Billing Machine Nc re commend etio n was made to purchase a billing
irr. chine et this time. Mr. Rodger stated tha t the present office
.4 facility had been cutgrown and tha t the space was limited to set
up the ma chine. He had aprroa ched the Tualatin Fire Department
to add more space to the present office space tut this was not
acceptable to the fire district. The City of Tigard has space
available if their present library could be hsed in the water
distri ct oj:f ic e. He stated another alternative would be to lea .3 e
a new location.
Mr. Kollin g appointed Mr. Tigrrd and Mr. Longfellow to make a
study with Mr. Rodger to make a re corrmenda tion at the next
meeting.
VISITORS Mr. Riro Ey appeared with a map of his property on
dull Mt. which requires water service and asked what his re-
quirements would be.
At the pre sent time, the county will not al low another hous e
on his property until the present 30easenEnt becomes a 50'
rublic road. He pointed out that if he were required to extend
the main along the front of his property as district provides,
the line would lie idle until sometime in the future when the
public road is deeeed . No immediate dans are known to develop
the property adjoining his at the north End of the ea sem nt
A portion of the property is subject to a rebate to Paul Sam.
Consid eration was elven to requa sting that he pay for extending
the main 10' beyond his house and. si going an' agreerrent extend
the line at his cost via.ee the other adj oining property re que sted
service.
Following a lengthy discussion, Mr. Bines was instructed to prepare
an agreement for Mr. Rirpey' s signs wherein he agrees to extend
the main at his expense along his property line when the adjoining
property is developed. It was agreed that the cost of legal
documents and reccrding would be borne by the developer.
Mr. Rippey will be granted water service hook-up to his home when:
1. Pay :.: 200.00 Bull Mt. Hook-up fee
2. Pays `,;:106.87 (75' (i) 1,';,1.43 per ft ) rebate to district
for Paul Sam
3 . The agreement is signed and recorded on his property.
King City
Wm. McMonagle reque '-ted con dd era t i on by the district for devel onment
of King City # 6 service. He prona3ed that the district reimburse
Kin- City in a lump sum for services installed to allow King City
an opportunity to ,.7.urcha se a quart ity of corner at savings. below
the local market . John Mi er pointed .7ut that more time than normal
has been srent in instal lin meters in the Kin, City area where the
service had be en installed by King City . he didn't r ecommen d. that
the district buy these services in a lump sum and stated it has been
very expensive for the eis trict to pay labor to locate the services
in the et. Mr. McMona ?-,le pointed out that each service had been
nut in according to district specifications but often times other
sub-contractors had disrupted the service installation ,
Mr. Nicoll stated he felt that King City should be back-charged for
any labor required to locate the service. He also stated King City
should be required to locate the corner service and stake it. If

it wore not there on the property, John should leave. Men

the meter ,
Mr. Rodger was instructed to set up a !meting next morning with
Mr. Nicoll, himself, John, Mr. McMonagle, and Mr. Sorenson.
Any agreeme nt s reached were to be confirmed in writing.

Mr. Carter pointed out that a decision could be made to invest
district funds for caner as rronos ed by Mr. McMons gle if they
wi shed to (prorate, on this policy. Mr. McMona e ask ed to be
advised of the district ' s decision by the end of the week.
Mr. Longfellow sta -,ed he was not in fa vor of investing district
funds for copper at King City. Mr. Tigard mentioned that funds
could not; be invested if rot available.
Further discussion resulted in a decision to inform Mr. McMonagle
at King City that the district did rot favor investing funds for
catner service in King City and that the policy of allowing
reduced hook-'up fes based on a pro-rata share of caste to
install the servic3 would be continued. The administrator is
to advise Kine Citi of this outlook and to request that the
water no ins are to be installed in the street as re co frnend ed
by the engine er.
IOW SPECIAL BOARD M IITENG is set for 7: 30 p.m. on June 28, 1966
for the nurrose of allowing, fund transfers and approving
payments of other invoices within the current 1965-66
budget allowance, carrie d
IINGI NEER'S REPORT Mr. Carter informed the commissioners that
the new pump at el1 No. 1 is 01ingthe water source down
with air. If Jake will permit, Bottner is willing, at his own
expense , to pull the pum and rmk e additional tests . Jake stated
he did not favor nokine. a test at this time because of the critical
demand for water during the warm weather. When the rump is throttled
down, pressure guage shows 32# he ad on pump.
Mr. Carter' advised he had ordered a Snarling flow meter for
No. 1.
The ntessure system is rot installed to date. It appears that it
cculd be in by the weekend if al 1 the special fittings are available.
Mr . Nicoll questioned placing valves on the pressure system at the
bottom of the hill. It was nointed out that the installation was
80% complete and would function with out these valves being connected .
Mr. Longfellow urged that a deadline date be set and if it cannot be
met, the t someone be cal led in to Como let e the inst al 1 ati on.
Jake raised the question of connection to the pressure system of
%or the Fisher and Calway properties that already have service. Their
pumps he ve burned out due to low pressure. It was pointed cut that
the boaster system on Little Bull Mt. w- s installed to provide
adequate water service to the area, rather than increase water
pressure.
He also raised the point that no decision has been made as to
who is to pay for the new line to serve the Canterbury Crest
Sanitorium where they start extending the line across their
property.

