a Member, effective July 1, 2021 through June 30, 2024. Alan Smith was selected for the role as an Alternate for a two-year term effective July 1, 2021 through June 30,2023. Mayor-City of Tigard AT!'hST: City Recorder-City of Tigard RESOLUTION NO. 19- Page 1 LIBRARY BOARD APPOINTEE BIOS 2021-2022 MARY BOGERT Mary Bogert and her husband have lived in Tigard for 35 years. Mary graduated with a B.S.from Oregon State University.When her children were young, she volunteered in their classrooms at school. She is now retired from the TTSD where she was the director of the community-based preschool, Little Tigers, at Tigard High School. She is now active at the St. Vincent de Paul Food Pantry. Mary is a lifelong library user. This will be Mary's second term serving on the Library Board. As a Board Member she is finding more ways to be involved in the library in addition to the volunteer services she has provided to the Library in the past. Mary is appreciative to the Council and the City of Tigard for their support of the library. She offered her thanks to the Council for the opportunity to serve on the board. CANDICE COLEMAN Candice Coleman hailed from Minnesota when they arrived in Tigard in 2007. She currently works as a Project Manager for Raise Agent, a company providing strategic fundraising consultation, event planning, and management to local non-profits. She has extensive background in performing arts and event management. One of her first volunteer experiences was assisting with the summer reading program at her local library when she was 12 years old. Candice has been very active as a volunteer at her children's schools, including holding the position of President on the Parent Support Organization (PSO) at Durham Elementary for two years. She has also been a Girl Scout leader for the past seven years. Her children have grown up attending story times and events at the Tigard Public Library and as a family have developed connections with the staff at the library over the years. She feels it is an important place in the community for her family. Candice is looking forward to her time as a Tigard Library Board Member and is thankful for this opportunity to help in her community. ELENA KNEPPRATH Elena Knepprath's family immigrated to Portland from Russia and she grew up in the Portland/Gresham area. She has her master's in social work and a BA in Communication Studies. Elena is a Mental Health Therapist with LinkTherapy and the Mental Health Care Coordinator for TTSD with Lifeworks. She met her husband volunteering at Night Strike with Bridgetown Ministries, a homeless outreach program that provided weekly meals, clothing, haircuts and hygiene services to those experiencing homelessness in downtown Portland. Elena and her husband were living in the Rockwood/Gresham area prior to their move to Tigard in 2010. Elena has served with AmeriCorps at Human Solutions in Portland, volunteered with Meals on Wheels/Meals for Kids, and Packed with Pride. During the pandemic and as a response/in support of the Black Lives Matter movement she coordinated a small fundraiser called Reading Representation, to provide books with diverse characters to Community Partners for Affordable Housing, TTSD Early Childhood programs, and Little Libraries in Tigard. Elena and her family are active members and big fans of the Tigard Public Library. They walk to the library many times throughout the year (rain, snow, or shine). They are avid readers and love what the library offers and represents. Her five-year-old daughter grew up going to the Tigard Library, including story times, pajama parties, and the Friends of the Library book sales. Elena is excited to serve the Library through the Board! ALAN SMITH Alan Smith has lived in Tigard for 28 years. He grew up in Beaverton, but has lived in several states (VA,WV, and CA)after university before returning to the Portland-area.Alan obtained a BS from Oregon State and an MS from Virginia Tech—both in forest recreation management. Alan is now retired. Most recently, he worked for the Oregon Nurses Association in an Information Technology role. Prior to that he worked at Tektronix, also in an IT managerial role. Alan is currently a leader with the Tigard Community Emergency Response Team. He was part of this group's great effort this past year in helping at over 60 vaccination clinics in the area. He has been on the Board of the Oregon Road Runners Club, a local non-profit dedicated to health and exercise through running and walking events. His family has been active users of the Tigard Library for years and enjoys its services.Alan feels the Tigard Library is a great community resource and wanted to join the Library Board to help achieve its goals. Alan is thankful to the City Council for this opportunity to serve the community in a new capacity! STAFF RECOMMENDATION /ACTION REQUEST Staff recommends extension of the emergency declaration. KEY FACTS AND INFORMATION SUMMARY This is the eighth extension of the City's Covid-19 emergency declaration. The original declaration was ratified by Council over one year ago, on March 17, 2020. The emergency declaration allows for coordination with outside entities for assistance,including facilitating reimbursement for costs of supplies,materials, and overtime as well as authorizing personnel policies around leave and remote work, among other things. OTHER ALTERNATIVES Council could allow the current emergency declaration to expire