Juliet, in the course of reviewing your application for an early grading permit for the Art Rutkin Elementary School
project we have corresponded with Clean Water Services regarding the need for a 1200-C permit. Clean Water has
pointed out that when a project has submitted a land use application for development then early grading is considered
to be the first phase of that development. Part of the 1200-C review is ensuring that the plan covers all phases of
development and is consistent with the approved land use. Therefore, an early grading/erosion control plan cannot be
issued until there is an approved land use decision from the City.
Our records show that applications for the two relevant land use cases, SLR2019-00001 and CUP2019-00001, were
submitted on 5/13/2019 and have not yet been approved. Accordingly,we cannot approve this grading permit at this
time. I will code it "On Hold." Plan Review will proceed but the application will otherwise be on Hold until the land use
cases are approved.
Please let me know if you have any questions.

Hi Khoi,
Thanks for your email. If a project has submitted a land use application for development, then early grading would
generally be considered the first phase of that development. Part of the 1200-C review is ensuring that the plan covers
all phases of development and is consistent with the approved land use. Therefore the early EC plan cannot be issued
until there is an approved land use from the City.
Hopefully this helps clarify your question. Feel free to follow up if you have any further questions or concerns. Please
reply all in any response. Thanks,
Steve

Subject: Mass Grading Request at Tigard School District Site in River Terrace
Hi Steve,
The School District submitted mass grading plans for the future school site in River Terrace prior to their land use
approval. The overall site and disturbed area are more than 5 acres. Therefore a 1200C permit with DEQ will be
required.
This is very rare and I have not processed one before. Can you let me know if there is such a process for this.
Thanks,
Khoi

Hi Debbie,
The Building and Site Work permits for Art Rutkin Elementary School are ready to issue now. I have attached invoices
above for you to reference, and the fees due are as follows:
Art Rutkin Elementary
Permit# Fees Due
SIT2020-00015 $ 171.00
SIT2020-00019 $ 15,046.26
BUP2020-00153 $ 494,760.00

The above fees can be paid online at https://aca-prod.accela.com/TIGARD/Welcome.aspx by searching for the permit

SIT2020-00015 are plan review fees associated with revisions.
If any payments are made online, please email the Permit Technicians at TigardBuildingPermits@tigard-or.gov so that
we may issue these permits and make them available for pick up.

Subject: Art Rutkin Building and Site Work Permits
Hi Debbie,
I spoke with Jared Steagall yesterday, your general contractor for Art Rutkin Elementary School, and evidently he was
informed that the Building permits were ready to pick up. The Site Work permits were released today, and the Building
permit is also almost ready to issue. I will need to complete my final review before all three permits are officially ready
to issue. I will make an effort to have them ready to issue by Thursday, but otherwise it may likely be next week
2
considering how busy we have been. The SDC fees will need to be paid for the Building permit, and I will send you the
invoices for the Site Work permit fees as well.
I have attached a PDF file of all of the Art Rutkin permits we have received. We have not received the Mechanical,
Electrical, or interior Plumbing permit submittals to review yet. Please keep in mind that our plan review timeline is 4-8
weeks for these permits. Please let me know if you have questions.
Thanks,
EBrendan Taggart
