Clean Water has pointed out that when a project has submitted a land use application for development then early grading is considered to be the first phase of that development. Part of the 1200-C review is ensuring that the plan covers all phases of development and is consistent with the approved land use. Therefore, an early grading/erosion control plan cannot be issued until there is an approved land use decision from the City. Our records show that applications for the two relevant land use cases, SLR2019-00001 and CUP2019-00001, were submitted on 5/13/2019 and have not yet been approved. Accordingly,we cannot approve this grading permit at this time. I will code it "On Hold." Plan Review will proceed but the application will otherwise be on Hold until the land use cases are approved. The overall site and disturbed area are more than 5 acres. Therefore a 1200C permit with DEQ will be required. This is very rare and I have not processed one before. Can you let me know if there is such a process for this. The Site Work permits were released today, and the Building permit is also almost ready to issue. I will need to complete my final review before all three permits are officially ready to issue. I will make an effort to have them ready to issue by Thursday, but otherwise it may likely be next week 2 considering how busy we have been. The SDC fees will need to be paid for the Building permit, and I will send you the invoices for the Site Work permit fees as well. I have attached a PDF file of all of the Art Rutkin permits we have received. We have not received the Mechanical, Electrical, or interior Plumbing permit submittals to review yet.