or extend to a different date. Attachments Resolution CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 21- A RESOLUTION OF THE CITY OF TIGARD EXTENDING THE CITY'S EMERGENCY DECLARATION RELATED TO COVID-19 WHEREAS,Tigard Municipal Code (TMC) Chapter 7.74, the City's Emergency Management Code, as well as ORS 401.305, authorize the City to establish an emergency management agency, including the authority to establish policies and protocols for defining and directing responsibilities during a time of emergency;and WHEREAS,pursuant to TMC 7.74.040,a local emergency exists whenever the City or an area impacting part of the City is suffering, or in imminent danger of suffering, an incident that may cause injury or death to persons, including a disease or pandemic;and WHEREAS,TMC 7.74 and ORS 401.309 authorize certain actions to be taken during a state of emergency when necessary for public safety or for the efficient conduct of activities to minimize or mitigate the effects of the emergency;and WHEREAS,the Governor has declared a state of emergency for the State of Oregon and the Washington County Board of Commissioners has declared a state of emergency for Washington County;and WHEREAS,this declaration is in support of the COVID-19 public health response;and WHEREAS,pursuant to TMC 7.74.070, the Tigard City Council ratified the Mayor's emergency declaration on March 17,2020;and WHEREAS,TMC 7.74.070.E says that the declaration must limit the duration of the state of emergency to the period of time during which the conditions giving rise to the declaration exist or are likely to remain in existence;and WHEREAS,on April 21,2020,the Tigard City Council extended the duration of the City's emergency declaration to May 31,2020;and WHEREAS, on May 26, 2020, the Tigard City Council extended the duration of the City's emergency declaration to June 30,2020; and WHEREAS, on June 23, 2020, the Tigard City Council extended the duration of the City's emergency declaration to July 31, 2020;and WHEREAS, on July 28, 2020, the Tigard City Council extended the duration of the City's emergency declaration to September 30, 2020; and WHEREAS, on September 22, 2020, the Tigard City Council extended the duration of the City's emergency declaration to December 2,2020; and WHEREAS, on December 1, 2020, the Tigard City Council extended the duration of the City's emergency declaration to March 31, 2021; and RESOLUTION NO. 21- Page 1 WHEREAS, on March 23, 2021, the Tigard City Council extended the duration of the City's emergency declaration to June 30, 2021;and WHEREAS, Council fords it necessary to extend the emergency declaration in order to continue its response efforts. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The Tigard City Council declares the response to COVID-19 constitutes a continuing state of emergency. SECTION 2: The local emergency exists within the territorial limits of the City of Tigard. SECTION 3: COVID-19 constitutes an urgent threat to public health, requiring additional resources and protective measures to protect the health of City staff, family members, and the Tigard community. SECTION 4: A local emergency authorizes City officials to take the following measures: A. The City and its officials are authorized to take such actions and issue such orders as described in Tigard Municipal Code 7.74 as are determined necessary to protect lives and property and to efficiently conduct activities that minimize or mitigate the effect of the emergency. B. The emergency procurement of goods and services is authorized pursuant to the Oregon Public Contracting Code,Tigard Municipal Code 2.46, and the City of Tigard Local Contract Review Board Public Contracting Rules. C. To protect the health of City employees,the City may issue emergency rules or guidance on the use of sick leave,telework,remote work, or other policies that will be in effect only for the duration of the emergency. D. To respond to the emergency,and to particularly ease burdens on businesses and service sector workers,the City may relax or adjust enforcement of City codes,including but not limited to parking restrictions downtown. E. To continue to manage and receive necessary supplies and assistance,including but not limited to personal protective equipment, the City has activated its Emergency Operations Center and centralized logistics. The City may request additional assistance as needed,including through mutual assistance agreements,the Cooperative Public Agencies of Washington County (CPAWC),Medical Reserve Corps,and the American Red Cross,among others. SECTION 5: This declaration of emergency will remain in effect until 12pm on August 31,2021. SECTION 6: This resolution repeals and replaces Resolution 21-10 and is effective immediately upon passage. RESOLUTION NO.21- Page 2 PASSED: This day of 2021. Funds are still available, and we would like to let customers make more use of the funds. •Many Utility Billing customers have requested Tigard AID,but have not met the narrow eligibility criteria only meant for those who have become unemployed or underemployed due to the pandemic. These customers have been affected in other ways, for example, some have had increased childcare costs. Others have reported increased COVID-19 related expenses due to quarantining at home or providing care for family members. This has forced them to divert funds that they would normally use to pay their utility bill. •Commercial customers have not