04/15/2021 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Thursday,April 15, 2021 6:30 p.m. MEETING LOCATION: Virtual Teams Meeting with Phone Bridge for public listening. 1. CALL To ORDER: Chair Katie Harris called the meeting to order at 6:30 p.m. 2. ROLL CALL Members Present: Christopher Allen,Mary Bogert, Shirley Edwards,Katie Harris, Jim Ivler, Kate Ristau Members Excused: Suzanne Sikora Alternates Present: Helen Allen, Gail Stephens Council Liaison: Heidi Lueb (arrived late) Staff Present: Halsted Bernard,Director of Library Services; Sean Farrelly, Redevelopment Project Manager, Community Development; Margaret L. Reh, Confidential Executive Assistant 3. APPROVE MINUTES The minutes from the March 18, 2021 Tigard Public Library Board meeting were reviewed. No changes were requested. Motion by Mary Bogert. AGENDA ADDITIONS AND DELETIONS It was suggested to add a Library Strategic Plan update after Agenda Item No. 7-Library Operations. 5. CITY CENTER URBAN RENEWAL SUBSTANTIAL AMENDMENT BALLOT MEASURE DISCUSSION Sean Farrelly (Redevelopment Project Manager, Community Development) was invited to present information on the City Center Urban Renewal Substantial Amendment—a proposed measure for the May 18, 2021 ballot. The existing City Center Urban Renewal Plan was approved by voters in 2006 and has funded nearly 40 infrastructure and improvement projects. The proposed measure would amend the existing Plan to increase the maximum amount that can be spent by$20.8 million and would add nine years to the duration of the Plan. Farrelly explained how Urban Renewal funding works and answered questions asked by the Board. DISCUSSION AND PREPARATION FOR JOINT CITY COUNCIL/LIBRARY MEETING A copy of the video Chris Allen created and a draft copy of the PowerPoint slide show for the Library Board's presentation was distributed to the Board Members. The video can be viewed on the Library's YouTube channel at: https://youtu.be/OGXUoDl2kXuU. Confirmation of the roles the members have for the presentation was established. All members had received the invitation from I.T. to be able to log into the meeting. Most members are available to attend. 7. LIBRARY OPERATIONS Library Director Bernard shared her appreciation to the Board for their unconditional support during this past year dealing with the pandemic and everything that came along with it. At the March meeting,Director Bernard informed the Board of the plans Library leadership had for the expansion of our services to our patrons once we opened the building.The date for this expansion of services has now been determined, and is set to be Monday,April 26, 2021. An update was provided on programs, activities, and decisions made since the March meeting. Statistics for programs and circulation in March include 21,838 requests to fill holds. Staff helped 2,454 patrons in Library Takeout services in March. Our 23 virtual programs were attended by 573 patrons. There were 543 reference questions answered by phone and 84 answered by email. Tech Services added 2,388 new items to the collection last month and processed new materials in an average of 11.8 days. 8. TIGARD PUBLIC LIBRARY STRATEGIC PLAN UPDATE Kate Ristau provided an update on the Library Strategic Plan.The committee is meeting every Friday. Committee members include Amber Bell (Readers Services Manager), Cally Meldrum (Library Assistant-Circulation),Jeanne Peloquin (Communications and Outreach Coordinator), and Library Board Member Kate Ristau.The current draft includes vision priorities and objectives.The proposed vision for the Tigard Public Library is to be the community hub for knowledge and enrichment, where everyone feels welcome. Feedback has been supplied by staff, community members, leadership, and partner organizations. 9. OTHER BUSINESS No other business was addressed. 10.
