Hello, Melisse. As Agnes requested I have recalculated the County TDT and City SDCs for your Broadway Rose
project. Unfortunately,the ITE traffic impact manuals provide no figures or guidance for Live Theater projects so we
have to compare the proposed project to other types of projects for which we do have figures.
In my opinion,the traffic impact of live theater is a function of the number of seats, not the size of backstage
spaces. Because this project adds no seats there is no TDT or TSDC impact from adding the proposed backstage
spaces. Therefore, both TDT and TSDC will be zero.
Parks SDC,on the other hand, will be impacted to the degree that the added spaces provide for some increase in the
number of employees and thus an increase in parks usage. Assuming that the number of square feet per employee for
live theater is similar to the 2,500 sf number for warehouse use, my calculations show an additional 1.67 employees for
Parks SDC charges of$702 for Improvement and $127 for Reimbursement totaling $830.
I have entered those figures on your permit application for BUP2019-00351.

Hi Melisse-
I have copied our Permit Coordinator to calculate the fees for County TDT and City SDCs. I have also copied the building
permit technicians to get an estimate of all other fees due at time of building permit issuance. As far as the land use
fees,there will be additional tree inventory fees for all trees($175+$28 for each additional tree) and a bond ($523 per
tree)for newly planted trees.
Albert-The project is to construct two additions totaling 7,825 SF.The addition will not be adding capacity to the
theater.These additions are for administrative and additional shop/dressing room space.

I trust you received our completeness review summary and updated application materials. Thank you again for all of
your help.
While at the counter submitting for building permit, it was brought to my attention that we were over-paying fees for
the project. Broadway Rose Theatre would like to confirm all fees associated with the submitted project. There is not a
formula to calculate the SDC fees for commercial projects and it would be appreciated if you can help provide and
estimate for the SDC fees. Can you also verify if there are any other fees we should be aware of that are note listed
below, if there is someone else I should contact please let me know.
• Washington County Transportation Development Tax: Per the land use application Broadway Rose Theatre
expects no additional employees or guests with the new addition thus not increasing trips to the building, can
provide an estimate for the SDC Fee.
• Tigard Transportation System Development Charge: Per the land use application Broadway Rose Theatre
expects no additional employees or guests with the new addition thus not increasing trips to the building, can
provide an estimate for the SDC Fee.
• Clean Water Services—Sewer Connection:Can you provide an estimate for the SDC Fee based on the permit
drawings.
• Tigard Water Service Area: Existing water meter is adequate and will remain. Will water SDC fees be applicable?
(Melisse please confirm if this is correct)
• School District Construction Excise Tax:We think we may be exempt since we are improving a school owned
property,what is the procedure to verify if we are exempt.
• Metro Construction Excise Tax: Please confirm the fee is$1,520.
• Tigard Construction Excise Tax: It was our understanding that since we submitted the permit set prior to
1/1/202 this tax is not applicable. Please confirm.
• Land Use Review Fee: Paid when Land Use application was submitted, no additional fee.
• Land Use Variance Fee: Paid when Land Use Response was submitted, no additional fee.
• Permit Application Fee: Paid when permit drawings were submitted, no additional fee.
Are there any additional fees we should be aware of that are not listed?
