Chairman Kolling called the meeting to order at 77150 n.m.
MINUTES Mr. Nicoli moved, 2nd by Mr. Longfellow that the minutes of
the April 12, 1966 meting be approved as written. Motion carried.
4nS0URCES Mr. Tigard commented on the Bond Sinking Fund Resources
for the 1966-67 budget year stating that S12,600 deposited in Time Deposit
from General Fund earlier had been tlaced on deposit in the Bond Sinking
Fund.

An allowance will be made at the first of the 1966-67 budget yeer to
transfer the 0.2,600.00 into the Bond Sinking. Fund.
WU AVENUEeixuNs9N AQA.ENOT Mr. Rodger renorted on hoek-up fees collected
to date from properties involved in the Walnut Avenue Extension Aereement. He
noted that the boundaries shown in the original legal description excluded
certain areas that the commissioners may have intended to include.

Mr. Nicoli moved, 2nd by Mr. Fullhart that provisions be made t: include
Handi Acres and balance of property within eresent district boundaries
that later will be served from this special system be subject to the
agreement. Motion carried.
The original installation was comeleted in the spring of 1958 and the ten
year limitation will terminate in 1968. A total of $6700.00 ha been co:lected
to date.
Mr. Nicoli clarified the point that properties outside the boundaries of
the Walnut Avenue Agreement but using the same Bull Mt. system will pay
5200.00 hook-up fee.

Yr. Nicoli moved, 2nd be Mr. Fullhart that Mr. Tiaard and Mr. Longfellow be
authorized to review projected expenditures from the fund and invest the
monies in Time Deposit for scheduled withdrawals. Motion. ca Tied.
44N9- Y Mr. Sorenson, representing Kinn City, aopeerei to object to the
41, $6.50 per hour for insnection fee ado ted at the last bo.ord meeting. He
ouestioned being charged this rate for inspection without any limitation
on the installation and wondered who would have control.
It was pointed out that this rate is the result of an effort on the part of
the District to equalize overhead costs along with other developers in the area,
and to rectify a orevious over-sight for not having charged Tualatin Development
Corporetion an inspection fee.
John Miller pointed out that the installation mode by King City will reeuire
more maintenance in the next ten years. He pointed out that some of the copper

Mr. McMonagle questioned the fee charged for engineering and statedit was high.
Mr. Carter assured him that the engineering fee was under the market fees
• ordinarily being paid.
r. McMonagle Wondered what the outlook might be in the future on co .-er for •
the installations. John favored staying with copper at more expense rather
than.. plastic if possible. One major objection to plstic is that it can't be
located. with a !Ape finder.

King City has 200 iota ready for building to improve with services.

. , It was agreeable with both. the District and Tualatin Development personnel to
make the main installations aced on the agreement and try this arrangement for
a month. Jake is to turn his time in daily to King City for any inspection
tithe recuirci there and to submit. a duplicate c to the District clerk for
invoicing King City on a monthly basis.

The commissioners recognize this is a new approach for the District. .If it
doesn't work out satisfactorily, they want to know about it.

eccordingly. The budget will be reviewed in detail at the May 17, 1966
budget Meeting.

be included in the Refund Agreement adopted reeently:
"District agrees to male all reasonable effort to collect for
such co neotions the ameunts as hereinafter set forth and shall
.pay such amounts directly to Dovelosen. No connection shall be
made until payment is received unless agreed to by Developer or
uniesS ordered to conn .et by a court order. In the event suit or
action is filed against District that challenges the right of
District to make or collect the connection charges or challenges .
the reasonableness thereof, Developer agrees to assume the
defense of this litigation and to hold District harmless from
any loss or expenses resulting therefrom. District and Developer
agree to be bound by any court decision touching On this matter."

• Mr. rump, reoresenting developers of the Virginia Acres Subdivision that
still owes the District for water main installation requested Answers from
the commissioners on:
I. Will the Developer be entitled to rebate for lateral street
frentase which eight abut on 115th from the west?
If this area requests hook-up within the ten year period,
a decision can be made. At this time, the District is not
in a eosition to know what the future development May. be.
The policy at present does not allow for a rebate on a
Street crossing.
2. Should Lot No. 1 pay fot 1/2 the width of Fairhaven where
tee is formed to run North & cu 115th?
No. It is not being served by this line.
3. Interest on money deposited with District to date of rebate?
No.
4. When is rebate due and does. Distiot collect b3fo32c the
connection is made?
Rebate due when service hook-nu requosted and 7;cliecr;ed
before connection is made.
The administrator we inst- eted to advise Mr. Bump of outiooh and
to demand elayment as the main installation costs are apart from any rebate
agreement

off 155th. His request was reviewed by the engineer ho stated water could be

An experiement in reading meters .from a Cushman vehicle orpved that 5477.00
could be saved annually on labor as it took him only 4 days alone in comparison
to 2 men taking 3-i days. He .favors that this unit be considered in the 1966-67
b.o.c,got.

A bid on a 1T dump truck at V1S0.90 to reolaee the 1953 truck was reviewed.
Mr. Longfellow pointed out that an allowance has been 1,Yde in the 1966-67

budget for ecuioment and replacement to be reviewed with the administrator
to make rscommendations for purchaes.
AYiNISTRATORIS REPORT Mr. Rodger felt, after a viewof the insurance files,
' that no inventory coverage has been allowed at Well No. 1; some items have been
" purchased but not added to the coverage. It was recommended that he review the
coverage with Mr. 6-reitz and recommend certain adjustments.

2. Review the billing machine proposals make a recommendation
3. Work with Firs. Miller to locate a replacement for a full
time clerk.

The area involved in the Walnut Street Extension has been plotted
and colored to show the area in question. This as plotted from the legal
description included in the original agreement instrumented by Er, C. E.
Wheelock about October, 1957,
Certain of the original property owners were willing to make a cash
deposit with the District to start the construction program. They contri-
buted aton agreed charge of S250.00 per owner. This wa.3 to apply up to a
certain deadline date.

Pipe Line Hook-up Boundaries" of December, 1965. The description included
in this resolution can not be defined on the ground, This description should
read E 3/4, of a 1/4„ SE 1/4, Ha 1/4, of Section 4, which is composed of
Obrs Heights subdivision, Lots a through Lot i:12, inclusive, Also E 3/4 of
SE 1/41 SE 1/4, UW 1/4 of Section 4, which is composed of Lots i,28 through
Lot 00, inclusive, Handy Acres. Both of these parcels of land in T23, Rua,
The two parcels of land consist of all the land within the present dis-
trict boundaries in this vicinity.
The implied meaning of this resolution includes land and site of the
District boundaries, West to SU Seholls Ferry Road. This -would involve
annexation.
