I wish I was in Florida. I'm working in the offices here in Tigard. It sounds like you had a great vacation. Regarding your
submittal, I would like to reiterate that the plans say, in big bold lettering, "Mechanical System Upgrade." I sent Jeff
Lewis (2) emails on March 11 requesting him to contact me for clarification due to the scope of work containing both
Mechanical and Building permit work. I never received a direct response back. For the reasons I stated in my previous
email below, this is more than just a matter of entering the permit in our system. There was additional mechanical work
included in the plans that was not permitted under Mechanical permit MEC2021-00149. This work was not all Building
permit work.
Since you would like for us to use the plans we received as Building permit plans, please make sure that JH Kelly submits
the attached Transmittal Letter and (2) sets of cut sheets with attachment details for the outside air gas heaters under
Mechanical permit MEC2021-00149. I have spoken with our Commercial Plans Examiner,Tom Hochstatter,and he is
able to expedite his review of the suspended ceiling. We can possibly have this permit ready to issue by the end of the
day on Monday. Please note that we will make a notation on the plans that the outside heaters were removed from the
Building permit scope of work.
We will contact you as soon as this permit is ready to issue. At that time the permit fees can be paid online. I will send
you the online payment instructions when this permit is ready to issue. Have a good day.

According to the plans to the existing Mechanical permit MEC2021-00149 the scope of work is primarily water piping,
refrigerant piping, and condensate drain system work. In contrast,the most recent "Mechanical System Upgrade"
submittal includes new pads for exterior units, new outside air gas heaters (not shown on the initial submittal), along
with suspended ceiling alterations. And,the Mechanical contractors for MEC2021-00149 isJH Kelly,whereas the
contractor for the most recent submittal is Cooper Construction. Furthermore,we received a Residential Building
Permit Application for your original submittal,which is why we asked you to send in new applications. From our
perspective,these are different submittals with separate mechanical work by two different contractors.
If you would like for us to use all (3) plan sets for the Building permit,we can do this. However,the outside air gas
heaters are not included in the scope of work for MEC2021-00149; therefore, you will need to submit a completed
Transmittal Letter--attached above --along with (2) sets cut sheets and attachment details as previously
requested. Moreover,JH Kelly would need to install the gas heaters as the rest of the scope of work would fall under
the Building permit. Please let us know how you would like to proceed.

Branden,
I understand that you are in Florida. I was just there in March — in and around Clearwater Beach! What a
beautiful area. The sun, sand, waves —amazing! That is why I couldn't personally submit on 3/5 and this
application was first derailed with the residential building permit application. The confusion only grew from
there.
Entering this commercial building permit application into the permitting system is taking longer than everyone
anticipated. I asked to speak to your supervisor, but I understand that she is out on sick leave. As you can
imagine, the contractor's emotions are quite elevated at this point, due to the delay of entering this building
permit application into your system. Additionally, considering the mechanical permit was issued on 3/11 and
we're still waiting on the building permit to be simply entered into the queue, it is causing untold ripple effects
both to our mutual professional reputations, as well as in regards to the scope of work that needs to be done.
Other reviewers have indicated they'd be more than willing to expediently review their portion, but they
cannot since it hasn't been entered into the permitting system!

Thank you for your response on our Building Permit submission. We have already submitted 3 sets to you;
please process them for the Building Permit. The building valuation remains $100,000.

The mechanical permit has already been applied for/approved/and issued - MEC2021-00149 to Portland
Mechanical/JH Kelly. They provided the required cut sheets, etc. for the equipment. The permit we submitted
to you (originally on a Building Permit Residentia/Application, then per your instructions via a Mechanical
Permit Application, then corrected to a Building Permit Commercial Application) is the one that needs to be
processed.
Essentially, the contractor is cutting 2 holes in the roof for the air intake/exhaust, pulling and replacing T-Bar
sections of the ceiling and then adding a concrete pad with a fence around it.
I hope that clarifies any confusion regarding our Building Permit submission. Please let us know if there are any

Mechanical permit:
• Cut sheets for the fan coil units and outside air gas heaters. The weight of each unit will need to be included for
the existing units as well as the new units.
• Attachment details showing the number and type of fasteners for the outside air gas heaters.
• Please revise the valuation so that the suspended ceiling scope of work is not included.
Building permit:
• We have a total of(3) sets of mechanical plans currently. (2) sets of plans are required for Mechanical permits,
and we will use the (1)extra set of plans for the Building permit. Our Commercial Plans Examiner requested (2)
additional sets of the mechanical plans to review the suspended ceiling scope of work. The mechanical pages
will be stamped reference only.