made use of Tigard AID at the same rate that residential customers have. Combining both funds into one will allow use based on need. STAFF RECOMMENDATION /ACTION REQUEST The team recommends Council approving this resiolution. This resolution will provide the following: •Expanded eligibly guidelines to include utility customers experiencing negative financial impacts due to the pandemic, not limited to unemployment and underemployment •An extension on the duration of the program, allowing more customers to take advantage of the assistance program •A change to the funding structure allowing the funds to be used by the customers with greatest need, combining both residential and business program allocations KEY FACTS AND INFORMATION SUMMARY •The Tigard Aid programs are set to expire on June 30, 2021. Funds allocated to the programs are still available (approxiately$404,000) and there remains a need in the community for programs that provide support and assistance. The Utility Billing team continues to encourage customers to take advantage of the programs but many customers do not meet the qualifications for the programs. While they have not had their income affected by the pandemic they have experienced an increase of expenses because of it. With rates set to increase on July 1,2021 continuing and expanding the Tigard Aid programs will allow customers in need to take advantage of them. We will continue to activiely promote the program, making it accessible and reching out to those in need. OTHER ALTERNATIVES Coumcil could decide no changes are needed,letting the current program expire. Council could explore other alternatives and direct staff to come back with more options. COUNCIL OR TCDA GOALS, POLICIES, MASTER PLANS DATES OF PREVIOUS CONSIDERATION 9/15/2020-Receive update on Tigard AID program 9/22/2020 - Council approved Resolution No. 20-47 expanding eligibility for monthly utility credits,waiving late fees, and suspending shutoffs. 10/20/2020 - Council approved Resolution No. 20-50 including renters and leasers in Tigard AID, extended the program to June 30, 2021, and extended waiver of late fees and shutoff actions to April 1, 2021. 10/27/2020 Council approved Resolution 20-52 for Special Budget Supplemental for COVID-19 response. 3/2/2021 Council approved Ordinance No. 21-08 allowing payment plans of longer than one year for Tigard utility customers during the COVID-19 emergency Attachments Resolution AgendaQuick©2005-2021 Destiny Software Inc.,All Rights Reserved CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 21- A RESOLUTION REPEALING RESOLUTION 20-50, EXPANDING ELIGIBILITY FOR TIGARD'S PROGRAM TO PROVIDE A MONTHLY UTILITY PAYMENT FOR UTILITY BILLING CUSTOMERS FINANCIALLY AFFECTED BY THE COVID-19 PANDEMIC, EXTENDING THE DURATION OF THE PROGRAM UNTIL FUNDS ARE EXPENDED,AND COMBINING THE RESIDENTIAL AND BUSINESS PROGRAM FUNDS WHEREAS, on March 17, 2020, Tigard City Council passed Resolution No. 20-14, declaring an emergency related to COVID-19 and temporarily waiving late fees and shutoff actions on utility accounts until the end of the emergency; and WHEREAS, the City's emergency declaration has been extended multiple times and is currently set to expire June 30, 2021; and WHEREAS, on October 20, 2020, Tigard City Council passed Resolution No. 20-50, approving a monthly utility credit of up to the full amount per month for residential utility customers, up to $500 per month for business customers, and up to $100 for residents of multifamily units in the Tigard Water Service Area who negatively affected by the COVID-19 pandemic;and WHEREAS, the Tigard Aid program currently limits eligibility to customers who have become unemployed or underemployed due to COVID-19. Some have reported other negative financial impacts that have limited their ability to pay their City of Tigard utility bill. Expanding eligibility will allow these customers to access Tigard Aid funds;and WHEREAS, the financial effects of the COVID-19 pandemic are still being felt by many City of Tigard utility customers and will continue to be felt into the future for an unspecified amount of time.Extending the program until funds are expended will allow for more households and businesses negatively affected by the pandemic to have a chance to access these funds if they have not already;and WHEREAS the demand for residential assistance has greatly outpaced commercial assistance, so the recommendation is to no longer allocate funds separately and instead focus on the greater need. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: Resolution No. 20-50 is repealed and replaced with this resolution. SECTION 2: Upon verification of unemployment, underemployment, or other negative financial impacts associated with the COVID-19 pandemic, as determined by the City of Tigard, the City may credit up to the full amount per month towards a residential customer's Tigard utility account bill,up to$500 per month for a commercial customer's account,or up to$100 for residents of multifamily units in the Tigard Water Service Area who do not directly pay their utility bill.The credit is available to all residential and commercial customers served by a Tigard utility, including customers outside the city limits for whom Tigard provides water service.A customer must reapply for the credit each month in order to continue receiving it. SECTION 3: This utility bill payment program will remain in effect until funds are expended.