ENGINEER'S REPORT cont
Mr. Nicoli moved, 2nd by Mr. Fullhart that the district pay cost
of installing 6" or 8" line across to the N. . corner of Celway
property from the well site where Canterbury Crest Sanitorium will
proceed to install the rm in along the front of their property
according to distri2t policy with the provision that the Caiway
and Fisher pronerty be allowed a hook-up to the main so their
properties will be within the Little Bull Mt . pressure syatem.
Motion carried.
Well No. 4 depth he s been drilled to 590' . The water level
dropped from 248 to 255' and i still in rock. The engineer
would like per smiss.Lon to drill on until they break through the
rock at least uo to 600' plus or minus. 300 gls D.111. is eossible
now.
Ore gon Highway Department pre-const ru cti or conference involving
the 12" line on Hunzicker ws attended b. Mr. Carter and Mr.
Rodger. Bids have 'Den let to cover this re-pla cement and it
aneears the cost may be around ,,X)00.00. Consideration will
be given to salvage the 12" line to be replaced. The engineer
was instructed to proceed with 'whatever may be required and
District per -onnel will have to gear up to meeting the time
schedule for relocation later.
ATTORNEY 'S REPORT Mr. Ba-_, nes had been in touch with an attorney
renresenting Mr. Lower who built a house on Lot No, 10 on Inez
St. that is subject to a rebate to Mr . Kramer who installed
ler the main. At the time Mr. Loewer made arplication for a meter,
he was not informed of the obl iget ion. Mr. Bines feels that
the District , at this late date, hs no right to recover the
rebate fee from Mr. Loewer. The clerk corne- ented that there
has been no file or map showing the rebate areae within the
District and that formerly the only alert to a rebate area
came is Jake were aware and informed the clerk. The meter
was installed before the rebate fee came to li.4-1t in this
instance. Mr. Baines maintains that the district agreed and
contracted with Mr. Loewer to furnish watee to the lot for
the !Teter hook-up fee with no mention of the rebate. Commissioners
differed with his outlook and stated that they felt the error
in not collecting the rebate should be brouatit to the builder's
attention to hold him reseonsible , A question was raised as
to whether or not Mr. Loewer may have b en advised at time of
lot purchase of this rebate obligation by the seller.
Mr. Rodger was urged by Mr. Kolling to immediately make plans to
research these areas with Jake and get them on a map for reference
to avoid failure to collect a rebate obligation later.
Mr. Baines has other correspondenc e from the file and lot o determine
if the district is still obligted to pay the rebate to Kramer.
An opinion will be made at the next meeting . He will also detemine
if Mr. Kramer can take action against the District for -the collection.
Provision in the District Rebate Policy states that "No connection
shall be nnde unti.e. payment is received unless agreed to by developer
or unless ordered to corinOct by a court order."
FORAN'S REf Cli T :T.ncreesed m ter applications and work load prompt ed
J . Miller to ask for adtAtional labor in the field. He feels the
present salary sca:-_e is not adequate to attract permanent emplcyes.
It w' s agreed to incree se the beginning hourly rate to „!.;2.25 and
advance the salary of Russell Thomas to ;,1!2. 50. Approval was also
given John to employ a full-time back hoe operator at an hour
July 1st. Tran-fer of funds thinwithe budget will be allowed when
necess.- ry to cover the required labor.

John noted that a decision would be required on whether to repair
the 1 Ton truck at a cost of eeproximetely 1'390.00 or to get along
with it as is until a new replacement was purchased, as discussed
earlier, at a cost of 43200 ;00.
Mr. Longfellow pointed cat that the administrator should be
instructed to make a study of fund allowances within the 1966-67
budget to determine priority items along with Jake and John to
rea ch a decision. He also recomended that permission he given
to have the truck repaired now and an attempt be made by next

Alrre--1 has never been survyed and it aprears a property

owner adjoining the site has put some debri on the district
Vi property that may la ter become a fire hazard. The administrator
was asked to write a letter to the property owner to suggest he
remove the debri from the district prbf)erty.
FUND TRANSFERS Mr. Tigard moved, 2nd by Mr. Nicoli that $2300.00
be transferred from the General Fund Operating Contingencies Account
to the Construction Account for additional experxi iture s on the Little
Bull Mt. Presstre System at Well No. 1 .
IINENTORY will be required for the June 30 , 1966 closing. Mr. Rodger
and field personnel will take inventory by that date.
REc:.UEST - ED ERICKSON anoeared to indicate an interest in a connection

to the Bull Mt . line arni wanted permission granted to hook-up to the
4" line on a time and materials cost basis. He noted that he had
granted an peserrent for the line on his property when it was installed.
Mr. Nicoll moved, 2nd by Mr. Tigard that Ed Erickson be given
permission to connect to the 4" line on a time and materials
cost basis.
Discussion revealed that Mr. Fullhart would abstain as it appeared
this would oppose the district' s policy requiring anyone who connects
to this system to pay $200.00 to offset the bonded debt obligation.
Mr. Longfellow noted that if an al ler-ance was I119 de to Mr. Erickson,
the commissioners should consider a change of the policy or other
people requesting connection might expect the same treatment .
It was also pronosed that Mr. Erickson be paid c:200 .00 for the
prior easement even though it had not been the practice of the
District to buy an easement.
Mr. Nicoli with drew his motion.
Mr. Tiga rd moved that Mr. Eri ck son be grant ed the privilage of
connecting to the 4" line for previously granting easement of
feeder line and th t he do his own digging on an actual out of
pocket cost .

Mr. Nicoli objected to all the provisions being cov ered within the
same motion.
The clerk noted that the property in question has never been annexed
to the district so ordinarily would be subject to an out side the
District hook-up fee of 500.00.
The motion died for lack of a second .
